The CRA launched mobile groups
The IDPs currently inhabiting in compact locations in Khashuri, Kareli and
Gori to be registered on-site. The special mobile groups of the Civil
Registry Agency of the Ministry of Justice will register the displaced
citizens.
Giorgi Vashadze, chairman of the Civil Registry Agency has held special
press conference today dedicated to the registration of IDPs from conflict
zones.
Mr Vashadze announced that all refugees living in Khashuri, Kareli and Gori
in compact locations will be registered on-site; while citizens temporary
inhabiting with their relatives in abovementioned regions must apply to the
appropriate territorial office of the Agency.
The head office of the Agency to continue registration of IDPs from Kurta,
Eredvi and Tigvi in Tbilisi, 67a Tsereteli Avenue.
Moreover, the residents of Gori could apply to local office for any
identification document. The Gori office has resumed normal working
schedule.

Thomas Hammarberg met Minister
of Justice
The
Council of Europe Commissioner for Human Rights, Thomas Hammarberg has met
Nika Gvaramia, Minister of Justice of Georgia and Eka Zghuladze, Deputy
Minister of Internal Affairs today. The parties discussed humanitarian
problems caused by Russian aggression and human rights violations by the
Russian Army. Georgian officials have informed Mr Hammarberg about current
situation.
“Even now, during the visit of Commissioner for Human Rights the people are
abused in our country. There are up to 100 civil captives in Tskhinvali
prison. We consider them as prisoners of Russia, because they control the
territory were captives are kept. The Russians must release them
immediately” – Minister of Justice said.
The Georgian delegation emphasized the recent facts, including incident in
Poti where the Russian forces attacked the “Nikora” factory, they also
offended and injured a young man. “The ethnic cleansings are underway in
Tskhinvali region and Gori villages” – Mr Gvaramia noted.
Minister of Justice informed the guest that the negotiations concerning
release of captives are underway. He noted that the release to be
unconditional. According to Mr Gvaramia the Russian Federation is
responsible for current developments in the conflict zone. Russia violates
obligations held by the International Court of Justice and the European
Court of Human Rights. Minister called for “adequate legal evaluation”.
The parties also addressed conditions of IDPs and terms of their return. The
illegal check points of Russian forces which support marauding have been
discussed as well. The residents are able to leave their households.
As Mr Gvaramia marked they asked Mr Hammarberg to visit those villages and
assume the situation.

The CRA continues activity
The Gori and Tskhinvali territorial offices of the Civil Registry Agency of
the Ministry of Justice in Gori have resumed working.
Giorgi Vashadze, chairman of the Civil Registry Agency has held special
press conference today.
According to Mr Vashadze temporary IDs and birth certificates for residents
of Tigvi, Kurta and Eredvi folk are issued in Tbilisi, at the head office
67a Tsereteli Avenue. The CRA to shoot free photos necessary for temporary
documents.
Currently the Agency has registered 118 580 IDPs; while 87 121 refugees can
return home, but 31 462 have to stay.
Mr Vashadze noted that resident of Gori, Kareli and Khashuri who have soviet
passports so far can apply to the CRA territorial offices and get ID cards.
Therefore, the people who lack any identification document must apply to the
Gori office. The Agency to hold jural fact verification and issue birth
certificates and IDs.

For attention of IDPs
Giorgi Vashadze, chairman of the Civil Registry Agency of the Ministry of
Justice of Georgia has held special press conference today dedicated to the
registration of IDPs from conflict zones.
Mr Vashadze has noted that the Agency has actually completed registration of
IDPs. There are 112 000 refugees and 570 compacts locations. The citizens
who couldn’t register so far in Tbilisi must apply to the head office of the
Civil Registry Agency in 67a Tsereteli Avenue and IDPs from regions must
visit territorial CRA offices.
The registration process will resume on Monday. The CRA to work on database
during the weekend. If any refugee wants to change temporary address he/she
must inform the Agency. The old records would be deleted automatically.
The Agency continues support of IDPs – “Find Your Relative”. The software
helped 400 refugees to search out relatives. Up to 600 citizens have called
the hotline. All IDPs who look for family members or relatives can call the
CRA hotline 17 22 22 and use the 112 000 database. The information gathered
by mobile groups is loaded in the single data as well.
According the data there are 33 026 men, 43 273 women and 31 382 juveniles
among exiled citizens. the majority of IDPs live in Tbilisi – 58 451;
Rustavi – 3678 and Borjomi – 2393.

The CRA support the IDPs to
search out relatives
Giorgi Vashadze, chairman of the Civil Registry Agency of the Ministry of
Justice of Georgia has held special press conference today dedicated to the
registration of IDPs from conflict zones.
Mr Vashadze has marked that the new software – “Find Your Relative” helped
300 refugees to search out relatives. Up to 500 citizens called the hotline
yesterday. All IDPs who look for family members or relatives can call the
CRA hotline 17 22 22 and use the 64 000 database. The information gathered
by mobile groups is not loaded in the single data yet.
According to Mr Vashadze the IDPs who lost the ID cards could apply to the
Agency and get temporary documents. The undertaking is arranged for IDPs
from Gori, Kurta, Eredvi, Avnevi and Tskhinvali region.
The mobile groups have completed their work and will visit IDP locations if
there are more than 30 citizens to register. Otherwise all IDPs have to
visit the CRA head office.
The IDPs who could not register during the visit of mobile groups must go to
the CRA office in 67a Tsereteli Avenue and submit family codes issued to
their family members.
The system will exclude IDPs registered several times and leave only one
record.
The Agency has already registered up to 120 000 refugees so far.

New software developed in the
CRA
Giorgi Vashadze, chairman of the Civil Registry Agency of the Ministry of
Justice of Georgia has held special press conference today dedicated to the
registration of IDPs from conflict zones.
Mr Vashadze has announced launch of new software – “Find Your Relative”. All
IDPs who look for family members or relatives can call the CRA hotline 17 22
22. The operators to look for the people in 57 000 database. The information
gathered by mobile groups is not loaded in the single data yet.
The IDPs who could not register during the visit of mobile groups must go to
the CRA office in 67a Tsereteli Avenue and submit family codes issued to
their family members.
The system will exclude IDPs registered several times and leave only one
record.
The Agency has already registered up to 110 000 refugees so far. For further

The CRA hopes to complete registration today.

The CRA launched to issue
temporary cards
Giorgi Vashadze, chairman of the Civil Registry Agency of the Ministry of
Justice of Georgia has held special press conference today dedicated to the
registration of IDPs from conflict zones.
The refugees who had ID cards but lost them during crisis can apply to the
head office of the Agency in 67a Tsereteli Avenue and receive temporary
document. The residents of Gori, Kurta, Eredvi, Tigvi, Znauri and Tskhinvali
region have to apply for such cards. The temporary documents will be
annulled after these people return home and get IDs.
Mr Vashadze has addressed the people who lack children’s birth certificates,
they can apply to the CRA head office and receive excerpt of a document from
the central archive.
He noted that all compactly inhabiting IDPs would be registered on-site. It
is important all refugees to stay at their temporary locations. He asked
those people who are not registered yet to call the hotline 17 22 22. And
refugees who live with their relatives or friends must go to Tsereteli 67a,
head office of the CRA.
The CRA has registered 90 000 IDPs so far and will try to complete the work
by the end of the day.

The aid of IDPs continues
The Chamber of Notary of Georgia, the Notary Division of the Ministry of
Justice and the notaries of Georgia have arranged one more event to support
the IDPs from Samachablo.
The notaries and the representatives of the Chamber have visited about 80
IDPs inhabiting in Gldani, Tbilisi in the house of the Center of Children’s
Social Rehabilitation. The notaries congratulated Transfiguration of God to
IDPs and donated food, living essentials and other necessary products. There
are newborn children and teenagers in the Center. They got special food and
sweets from notaries.
The notaries of Georgia will continue support of IDPs in future as well.

75 escaped convicts detained
75 convicts were returned to #9 Khoni detention facility after they escaped
several days ago. 15 of them returned voluntarily. The body of another dead
convict has been found as well.
The Minister of Justice promised to ease the sentence to those who return
voluntarily to the detention facility. The Ministry continues fugitive
retrieval.

The CRA continues registration
of IDPs
The Civil Registry Agency of the Ministry of Justice has reported that
Batumi, Telavi, Marneuli, Bolnisi and Rustavi offices of the Agency will not
register any IDPs today. These offices will continue issuing of civil acts,
IDs and passports. All other territorial offices will continue registration
of IDPs.

press briefing today. He noted that all compactly inhabiting IDPs in
Mtskheta, Tbilisi and Rustavi would be registered on-site. It is important
all refugees to stay at their temporary locations. He asked those people who

The CRA to inform IDPs via SMS.
Mr Vashadze has announced that the Didube-Chugureti office of the Agency has
temporary moved to 34 Tsotne Dadiani Avenue.
There are up to 55 000 IDPs registered so far.
According to Mr Vashadze Russian citizens who lived in Tskhinvali or Gori
rural areas with residence permission are IDPs as well and must apply to the
Agency.

Estonian volunteers support
the CRA
The
volunteers from Estonia have started to support the work of the Civil
Registry Agency of the Ministry of Justice of Georgia this morning.
The Estonian volunteers are regulating queues.
Up to 500 volunteers have arrived from Estonia on August 14, 2008 to
maintain aid activities.
The IDPs who are not dwelling in compact locations must register in the CRA.
The Agency has developed special software to facilitate the procedure.

A convict died
David M. died in #2 Kutaisi detention facility of the Penitentiary
Department of the Ministry of Justice of Georgia.
According to preliminary information he committed suicide. Mr M. wounded
himself with disposable razor. The injuries caused the death.
Mr M. was arrested on July 26, 2007 for service indifference. He was
sentenced to 1.5 years of imprisonment.

An inmate became a victim of an accident
David K. died in #3 Batumi prison of the Penitentiary Department of the
Ministry of Justice of Georgia.
According to the investigation an accident occurred in electrical
installations. Mr K.’s body is to be examined in the morgue of Batumi
hospital.
David K. was accused of thievery and sentenced to 6.5 years of jail.

The IDP registration launched
countrywide
The Civil Registry Agency of the Ministry of Justice of Georgia to register
IDPs in all regions of Georgia except Shida Kartli and Samegrelo today only.
Giorgi Vashadze, chairman of the Civil Registry Agency has held special
press conference today.
According to Mr Vashadze, the registration process has started at 10.00 a.m.
in all territorial offices of the Agency. The CRA will manage to inform the
citizens about further developments.
All compactly living exiled people will be registered on-site; special
mobile groups to visit them. They must all stay at their temporary
addresses. And refugees who live with their relatives or friends must go to
Tsereteli 67a, head office of the CRA. Also people who lack ID cards must go
the CRA head office for identification procedure. The Agency has the photo
archive of all citizens and it will ease the verification.
Mr Vashadze talked about registration of children. They will be listed with
parents. The parents must submit the birth certificates or else bring
children. No exceptions to be allowed.
The hotline of the Agency 17 22 22 is ready to provide all interested
parties with information including disabled people.
The CRA has registered 25 000 IDPs so far and the figure is to rise to 50
000 by the end of the day.
The Agency registers exiled citizens and do not issue any aid or provide
accommodation.

The registration of refugees
is underway only in Tbilisi
The Civil Registry Agency of the Ministry of Justice of Georgia is currently
registering exiled citizens only in Tbilisi.
The Agency calls on refugees in different parts of Georgia not to apply to
territorial offices but to stay and wait while the special groups offer them
on-site service.
The CRA created 50 mobile groups to register the people. They have all
necessary equipment. The special software was developed to facilitate and
ease the procedure.

NAPR helped exiled employees
The entities in charge of the Ministry of Justice of Georgia provide
assistance to their employees of territorial offices in the conflict zone.
The National Agency of Public Registry has assisted exiled employees of Gori,
Eredvi and Kurta registration offices. The Agency arranged to rent living
areas for exiled staff and their families, provided them with necessary
furniture and living essentials. The head office of the NAPR collects food
and other essential products for suffered colleagues.
The NAPR has issued GEL 1000 payment to all exiled employees and will
continue their financial support. Moreover, the Agency will help to renovate
and rebuild burnt and destroyed houses of refugee staff.
The Agency will continue support of exiled colleagues.

Humanitarian aid for exiled
people
The
Chamber of Notary of Georgia and the notaries of Georgia have arranged joint
efforts to help the population exiled from the conflict region.
The notaries contributed medical supplies, food and living essentials to
refugees inhabiting in #123 public school of Saburtalo and bordering
kindergarten. Nika Gvaramia, Minister of Justice; Inga Kometiani, deputy
head of the Department of Civil Affairs and the board members of the Chamber
have participated in the event.
The Chamber and the notaries will continue support of victims. The Chamber
of Notary has accumulated up to GEL 20 000 for aid needs.

Georgia instituted proceedings
before the International Court of Justice against the Russian Federation
On 12 August 2008, Georgia instituted proceedings before the International
Court of Justice against the Russian Federation for ~ethnic cleansing on the
territory of Georgia since 1990 and supporting separatism”.
Georgia requests the International Court to take all measures to cease the
discrimination of Georgian nationals by Russia on the territory of Georgia,
to stop supporting of separatism and segregation, forcing the Georgian
inhabitants of Gali and other Georgians living in the conflict zone to get
Russian citizenship and ensure fulfillment of international obligations
throughout the whole territory of Georgia.
Georgia requests the Court to declare as inadmissible the recognition of
separatist regimes of Abkhazia and South Ossetia by Russia as well as other
sides, since it will amount to recognition of ethnic cleansing, as
international crime, which incurs international legal responsibility. Russia
is also obliged to make compensation of the damage caused by the ethnic
cleansing and separatism, including for deprivation and destruction of IDPs’
property
On 13 August 2008, Georgia additionally applied to the International Court
of Justice to take immediate measures to cease the ongoing ethnic cleansing
on the Georgian territory by Russia. In particular, Russia must immediately
stop discrimination and ethnic cleansing of Georgian nationals. Such
activities are carried out by Russian military units, mercenaries and the
separatist forces under the control of Russia. Russia must ensure that
killing, forcing Georgian civilians to leave homes as well as massive
pillage of Georgian villages are stopped.

European Court of Human Rights
grants request for interim measures
On 11 August 2008 the Georgian Government requested the Court to indicate to
the Government of the Russian Federation interim measures to the effect that
the Russian Government should “refrain from taking any measures which may
threaten the life or state of health of the civilian population”.
It is particularly noteworthy that it is the first precedent when the
European Court has involved in an interstate dispute in such a manner.
The Court applied interim measures on the basis of the application of the
Government of Georgia of 11 August, 2008. Georgia requested the Court to
declare facts of killing, inflicting injuries to innocent civilians and
destroying their property.
The European Court requested the Government of the Russian Federation to
inform the Court of the measures taken to ensure that the Convention is
fully complied with.
The interim measures are mandatory and applied in order to avoid irreparable
consequences.

An incident in #9 Khoni
detention facility
An incident occurred in #9 Khoni detention facility of the Penitentiary
Department of the Ministry of Justice. The inmates of prison attempted
escape. The prisoners took hostages and assaulted them. 150 detainees
escaped while 50 of them were returned. The prison keepers were able to
shoot, one convict was killed and 4 injured. The Ministry of Justice
announced that despite the martial law it will not allow any parties to
destabilize situation.
“I’d like to address the society, despite the trained situation and martial
law we will not allow anybody to violate the law and assault our people” –
said Minister of Justice during the press briefing.
Mr Gvaramia called on all escaped convicts to return and promised leniency.
According to the Minister all penitentiary facilities are under control of
special forces and there is no threat of escapes anymore.

Registration of exiled
population
The Civil Registry Agency of the Ministry of Justice of Georgia has launched
registration of exiled people from the Tskhinvali conflict region.
The CRA created 50 mobile groups to register the people. They have all
necessary equipment. The special software was developed to facilitate and
ease the procedure. The Central Electoral Commission and the Oil and Gas
Corporation of Georgia actively participate in the process.
The groups are distributed among settlements of exiled population and every
group will register up to 300 refugees per day.
The exiled people who applied for help their relative in the capital must
contact the CRA Didube-Chugureti office: 67a Tsereteli Avenue, Tbilisi,
Georgia.

The CRA employees donated
blood
The employees of the head office and territorial offices of the Civil
Registry Agency of the Ministry of Justice have donated blood for assistance
of injured people in the Tskhinvali region conflict.
The CRA joined the human action aimed at donation of blood for injured in
the conflict zone despite their nationality.
Thirty employees of the Civil Registry Agency have visited the Municipal
Hemotransfusion Station in 43 Uznadze Street, Tbilisi, Georgia.

Legal consulting continue in
rural areas
The representatives of the Batumi bureau of the Legal Aid Service of the
Ministry of Justice of Georgia had held away consulting for population of
Khulo rural area.
The lawyers from the LAS addressed urgent issues and answered questions of
residents. The LAS attorneys gave special information brochures to people as
well.
The LAS consulting are permanent; they already visited Senaki, Kobuleti,
Tianeti, Marneuli, Bolnisi, Kvareli, Chkhorotsku and Telavi rural areas. The
meetings are aimed at increasing people’s legal awareness and provide them
with information about the LAS activity.

A wanted citizen detained
Leri R. 43, was detained in Zugdidi office of the Civil Registry Agency of
the Ministry of Justice of Georgia. He attempted to get an ID card.
Mr R. applied to the Zugdidi office on August 1, 2008. He requested fast
track service. The verification procedure revealed that Mr R. has been
wanted since March 2008 for illegal arms keeping.
The representatives of the Samegrelo unit of the Ministry of Internal
Affairs of Georgia have arrested him in the CRA office.

The JSI representatives
visited the Civil Registry Agency
The
senior officials of the Civil Registry Agency of the Ministry of Justice of
Georgia have met Mariella Tefft, wife of the Extraordinary and
Plenipotentiary Ambassador of the United States in Georgia and
representatives of the international organization “Women’s Health in
Georgia” (JSI).
The organization works on women’s health programs and explores mortality of
women of reproduction age. Giorgi Vashadze, chairman of the CRA promised the
JSI representatives to provide with available information from the database
of the Agency.
The Agency officials have introduced the UN Development Fund reform project
of the Registry which implied digitalization of the civil acts. The guests
also visited the Didube-Chugureti territorial office and the Central Archive
of the Agency.

The NAPR representatives
attended conference in the US
The representatives of the National Agency of Public Registry of the
Ministry of Justice have attended the conference of surveyors and GIS
(Geographic Information Systems) engineers “ESRI 2008 – New Technologies and
New Possibilities” in San-Diego, United States.
The venue was organized by the Environmental Systems Research Institute (ESRI)
of America and the International Federation of Surveyors (FIG).
More than 400 surveyors and engineers discussed the possibilities of GIS
technology; addressed the software integration with surveying and
engineering tools to provide more complete business solutions and field
processes.
Shota Chachkhunashvili, head of the IT department of the NAPR introduced the
presentation about GIS implementation in the Agency. Grigol Sirbiladze and
Mikheil Tsiklauri from the NAPR have participated in the conference as well.

Tsakla has joined the NAPR
registration system
The
Tsakla territorial office of the National Agency of Public Registry of the
Ministry of Justice has joined the common network of the rights registration
and application filing software.
The software at www.napr.gov.ge
facilitates registration procedures and improves service quality.
The software makes available the NAPR information online for banks,
realtors, real estate agencies and notaries. All private companies, which
sign memorandum with the NAPR, could become authorized users of the program.
The contractor companies are eligible to perform the registration procedure
and receive required documents of their consumers. The program is already
implemented in Tbilisi, Mtskheta, Kutaisi, Batumi, Rustavi, Gardabani,
Khelvachauri, Gori, Telavi, Poti, Borjomi, Marneuli, Samtredia, Senaki,
Zestaponi, Kharagauli, Dushati, Bolnisi, Tetritskaro, Lanchkhuti and
Ozurgeti registration offices.
As a result of the software implementation the registration offices have the
e-turnover of documents. The program has facilitated the service
significantly. The network allows distance service as well. The citizens can
request documents from other cities.

co-operation with the International Criminal Court
The special page dedicated to the
co-operation between Georgia and the Rome Statute of the International
Criminal Court is posted at
www.justice.gov.ge.
The resource contains the information about the Court history and
jurisdiction prepared by the Department of Public International Law of the
Ministry of Justice of Georgia.
The Parliament of Georgia ratified the Rome Statute of the International
Criminal Court on July 16, 2003.
The treaty obliges the member states to co-operate with the Court to punish
individuals who commit genocide and other serious international crimes.
The Department of Public International Law of the Ministry of Justice is
major unit responsible for cooperation with the Court; the Department is
entitled to collaborate with the International Criminal Court, inform the
Court about request results, elaborate recommendations about extradition of
convict to the Court; and the Department coordinates relation of other
public agencies with the Court as well.

86 newborn children have name
Ilia
According to the data of the Civil Registry Agency of the Ministry of
Justice 86 newborn boys have been given name Ilia since January 2008.
The Orthodox Church of Georgia celebrates commemoration day of Prophet Elias
(IX century B.C.) and Ilia Martali (Chavchavadze 1907) on August 2. The CRA
research is dedicated to the date. The Information and Analytical division
of the Agency included men 14 and elder in the research. There are up to 11
000 men with name Ilia in Georgia.
The study became available since the single e-database of citizens was
designed in the CRA.

Probation manual published
The Training Center of Penitentiary and Probation Service of the Ministry of
Justice of Georgia has published almanac of Georgian normative acts
concerning probation.
The edition was published with financial support of the Swedish
International Development Agency and assistance of the UN Development Fund.
Guguli Tavadze, head of the Division of Registration and Codification of
Normative Acts of the Ministry of Justice is the editor of the book. The
manual to be very helpful for the employees of the probation system.

Exhibition dedicated to the
Angel’s Day of Patriarch
The
exhibition dedicated to the Angel’s Day of Patriarch Ilia II was held in
Youth Center of Spiritual and Intellectual Development of the Patriarchate
of Georgia.
Catholicos-Patriarch of All Georgia Ilia II; Catholicos-Patriarch of
Alexandria and All Africa Teodore II; Minister of Justice of Georgia Nika
Gvaramia and other guests have attended the event.
The documents concerning Saint Ilia Martali (Ilia Right) from the National
Archives of the Ministry of Justice were on the display along with art works
of Georgian Craft Unit of the Patriarchate, Mose Toidze Professional Art
Center, Elene Akhvlediani Children’s Gallery, artists Emil Burjanadze, Iago
Dekanozishvili and others.
The event was blessed by the Catholicos-Patriarch of All Georgia Ilia II.

The ECHR held “Gharibashvili
v. Georgia” case
The European Court of Human Rights held the judgment concerning the case
Gharibashvili v. Georgia on July 29, 2008.
The application invoked ill-treatment during the custody and inappropriate
response of investigation. The applicant complained allegedly the right to a
fair trial.
The Court could not establish that he had been ill-treated during the
custody. Mr Gharibashvili failed to submit evidence of ill-treatment. The
Court also emphasized that the investigation had not been effective either:
notably, the witnesses identified by the applicant had not been questioned.
And the Court considered the fact that the termination of that investigation
had been upheld by the Georgian courts without holding any oral hearings.
The ECHR the found the claim right to a fair trial inadmissible. This
judgment will become final in the circumstances set out in Article 43 of the
Convention. It may be subject to revision within the three months in the
Grand Chamber of the Court.

The internship completed in
the CRA
The interviews with interns of territorial offices of the Civil Registry
Agency of the Ministry of Justice will be held on July 30-31, 2008.
Successful candidates will get special certificates of participation in the
internship from the Agency officials.
47 selected applicants passed six-months internship in the offices of the
CRA from January by July 2008. Ten interns became employees of the Agency
before completing the course.

Seminar concerning legal drafting

The two-day seminar for the
employees of the Ministry of Justice dedicated to the legal drafting has
opened today in the Training Center of Justice.
The seminar to address preparation and drafting, adoption and publication of
laws and practice of legal technique.
The seminar is conducted by professors David Kereselidze and Heinrich
Grosse-Zender. The session is organized by the Training Center of Justice
with support of the German Technical Assistance (GTZ).

A detainee died
Gela K. died in the medical facility of the Penitentiary Department of the
Ministry of Justice of Georgia.
He suffered from abstinence syndrome, hepatitis C, hemorrhagic stroke and
multiple organ failure; he was in state of coma. The death was caused by
multiple organ failure developed after hemorrhagic stroke.
Gela K. was arrested on July 15, 2008 for drug related offence.

popular
The
territorial offices of the Civil Registry Agency of the Ministry of Justice
have registered 26 881 newborn children in the first half of 2008. Regarding
the data of the analytical unit of the Agency Giorgi and Mariam are most
popular names during this period.
Along with Giorgi, Nikoloz, Luka, Saba, David, Alexander, Irakli, Tornike,
Andria and Lasha are popular men’s names during the reporting period. While
leading women’s names are Mariam, Ana, Nino, Lizi, Tamara, Elene, Salome,
Ketevan, Lika and Anastasia.
The research became available since the Civil Acts Registration software was
installed and the e-database designed in the CRA.

The NAPR software launched in
Lanchkhuti
The
Lanchkhuti territorial office of the National Agency of Public Registry of
the Ministry of Justice has joined the common network of the rights
registration and application filing software.
The software at www.napr.gov.ge facilitates registration procedures and
improves service quality.
The software makes available the NAPR information online for banks,
realtors, real estate agencies and notaries. All private companies, which
sign memorandum with the NAPR, could become authorized users of the program.
The contractor companies are eligible to perform the registration procedure
and receive required documents of their consumers. The program is already
implemented in Tbilisi, Mtskheta, Kutaisi, Batumi, Rustavi, Gardabani,
Khelvachauri, Gori, Telavi, Poti, Borjomi, Marneuli, Samtredia, Senaki,
Zestaponi, Kharagauli, Dushati, Bolnisi, Tetritskaro and Ozurgeti
registration offices.
As a result of the software implementation the registration offices have the
e-turnover of documents. The program has facilitated the service
significantly. The network allows distance service as well. The citizens can
request documents from other cities.

Interviews with notary
applicants have started
The Ministry of Justice of Georgia has launched interviews with notary
applicants today.
The Ministry of Justice of Georgia to hold contest for notary occupations in
Rustavi, Marneuli, Bolnisi, Kazbegi, Kurta folk, Aspindza, Tsageri, Vani,
Tianeti, Mestia, Sagarejo, Zugdidi, Tsalenjikha, Senaki, Poti, Ozurgeti,
Khulo, Batumi, Tkvarcheli, Sokhumi, Ochamchire and Gulripshi.
Overall 42 candidates have submitted applications for the openings from June
24 to July 18, 2008.
The interviews to continue until July 31, 2008.

Gela K. died in the medical
facility of the Penitentiary Department of the Ministry of Justice of
Georgia.
He suffered from tuberculosis, chronic hepatitis C and C3 category of
HIV/AIDS. The death was caused by cardiopulmonary failure developed after
tuberculous and HIV/AIDS intoxication.
Gela K. was arrested on November 7, 2006 for illegal intrusion, assault and
thievery. He was sentenced to 5 years and 2 months of jail.

thievery. He was sentenced to 2 years of imprisonment.

detention facility of the Penitentiary Department of the Ministry of Justice
of Georgia.
The death was caused by hemorrhagic stroke.
Mr T. was accused of drug related offence and sentenced to 7 years of jail.

Up to 1000 drug tests held
The chemical and toxicological laboratory of the Levan Samkharauli National
Bureau of Forensic Science of the Ministry of Justice held up to 1000 drug
tests in the first half of 2008. About 80% of tests were ordered by public
agencies.
About 700 blood examinations were held to identify alcoholic inebriation;
115 drug tests, 110 tests explored ethyl alcohol in urine and 75 tests drug
in hair.
The lab implemented hair analysis in spring 2007. The lab had used urine and
blood tests to determine drug addiction so far, but the methods showed only
short time of history. The new method allows observation of drug use from 2
up to 4 months. The test can show the dose and type of drug used.

179 138 applications are
registered in the NAPR since January 2008
Overall 179 138 applications had been registered by the Rights Registration
and Application filing software of the Public Registry Agency of the
Ministry of Justice of Georgia in the first half of 2008, including 58 481
primary registrations, 36 099 mortgages and 31 691 purchase contracts.
The majority of registration proceedings were fulfilled in Tbilisi – 66 136,
Kvemo Kartli - 21 699 and Ajara - 19 985.
The registration figures have been rising stably since January and reached
35 118 in May.
The experts argue that the rising dynamic of the registration is determined
by economic stability, successful privatization and correct direction of the
registration reform which contributes to real property market development.

The CRA employees have started
successive stage of re-training
The five-day seminar for the employees of the Civil Registry Agency of the
Ministry of Justice organized by the European Union supported project
“Support to the Reform of the Ministry of Justice” has started today. The
issues concerning verification of jural fact are at the top of workshop
agenda.
The seminar is dedicated to the jural fact verification held for the
employees of the Civil Registry. Twenty seven employees of territorial
offices of the CRA in Tbilisi and East and West Georgia to attend the
workshop. Up to 100 staff members of the CRA have participated in the
seminars.
The administrative procedures, oral hearings, invitation of parties,
decision making and appealing rules were discussed with representatives of
the CRA.
Due to the legislative amendments the Civil Registry will be eligible to
determine jural facts instead of the Court in case of birth, death, birth
registration, death registration. These facts were verified by the court so
far and the people were able to pay state levies for long term procedure
(2-6 months).
After the CRA territorial offices launch verification of jural facts the
procedure is free of charge and the terms are reduced to 1-2 months.
For instance, the determination of jural facts such as birth, death, and/or
birth registration, death registration is required for people who lack the
prove of abovementioned documents in case when it is missing or unavailable
in records of the archives and etc.

The page contains in-depth information about the Convention, also contact
details and the application forms prepared by the Public International Law
Department of the Ministry of Justice of Georgia.
Georgia joined the Hague Convention of 25 October 1980 on the Civil Aspects
of International Child Abduction in 1995 and the Convention entered into
force with respect to Georgia on 1 October, 1997.
Since joining the document Georgia has took responsibility to co-operate
with the Contracting States in case of following issues: protect children
internationally from the harmful effects of their wrongful removal or
retention and to establish procedures to ensure their prompt return, to
ensure that rights of custody and of access under the law of one Contracting
State are effectively respected in the other Contracting States.
The Public International Law Department of the Ministry of Justice of
Georgia is responsible for implementation and coordination of the treaty.
The Department will supply judges with appropriate literature, prepare
amendments for implementation of the Convention in local legislation and
maintain involvement of NGOs in the process.

Judgment of Erekle II about
criminal case
One
more document from the National Archives of the Ministry of Justice of
Georgia is published at www.justice.gov.ge.
The case concerned disputed land. During the disagreement slaves of noblemen
Alaverdeli, Cholokashvili and Eniseltmouravi had killed son of prince Parten
Mdivani and count Machavariani.
King Erekle II held hearing on October 20, 1794. The King considered that
son of Parten Mdivani was third prince and his blood regarding the Article
28 of Law of King Vakhtang VI cost 384 tumani (monetary unit).
Machavariani’s blood had to be held under other law.
The slaves were rendered to pay 384 tumani and their names are not indicated
in the judgment.
The bailiff Alexander was ordered to enforce the case.

213 265 IDs and 133 164
passports issued in six months
The territorial offices of the Civil Registry Agency of the Ministry of
Justice of Georgia have issued 213 265 IDs and 133 164 passports during six
months of 2008.
The territorial offices of Tbilisi and Imereti have issued majority of
documents 56 085 and 32 011 accordingly.
The figure of passports had been rising stably and reached its highest index
in June 2008 and was 28 915.

Retraining of LAS attorneys
The
lawyers of the Legal Aid Service of the Ministry of Justice of Georgia to
attend re-training session in Tabakhmela International Conference Hall on
July 22-28, 2008. The parties will discuss new draft law of the criminal
code of practice and attorney skills. The experts Zaza Meishvili, Omar
Jorbenadze and Dr. Countess Margaret Von Galena will conduct the session.
The training course is organized by the Training Center of Justice and
sponsored by the German international legal aid fund (IRZ).
The TCJ and the LAS actively collaborate. They arrange joint training
sessions frequently. The lawyers have already attended seminars concerning
pension law, real estate registration, management and team work and
co-operation with rural media earlier this year.

Seminar held for public
attorneys
The seminar was held in Yalta, Ukraine for public attorneys from Ukraine,
Georgia and Moldova about efficient defence issues. The attorneys from
Tbilisi and Mtskheta bureaus of the Legal Aid Service participated in the
venue. The Open Society Georgia foundation organized the session.
The parties addressed organization and planning of defence,
cross-examination, forensic examination and active defence during the
meeting. Robin Steinberg and Edward Raker, the US lawyers conducted the
seminar along with local experts.

The birth registration shape up launched in Kvemo Kartli
The NGO “Organization for Fair Development and Consulting Group” has started
arrangement of organizational issues with the local authorities in Kvemo
Kartli within the joint project of the Civil Registry Agency of the Ministry
of Justice of Georgia, the representative of the UN High Commissioner for
Refugees and the UN Children’s Fund (UNICEF).
The project “Improvement of Birth Registration in Kvemo Kartli” was launched
on July 1, 2008. The project aims to help unregistered juveniles and
prevention of registration problems. The lawyers from the Organization for
Fair Development and Consulting Group will work in the region during the
upcoming 9 months and support local population to gather all necessary
documents for identification documents. The definition of jural facts, birth
registration and IDs will be free of charge.
The organization will hold meetings with local authorities in the Kvemo
Kartli area including, CRA representatives and educational resource centers
during this week.

The CRA visited Ushguli
The
representatives of the Civil Registry Agency of the Ministry of Justice of
Georgia have visited Ushguli and provided local residents with on-site
service. Giorgi Vashadze, chairman of the CRA along with Agency officials
have spent four days in Ushguli.
The residents of mountainous areas of Svaneti have problems of
transportation and experience troubles with identification documents.
Therefore, the Agency arranged special program. The employees of the CRA
head office along with staff of the Mestia office have supported the
residents of Ushguli to get the identification documents including birth
certificates, IDs, marriage certificates and other civil documents. The
Agency issued 6 IDs, 4 birth certificates, 3 marriage certificates and etc
during the trip.
The weddings were held near the tower of the Blessed Virgin Mary Church in
Ushguli.
The CRA staff have shot the photos of up to 50 residents under 16 to grant
them identification numbers. The Agency representatives also got 3
applications for marriage and one for birth registration.
Mr Vashadze along with the staff has visited every family in Ushguli in
order to get acquainted with the registration problems of local population.
The Civil Registry Agency plans to open the up-to-date office in the Mestia
rural area by next year.

Galuashvili v. Georgia
The European Court of Human Rights held the decision Galuashvili v. Georgia
on July 17, 2008 and found the case inadmissible.
Mr Galuashvili complained that he was arrested without reasonable suspicion,
that he was not immediately informed of the reasons for his arrest and that
the domestic courts’ decisions ordering his pre-trial detention lacked
adequate reasoning.
The Court concluded that there had been no violation of the Convention and
declared the remainder of the application inadmissible.
The applicant complained that the judicial decisions concerning his
pre-trial detention lacked reasonable grounds. The Court found that arms
bearing could be the reason of detention.
The Court noted that the applicant was tried speedily – within five months.
Consequently, the authorities dealt with the case with special diligence,
this factor being of further importance in assessing the compatibility of
pre-trial detention.
The Court thus concludes that there has been no violation of the Convention.
This judgment will become final in the circumstances set out in Article 43
of the Convention. It may be subject to revision within the three months in
the Grand Chamber of the Court.

Gigolashvili v. Georgia
decision rendered
The European Court of Human Rights held the decision concerning Gigolashvili
v. Georgia. The Court rendered the violation of Article 5 of the Convention
- right to liberty and security.
Applicant claimed that the Constitutional Court announced unconstitutional
pre-trial detention of a person accused of drug keeping, illegal arms
keeping, banditry and homicide but the unconstitutional norm remained in
force.
The ECHR declared the complaint concerning the lawfulness of applicant's
pre-trial detention without a valid court order, admissible. But the Court
did not hold any reimbursement for Mr Gigolashvili.

500 auto technical tests held
in the NBFS
The auto-technical examination lab of the Levan Samkharauli National Bureau
of Forensic Science of the Ministry of Justice of Georgia have performed up
to 500 tests of traffic accidents during six months of 2008. The tests were
ordered by the patrol police or other investigation institutions and also
private customers.
Three examinations were held using modern software “PC-Crash”. The software
was implemented in the Bureau last year and has capability to restore
precise model of car crash. The picture is useful for investigation and does
not need any additional procedures. The technical data of a car, motorway
data and other details are enough to get 3-dimensional exact model of a
crash.
The 3-dimensional picture could be shown at the court hearing as well.

The public attorney helped
juveniles
Valeri Kvantaliani, attorney from the Kutaisi bureau of the Legal Aid
Service of the Ministry of Justice of Georgia helped to release juveniles
accused of thievery.
Beka K. Zurab K. and Givi C. were under threat of litigation from 4 to 7
years. Mr Kvantaliani revealed that the investigation lacked evidence of
their guilt. The attorney solicited to release the young men.
The juveniles were released from pre-trial detention after application of Mr
Kvantaliani.

Citizens use the NAPR legal aid actively
More than 12 000 users have called the telephone service of the National
Agency of Public Registry of the Ministry of Justice since January 2008.
The legal consulting center was launched in March 2007. All interested
parties could get information concerning registration proceedings calling 48
12 48 and/or 48 12 49.
The legal consulting is provided by qualified lawyers about issues
concerning real property registration rules and procedures.

The CRA to consult Mestia
residents
Residents of Mestia to receive identification documents with facilitated
service.
Giorgi Vashadze, chairman of the Civil Registry Agency of the Ministry of
Justice and senior officials of the Agency will hold meetings in various
villages of the area on July 17-20, 2008.
The CRA officials to provide assistance to the residents of Svaneti region
concerning identification procedures during 4-day trip.
The CRA representatives will take free photos of all interested parties for
identification documents and the jural facts to be defined during the
arrangement as well. The residents could get birth certificates and/or IDs
free of charge.
The Agency representatives will pick an appropriate building in Mestia for
the local office which to be renovated and refurbished in 2009.

Legal consulting continue in
rural areas
The Legal Aid Service of the Ministry of Justice of Georgia to hold away
consulting for population of Telavi and Chkhorotsku rural areas on July
16-18, 2008. The meeting is aiming to increase people’s legal awareness and
provide them with information about the LAS activity.
The lawyers from the LAS to address urgent issues including land
legalization, inheritance and social protection and answer questions of
residents. The LAS attorneys will give special information brochures to
people as well.
The LAS consultings are permanent; they already visited Senaki, Kobuleti,
Tianeti, Marneuli, Bolnisi and Kvareli rural areas.

1332 normative acts registered
since January
The Department of Systematization of Normative Acts and Relations with Local
Bodies of the Ministry of Justice has registered 1332 statutory acts
submitted during the first half of 2008.
The Department did not reject any act during this period. The majority of
acts were submitted from Imereti and Samegrelo and Zemo Svaneti rural areas.
Regarding the law about Normative Acts of Georgia the registration of an act
is rejected if it lacks necessary qualifications (signature of entitled
person, date of reception, type of normative act, title and etc.). Up to 63
acts were dismissed during six months last year from 3 158 submitted.
The Department has issued positive opinions on 611 acts while 721 acts were
returned to local authorities with remarks. The majority of violations – 141
were from Imereti authorities.
The Ministry is not authorized to reject the act due to content errors even
in case of incompatibility with higher normative act. The MOJ sends special
remarks to the authorities about mistakes and errors.

Manual about NAPR procedures
The Legal Office of the National Agency of Public Registry of the Ministry
of Justice of Georgia published a new edition of the manual about
registration rules, procedures and availability which is posted at
www.napr.gov.ge.
The legislative amendments were adopted since the first edition of the book
was published. The amendments were adopted in the law about registration of
real property, law about fees and charges for the NAPR service and changes
were made in majority of other bills in order to correct inaccuracies. The
manual will help all interested parties who have questions related to the
rights registration procedures.

Special course for bailiffs
The Public International Law Department of the Ministry of Justice of
Georgia and the Training Center for Penitentiary and Probation Service have
organized special seminar for bailiffs featuring Civil Aspects of
International Child Abduction.
The course addressed the importance of the Hague Convention of 25 October
1980 on the Civil Aspects of International Child Abduction; Georgia joined
the document in 1995 and the Convention entered into force with respect to
Georgia on 1 October, 1997.
The Training Course was delivered by Ms. Nino Kilasonia, representative of
the Public International Law Department. The bailiffs were given special
recommendations dealing with cases of Child Abduction and the application of
the Hague Convention. They were also informed about practices of legislation
and court cases in other contracting parties of the Hague Convention. The
important role of the Child Abduction convention in the protection of the
Children’s rights was also emphasized.
The Public International Law Department intends to hold similar workshops
not for bailiffs but especially for judges acting in the field of Family
Law.

Manual for social workers of
the penitentiary system
The
manual has been published for the social workers of the Penitentiary
Department of the Ministry of Justice of Georgia under the aegis of the
Training Center for Penitentiary and Probation Service.
The Swedish International Development Agency and the UN Development Found
have sponsored the edition.
Maia Khasia is the author of the publication. The book covers all
legislative aspects which are necessary for daily activity of social workers
and includes international experience as well.

A convict died
Emzar K. died in the Z. Tskhakaia
National Medical Center of West Georgia in Kutaisi.
He was hospitalized due to deterioration of health conditions from #9 Khoni
detention facility on July 7, 2008. He suffered from brain tumor. Despite
the medical treatment in the hospital the doctors failed to save him.
Emzar K. was arrested on December 6, 2004 for banditry and sentenced to 4,5
years of imprisonment.

Training session for bailiffs
The
Training Center of Justice of the Ministry of Justice hosts training for
acting and future bailiffs. The ten-day course to be held every weekend
until August 9, 2008.
The seminars became compulsory for bailiffs since the new law entered into
force.
The session implies introduction of enforcement procedures and related
legislation to law enforcement officers.
The participants will pass an exam by the end of the course and receive
special certificates.
The similar seminar is planned to take place in autumn 2008 as well.

The ECHR held judgment
concerning Labour Party v. Georgia
The European Court of Human
Rights held hearings concerning the claim of the Labour Party of Georgia
about the parliamentary and presidential elections in 2004.
The Court rejected the Party’s complaints concerning the presidential
elections. According to the Court a single candidate and not a party
participates in the presidential run-off. Therefore the Georgian Labour
Party fielded no candidate in the presidential election and no breach of the
latter’s right to stand for election could be established.
The Court marked that the Labour Party used the application to attract the
society which contradicts functions of the Strasbourg institutions.
The ECHR rejected claims of the Labour Party about violation of the freedom
of expression. The Party could appeal to the court to defend the rights of
voters.
The Court considered that the voter registration procedure did not breach
the applicant’s rights. The Georgian State was not alone in opting for such
a system of voter registration: several Western European democracies also
relied to a considerable extent on voters’ individual declarations when
compiling the national electoral rolls.
The EC did not found any contravention in the rules of composition of the
electoral commissions and in the absence of any proof of particular acts of
abuse of power or electoral fraud committed within the electoral commissions
to the applicant party’s detriment, no breach of the latter’s right to stand
for election could be established.
The Court considered that the Khulo and Kobuleti voters’ inability to
participate in the repeat parliamentary election held under the proportional
system had to be questioned under the principle of universal suffrage. The
Court also took into consideration that Georgia did not request to postpone
obligations according to the Article 15 of the Convention (derogation in
time of emergency).
The Court accordingly concluded that the CEC did not attempt to hold new
elections and announced final results.
The Court also addressed the claim of the Labour Party about political
discrimination but found the complaint groundless.
The Labour Party requested EUR 2 billion for no-pecuniary damages which
Court found unreasonable. The applicant party claimed EUR 212,306.30 in
pecuniary damages, but the Court rejected it as well. The applicant party
claimed EUR 1,832 in reimbursement of the court fees paid for the domestic
proceedings but the ECHR only awarded EUR 43.
The Court also rejected to reimbursable expenses of Georgian attorneys Lia
Mukhashavria, Ketevan Utiashvili and Marine Tsutskiridze but awarded only
German attorney Ms J. Rinceanu party of the sum EUR 10,000. Ms J. Rinceanu
requested EUR 21,420.
The judgment to enter into force under Article 43 of the Convention, within
three months from the date of a Chamber judgment, any party to the case may,
in exceptional cases, request that the case be referred to the Grand Chamber
of the Court.

5 680 financial statements
requested since January 2008
The Information Bureau of Public
Officials’ Property and Financial Statements of the Ministry of Justice
received applications of 500 citizens since January 2008. The applicants
demanded financial statements of 5 680 public officials.
The interest increased in March and April when statements of 2 418 and 2 404
declarants accordingly were requested. The public interest has increased in
comparison with same figures of last year when during six months period 563
applicants requested 979 statements.

GEL 5 750 724 transferred to
the budget
The bailiffs of the Enforcement Department of the Ministry of Justice of
Georgia have enforced 19 202 cases during six months in 2008. The state
budget income was GEL 5 750 724.
According to the statistics unit of the Department 10 457 cases were
enforced in first quarter and 8 745 in second one.

Recital in the National
Archives
The
recital dedicated to the 83rd anniversary of artist Zurab Lezhava was held
in the show room of the National Archives of the Ministry of Justice of
Georgia.
The venue was initiated by the National Archives, JSC “Kartuli Pilmi”
(Georgian Film) and “Chokhosan Raindta Dasi of Georgia” (Club of Knights).
Mr Lezhava had been the chairman of the Association of Artists of Georgia
and played a part in several movies. He was shot in following films: “Arsena”,
“Giorgi Saakadze”, “Keto and Kote”, “Mtsvervalta Dampkrobni” (Height
Conquerors), “Malakhovis Korgani” (Malakhov’s Grave), “Tsigni Pitsisa” (Book
of Swear).
The trailers from the movies were demonstrated during the event. As Teona
Iashvili, the NA director noted the trailers were from the records of the
Archives – “I hope the guests were pleased, the Archives will hold similar
arrangements in future as well” – she said.
The artworks of Mr Lezhava including sketches for the “Samanishvilis
Dedinacvali” (Samanishvili’s Stepmother) were on the display in the show
room.

The eldest Georgian is 128
years old
Antisa Khvichava is the eldest citizen of Georgia was 128-years-old on July
8, 2008. The head of the Zugdidi office of the Civil Registry Agency of the
Ministry of Justice of Georgia had personally congratulated her.
Antisa Khvichava was born in July 8, 1880 she lives in village Salkhino,
Tsalenjukha community. Lasha Tkebuchava, head of the Zugdidi office of the
Civil Registry Agency congratulated her. He issued a passport to Ms
Khvichava and presented a bunch of flowers.

Archive are available online
The National Agency of Public Registry of the Ministry of Justice of Georgia
has offered new service to consumers. The information from the Inventory
Archive has become available online.
The information about applications submitted to the Inventory Archive are
available at www.napr.gov.ge including content of the application, stage of
examination, decisions and documents issued after consideration of an
application.
The e-document is valid without signature or seal of the NAPR official for
all public or private agencies.

Case concerning inheritance of
an illegitimate child
The
Ministry of Justice of Georgia continues to publish ancient documents from
the National Archives. Current record is dated back to the 1798 and is about
disputed land.
According to the case Anna, widow of Tevdore Darchiashvili and her son Gogia
had disputed land with priest Stepane Bilanishvili. She claimed that her
deceased husband was brother of priest and therefore the widow and her son
were co-owners of the land of the Bilanishvili.
The court held hearing on May 22, 1798. After examination the court found
that Tevdore Darchiashvili was illegitimate child - “child of sin”.
Therefore the court had invoked law of Vakhtang VI and considered that Anna
and her son were not heirs of land because Tevdore Darchiashvili was
illegitimate son of his father. Regarding the Article 110 of the law in case
if Tevdore’s son had become serf of Stepane, the priest was able to give him
a land or if the father of Tevdore and Stepane willed any property to
illegitimate son the widow and her child could had the right on property.
The bailiffs Gogia Potskhverashvili and Ioseb Bostaganashvili enforced the
court decision.

The SIDA project launched in
the NAPR
The Swedish International Development Agency has launched “Organization
Development and Customer Service Facilitation” project in the National
Agency of Public Registry of the Ministry of Justice of Georgia.
The essential purpose of the project is development of informational
technologies in the NAPR also procedural, physical and functional
organization. The undertaking to increase public awareness; to improve trust
quality and to protect property rights and support rational use of land.
The project to continue until December 2012 and to include following
arrangements: co-operation with notary bureaus; organization of study tours
to countries with similar experience, seminars and trainings for employees,
purchase of hardware and software, recommendations for new draft laws and
etc.
According to Eka Meskhidze, the project manager, the program is aimed at
sharing experience of EU countries in the sphere of property registration.

Legal consulting for Abasha
residents
The
staff of the Poti bureau of the Legal Aid Service of the Ministry of Justice
of Georgia has held away consulting for population of Abasha rural area. The
representatives of local authorities attended the meeting as well.
The LAS consultings are permanent; they already visited Senaki, Kobuleti,
Tianeti and Kvareli rural areas.
The meeting was aimed to increase people’s legal awareness and provide them
with information about the LAS activity.

The employees of the PD to
attend training course
The special re-training course has been launched in the Training Center of
Penitentiary and Probation Service of the Ministry of Justice. The session
to consist of three phases.
The first stage for 120 regime employees of the Penitentiary Department of
the Ministry of Justice to continue until August 16, 2008. The course to
finish by end of 2008. After the completion of the course all attendants
will pass special tests and get certificates if succeed.
The training is supported by the Organization of the Security and
Cooperation in Europe Mission to Georgia.

A prisoner died
Elvard N. died in the medical
facility of the Penitentiary Department of the Ministry of Justice of
Georgia.
He suffered from atherosclerosis, thrombo embolism and gangrene of lower
extremities.
The death was caused by endotoxic shock.
Elvard N. was arrested on November 3, 2005 for calculated homicide. He was
sentenced to 11 years of imprisonment.

The Legal Aid Service is 1 year old
The
special event was dedicated to celebrate the one-year birthday of the Legal
Aid Service of the Ministry of Justice of Georgia. The outcomes of the
activities, current and up-coming developments were discussed during the
arrangement.
Nika Gvaramia, Minister of Justice has opened the event. Maia Kopaleishvili,
Deputy Minister; Rusudan Tabatadze, chief of the LAS; representatives of the
OSCE, Open Society – Georgia foundation; USAID; NORLAG and other
organizations, also public attorneys attended the event.
“The LAS was found one year ago and achieved serious progress. The attorneys
of the Service defend socially vulnerable people. The LAS attorneys helped
thousands of people and won two cases (accused persons were discharged) in
the court, which is good result for the Service. The LAS has ten territorial
bureaus and two consulting centers in the rural areas. We intend to open
more territorial offices in order to improve service and make it more
available for population. The achievements of the LAS demonstrate the
opportunity of implementation of successful reform in short-term period” –
Mr Gvaramia said during his address.
According to Ms Tabatadze, the LAS was implemented in 2007 within the
Ministry of Justice. The Service is aimed at defending inalienable human
rights recognized in Georgia and guaranteed by the Constitution and
providong legal aid. The LAS has ten territorial bureaus and two consulting
centers in the rural areas. Currently, there are LAS offices in Tbilisi,
Mtskheta-Mtianeti, Kakheti, Kvemo-Kartli, Shida-Kartli, Imereti, Guria,
Racha-Lechkhumi, Samegrelo and Ajara. The majority of local offices have
been launched in October 2007 but the attorneys received 6257 cases,
consulted 2080 socially indigent citizens and won two cases in the court.
The legal aid is free of charge including preparation of documents for civil
or administrative issues. The attorneys defend accused citizens at any stage
of the case. The LAS to cover civil and administrative cases from 2009.

The NAPR internet software
launched in Terjola and Vani
The Vani and Terjola offices of the National Agency of Public Registry of
the Ministry of Justice have joined the single network of the rights
registration and application filing software. The personnel have attended
special training before the implementation.
The software at www.napr.gov.ge facilitates registration procedures and
improves service quality in 19 cities and communities of Georgia. The
program is already implemented in Tbilisi, Mtskheta, Kutaisi, Batumi,
Rustavi, Gardabani, Khelvachauri, Gori, Telavi, Poti, Borjomi, Marneuli,
Samtredia, Senaki, Zestaponi, Kharagauli and Ozurgeti registration offices.
The software makes available the NAPR information online for banks,
realtors, real estate agencies and notaries. All private companies, which
sign memorandum with the NAPR, could become authorized users of the program.
The contractor companies are eligible to perform the registration procedure
and receive required documents of their consumers. As a result of the
software implementation the registration offices have e-turnover of
documents. The program has facilitated the service significantly. The
network allows distance service as well. The citizens can request documents
from other cities.

Namesakes of Kings Archil and
Luarsab
There are 8 896 men with name Archil and 139 Luarsab 14-years-old and elder
in Georgia according to the data of the Civil Registry Agency of the
Ministry of Justice.
The Orthodox Church of Georgia celebrates commemoration day of Saint Martyrs
- Kings Archil (8th century) and Luarsab (17th century). The CRA dedicated
special research to the date based on ID cards.
The findings showed that majority of men with name Archil live in Tbilisi,
Ajara and Kakheti; while Luarsab is most popular name in Tbilisi, Shida
Kartli and Imereti.
The research became available since the single e-database of identification
documents was created.
All 14-years-old citizens of Georgia are obliged to receive ID cards. The
document is free of charge on the 10th day from submission of an
application.

A convict participated in the Common National Examination
Valeri B. a juvenile convict has participated in the Common National
Examination. He was transferred to the examination center by guard. He
passed exam in Georgian literature. Mr B. will attend up-coming two exams as
well. In case if he succeeds in examination he will have an opportunity to
study in the higher educational institution with special syllabus.

Patriarch visited convicts
His Holiness and Beatitude Ilia II, Catholicos-Patriarch of All Georgia
visited inmates of the detention facilities of the Penitentiary Department
of the Ministry of Justice on July 4, 2008.
His Holiness blessed convicts in #7 prison, #5 women and juvenile facility
and educational facility of juveniles. The Patriarch presented icons, prayer
books, religious literature and pictures to the inmates. He regretted for
juveniles who are under custody in the detention facilities. “I’m very sorry
for young people who are in prisons. Their dwelling here is a big sin. They
could not improve in the prison, but they risk gaining habits which they had
not had before. I do hope our president to take into consideration this
issue and will pardon majority of these young men”- His Holiness said.
Ilia II met starving women and asked them to cease the hunger-strike.
The Catholicos-Patriarch is frequent guest of the penitentiary facilities.
He made a tradition to visit and bless convicts after Easter holidays.

The inmates had an opportunity
to pray relics
The relics were brought to the medical facility of the Penitentiary
Department of the Ministry of Justice of Georgia. All interested parties
were allowed to pray when the relics of Saint Cross were brought to the
hospital. The relics were transferred to all cells were disabled patients
undergo treatment.
Holy Father Stavrosi brought relics from Greece. He was invited by the His
Holiness and Beatitude Ilia II, Catholicos-Patriarch of All Georgia. Many
miracles are related to the relics including treatment of several heavy
diseased people.
