Convicts to undergo medical examination in Batumi

Joint conference of the Ministry of Justice and the Ministry of Labor, Social Security and Healthcare of Georgia to launch medical examination in #3 Batumi prison, in order of early detection of tuberculosis, an event to take place during August 1-12.
After the completion of examination presentation of isolation wards planned. The medical facility was built and repaired by joint efforts of the Ministry of Justice and International Red Cross Committee.
According to Penitentiary System Reform, Monitoring and Medical Supervision Department information, medical examination to be held for all 610 detainees.
To identify symptoms of tuberculosis convicts will fill special questionnaires. All suspicious cases to be checked under bacterioscopy. The DOTS strategy of World Health Organization will be adopted for treatment.
The International Red Cross Committee has been assisting penitentiary system to fight tuberculosis since 1998. Within the assistance framework several rehabilitation works are conducted in various facilities including: Ksani medical facility for consumptives; women’s prison; #1 Rustavi facility; #5 Tbilisi Prison.
The statistical data of medical examinations of tuberculosis: in 2004 from 7612 convicts examined 320 were infected; in 2005 from 12 454 examined 357 infected and during first half of 2006 7099 detainees examined – 279 were infected. The DOTS strategy adopted for all consumptives.

First Palace of Justice to be launched in Kodori Gorge

The decision to create Palace of Justice in Kodori was made at special briefing in the Ministry of Justice of Georgia. Heads of several entities attended the meeting, including National Civil Register Agency, National Agency of Public Register, National Forensic Bureau, Enforcement of Non-custodial Punishments and Probation Department and Enforcement Department, also Mr Kakulia - head of Department of Justice of Abkhaz Autonomy.
Mr Kavtaradze - Minister of Justice of Georgia ordered to create territorial entities of agencies and unite them in the Palace of Justice. He emphasized importance of coordination with Abkhaz legitimate government.
The decision involves creation of territorial entities of following bodies: National Civil Register Agency, National Agency of Public Register, Enforcement of Non-custodial Punishments and Probation Department and Enforcement Department.

Doctors failed to save detainee

Mr Mitsiashvili (40) has been hospitalized to the Medical Facility of the Department of Enforcement from #5 prison. The etiological fever was reason of state of coma. But despite doctors efforts he died.
According to preliminary diagnosis cardiovascular collapse caused death at 15:00 p.m.

Convict died at Medical facility

Mr Gviniashvili (37) died at Medical facility of the Department of Enforcement. Tuberculous intoxication and anemia caused cardiovascular collapse. He was hospitalized from #6 Rustavi prison on July 17, 2006.
Mr Gviniashvili was sentenced to 3 years of prison for thievery.

285 783 IDs and 131 896 passports issued

According to 6 months data of the Civil Register Agency 285 783 IDs and 131 896 passports are issued.
The number of issued passports has increased on 23 167 in comparison to 2005, while IDs reduced on 40 386. In 2005-06 the number of issued documents increased significantly. The 6 month figure fluctuations for IDs were 79 000 up to 157 000 and 31 000 up to 71 000 for passports during the period 1995-2004.
The boost was determined by facilitation of proceedings and abolition of state due. Since February 2006 the terms became more flexible. The express delivery was launched in several regions. The innovation allows receiving passports or IDs directly at home.

Temporary residence permissions available now in Batumi

Foreigners can receive temporary residence permissions now in Civil Register Office in Batumi.
The innovation implying abolition of visa extension entered into force since July 1, 2006. If foreigners’ stay in Georgia exceeds 3 months temporary residence permissions  are obligatory. The certificates are also issued by the civil reception of the Ministry of Justice of Georgia, Vake and Saburtalo branches of the Civil Register Agency.
According to Department of Citizens and Migration data more than 200 foreigners applied for certificates since July 1; 100 certificates issued so far.

Debtor purchased equipment

Household equipment sold at enforced auction in Tbilisi Enforcement bureau. The estimated price by audit was more than 16 000 GEL. The equipment was purchased by debtor for 8058 GEL.

Ambassador of Germany visited the Ministry of Justice of Georgia

Plans of future collaboration discussed at the introduction meeting between Mr Kavtaradze and H.E. Patricia Flor Ambassador of Federal Republic of Germany in Georgia. Bilateral relations within the framework of Declaration signed in April 2005 between two Ministries of Justice was also in the agenda.
Mr Kavtaradze informed Ms Flor about Criminal Justice Reform Strategy prepared under the direction of Minister. The document is transmitted to the Legal Reform task force for further implementation.

Gems and icons entrusted to the Ministry of Economy and Finance of Ajara

Mr Tavdgiridze – head of Ajara Enforcement Bureau gave gems, antiques and icons to the Ministry of Economy and Finance.
Since 1999 the antiques seized as material evidence were stored in the Ministry of Security of Ajara. In 2005 Supreme Court rendered assets to be transferred at state budget disposal. The Enforcement Bureau entrusted the property to the Ministry of Economy and Finance, in particular this body is entitled to manage the assets.

Training for public monitoring groups

In co-operation with Prison Reform International (PRI) and financial support of UK Foreign & Commonwealth Office (FCO) 3 day training for public monitoring commissions of Kutaisi, Zugdidi and Batumi has opened today in Batumi.
The commission members to learn forms and methods of monitoring, report preparation rules, amendments in law on “Imprisonment” and revived “European Prison Rules”.
The Batumi seminar is second stage of program launched in February 2006.

New head of Forensic Expertise

Mr Mamaladze – newly appointed Expertise chief has been presented by Mr Kavtaradze today.
Mr Mamaladze was judge for 15 years and realizes the importance of forensic expertise. He demonstrated good professional and organizational skills.
Mr Kavtaradze pointed every ongoing project to continue, he also stressed the upcoming agreement between US government and Georgia implying to foster forensic system development.
Mr Mamaladze was born in 1964 in Kutaisi, Georgia. In 1989 graduated from Tbilisi State University, department of law.
1987-90 - Legal adviser of small-sized tractor plant;
1990 - Post-graduate student, Institute of Law, Academy of Science of Georgia;
1991 – Judge in Kutaisi;
1997 – Elected member of the High Court of Justice;
1999 – Chairman of Kutaisi Circuit Court;
2004 - Member of the High Court of Justice;
2005 – Founder of “Mamaladze and Partners” legal consulting;
2006 - Head of division of legal claims of Tbilisi Tax Inspection, Tax Department of Georgia.

#5 Women and Juvenile prison personnel retraining

The Training Center for the Penitentiary and Probation Service began retraining of #5 Women and Juvenile prison personnel.
Basic and management programs for 166 staff members will be conducted. Also 59 recruits of #1, #5, #7 Tbilisi prisons and #6 Rustavi prison to attend program. Trainees are distributed through several groups. First seminar was held at #98 Tbilisi school, opening session was attended by Mr Mikanadze, Deputy Minister of Justice and Mr Glonti, Head of Training Center for the Penitentiary and Probation Service.
The training to end on August 27. The final tests to be held and successful candidates will receive certificates of qualification.

Chemical substance dependent prisoners to get psychotherapeutic aid

At #2 Kutaisi prison and high security facility rehabilitation center “Atlantis” began to function. The center to provide psychological assistance for prisoners with chemical substance dependence. The program implies modern psychotherapeutic treatment.
The medical center was initiated by women’s association “Peon” and supported by “Open Society – Georgia Foundation”. Within the framework of Polish Stephen Bator Foundation’s Alcoholic and Drug Regional program 3 center representatives attended trainings in Poland.
Currently 3 volunteers undergo the treatment.
First center of rehabilitation was founded in October 2005 at #5 Women and Juvenile prison.
Doctors point to the effectiveness and popularity of “Atlantis” in USA and Europe.

Cardiovascular collapse cause of convict’s death

Mr Tengiz Borchalshvili (62) died at the medical facility of the Department of Enforcement. Probably cardiovascular collapse caused death.
He was arrested in August 2003 and was sentenced to 6 years of prison. Mr Borchalshvili suffered of myocardial ischemia, post infarction cardio sclerosis, stenocardia and hypertension, also third level cardiac decompensation.
Mr Borchalshvili had undergone treatment since December 25, 2005.

Convoy training completed

Convoy trainings completed at the Training Center for the Penitentiary and Probation Service of the Ministry of Justice of Georgia.
5 groups of 167 prison keepers attended trainings from July 8 to July 23. 3 trainers conducted practical and theoretical courses. 156 attendees succeeded in final tests and obtained certificates.
The training was financed by NORLAG.

Minister of Justice met OSCE Ambassadors’ Delegation

OSCE delegation headed by Ambassador Extraordinary and Plenipotentiary of Belgium Mr Bertrand de Crombrugghe visited the Ministry of Justice of Georgia. The ongoing legal reforms were at the top of the agenda.
The European Commission supported elaboration of an action plan of Criminal Justice Legislation Reform Strategy managed by Mr Kavtaradze. The implementation of the Strategy is provided by state task force headed by Prime Minister. The action plan consists of 9 main directions.
The penal reform was of special interest. Mr Kavtaradze pointed to positive changes and two recently opened prisons. The new facilities to meet European standards. The public monitoring commissions shape up. According to monitoring data relations between prison administration and convicts have improved rapidly.
The Ministry of Justice of Georgia in cooperation with counterparts from the Ministry of Labor, Social Care and Health takes steps to improve health care service in prisons.
Mr Kavtaradze emphasized successful reform of Civil Register System (OSCE contributed to the reform along with other donor organizations). The “single window” principle was adopted. The proceeding facilitated and terms reduced. Also messenger service eased service in regions.
The Palace of Justice is aimed to coordinate territorial entities of the Ministry of Justice of Georgia in single building in order to facilitate civil service.
Mr Kavtaradze talked about draft law on “Restitution and rehabilitation of fortune of conflict victims in former South Ossetian autonomy”.
OSCE delegation of member-states’ ambassadors arrived to Georgia yesterday. The official visit to last one week.

Accident cause of convict’s death

Mr Mikheil Tokhadze (31) has fallen victim to an accident at #1 Prison of the Department of Enforcement of the Ministry of Justice of
Georgia.
Bared electricity wire cause of an accident according to preliminary information. Mr Tokhadze was sentenced to 3 years of prison and has been transmitted from #7 Ksani facility several days before tragedy.
Criminal case instituted by the Department of Investigation of the Ministry.

Minister of Justice completed structural entity hearings

The Press and Public Relations Department and Bureau reported to the Minister. This was final accountability report presented.
Since January 2006 the Bureau organized several arrangements including admission of probationers, notary qualification exam and Minister’s Meeting with society.
The Press and Public Relations department organized briefings of Ministry officials, also provided arrangement of seminars and conferences; complete coverage of Ministry events; and web-site up-date.
The Information Division of the Bureau set up the network in the Enforcement Department of the Ministry provided technical support of communication systems.
Mr Kavtaradze talked about recent structural developments; the Information Division to become independent unit and Legal Service of the Ministry to be formed.

Mr Kavtaradze met World Bank representatives

Ms Francis Allen – Operations Analyst, Legal Department, World Bank’s Mission in Georgia and Ms Elene Imnadze –Public Service Specialist, World Bank’s Mission in Georgia have discussed strategy of future co-operation with Mr Kavtaradze – Minister of Justice of Georgia. Inspection of Territorial Enforcement Bureaus under way

Mr Elisabedashvili – Head of the Enforcement Department of the Ministry of Justice of Georgia continues verification of territorial units. Mr Elisabedashvili joined by deputy and head of Division of Enforcement Police inspects bailiffs’ activity in Imereti and Ajara. According to Mr Elisabedashvili the process of in depth research to take several days.
The task force to return to Tbilisi on July 24.
The Department representatives inspected Kakheti region on July 18-21.
The monitoring results nationwide to be announced in several weeks.

20 probationers employed since January 2006

The Department of Enforcement of Non-custodial Punishments and Probation through territorial bureaus arranged employment of 20 probationers. Shida Kartli bureau managed to employ 3 probationers at #3 Building Trust and “Abalaki” Ltd. 6 probationers were recommended to “Enguri 2005” Ltd and “Anteo” Ltd by Samegrelo Zemo-Svaneti Bureau. Samtskhe-Javakheti Bureau assisted 5 probationers; they work for school reconstruction in Aspindza. Ajara Bureau assisted 2 probationers – “Kobuleti and Co” Ltd and “Okros Ardsivi” Ltd. 4 probationers were employed with assistance of Racha-Lechkhumi and Kvemo-Svaneti Bureau; they work at “Imedi” Ltd, “Onis Gza 99” Ltd and JSC “Khidmsheni”.
The monthly wages of employed probationers vary from 120 to 300 GEL.

Birth rate accelerated

According to statistical data of Civil Register Agency territorial bureaus, in comparison with previous years the birth rate has increased. In 2005 first half data demonstrates 24 925 new born children, while the figure in 2006 is 29 047. According to statistical data the number of marriage registrations has also increased. The figure in first half of 2005 was 9357, while in 2006 it rose to 9692.
During the first half of 2006 1327 divorces and 18 500 deaths are registered.
154 infant adoptions drawn up since January 2006.

62 notaries go further

From 95 participants 62 passed the Notary qualification exam. However 102 candidates applied only 96 lawyers participated; one candidate was disqualified due to crib using.
3000 patterns were preliminary published, and one of them was chosen by special software just before the start. 3 additions of 100 questioned tests were chosen.
The candidate had to give 75 correct answers during 6 hours to succeed.
The results could be appealed till 3 p.m. July 20, 2006 at the Examination Board.
Financial support of the exam was provided by OSCE Mission to Georgia.

263 inspections held during the first half of 2006

Inspectorate General presented performance and accountability report of the first half of 2006 to the Minister of Justice.
According to Mr Gulverdashvili – Deputy Inspector General 263 check ups fulfilled since January. The bases of inspections were Minister’s orders, civil and different official inquiries. Currently 37 examinations are under way. Disciplinary liability proceedings were instituted against 10 staff members. Reprimand issued to 4 bailiffs. One representative of Civil Register Agency Khashuri bureau was released, the other got reproof. The head of Civil Register Agency Aspindza bureau was also released. Disciplinary liability proceedings were instituted against 2 notaries.
11 cases containing criminal aspects were dispatched to Department of investigation of the Ministry of Justice of Georgia and 51 cases to Prosecutor’s office.

Results to be announced on July 20

Notary qualification exam has completed. 96 lawyers participated; one candidate was disqualified due to crib using.
The exam has begun at 10 A.M. July 19 at hotel “Sheraton Metekhi Palace”. Minister of Justice attended the event. Three tests were chosen from 3000 preliminary published patterns. The candidate had to give 75 correct answers to succeed. After completion of an exam right answers were published, candidates were allowed to check exactness of their answers.
Official results of an exam to be announced on July 20.
After success applicants could have an opportunity to participate in competition for notary occupations.
Along with examining board members the observers of OSCE, GTZ and Georgian Association of Young Lawyers attended the process.
Financial support of the exam was provided by OSCE Mission to Georgia.

97 candidates participate in qualification exam

Notary qualification exam has started today at Sheraton Metekhi Palace. 102 candidates submitted applications from June 20 to July 13, 2006 only 97 nominees attend the exam.
3000 patterns were preliminary published, and one of them was chosen by special software just before the start. For greater transparency the procedure was public. Mr Kavtaradze - Minister of Justice of Georgia attended the process.
3 additions of 100 questioned tests were chosen. The candidate has to give 75 correct answers to succeed.
The tests include following subjects:
1. Constitutional Law of Georgia
2. Civil Law
3. Civil Procedural Law
4. Common Administrative Law of Georgia
5. Notary
Along with examining board members the observers of OSCE, GTZ and Georgian Association of Young Lawyers attend the process. “The OSCE provided financial support of the exam and therefore expressed confidence. This fact guarantees that the exam will be fair” –Mr Kavtaradze said.

The Training Center for the Penitentiary and Probation Service reported to the Minister

The Training Center for the Penitentiary and Probation Service reported to the Minister on fulfilled work since January 2006. The Center was founded in November 2005 and is independent legal entity. The Training Center is aimed to provide assistance to penal reform; also training and retraining of the staff and personnel.
The Training Center for the Penitentiary and Probation Service is cooperating with following organizations: NORLAG, SIDA, OSCE Mission to Georgia, OSGF and organization-“International Prison Reform”.
The enumerated organizations supported arrangement of seminars in Zugdidi, Batumi and Kutaisi for local Public monitoring Commissions. Retraining of Training Center staff, also personnel of #4 Zugdidi and #3 Batumi prison was conducted. Since July 8 retraining of Tbilisi convoy is under way.
In order to share international experience the center representatives traveled to Norway, Poland, Lithuania, Estonia and Sweden. They participated in retraining courses of Penitentiary and Probation Service of Poland and Lithuania; similar visits are planned to Estonia and Sweden.
The Center participated in adoption of “Penitentiary Code” draft project.
The Center works for development of manuals for penal administration and training center trainers. Also negotiations with Informational Office of the Council of Europe are under way, to prepare and publish Georgian version of Recommendations of the Committee of Ministers of the Council of Europe on Enforcement Measures. The elaboration of almanac (3 volumes) of “International and Local Acts in Penitentiary System” is in progress.
The Swedish International Development Agency provides financial support of technical assistance project aimed to supply Center with up-to-date equipment, library and arrange international conference.
Retraining of personnel from #5 female and juvenile prison of general and prison treatment is planned.
In September 2006 the representatives of the Training Center will travel to France. The visit initiated by the Training Center for the Penitentiary Service of France is supported by the Embassy of France in Georgia.

Kakheti Enforcement Bureau Bailiffs to be inspected

Mr Elisabedashvili –Head of the Enforcement Department of the Ministry of Justice of Georgia joined by staff members left for Kakheti in order to inspect regional bureaus. The Department representatives to meet Telavi bureau chief; they will get acquainted with current developments and proceedings. The next destinations are: Sagarejo, Gurjaani and Akhmeta.
The Enforcement Department representatives to stay in Kakheti till July 21, 2006.

Number of applicants for residence permissions has increased

Number of applications of foreign citizens wishing to get residence permissions has risen at the migration division of the Department of Citizens and Migration of the Ministry of Justice of Georgia.
According to amendments since July 1, 2006 visa extension procedure has been suspended. Likewise, since July 1 amendments to law on “Legal Status of Foreign Citizens in Georgia” entered into force, which implies permanent or temporarily residence permissions for foreign citizens.
Foreign citizen wishing to extend presence in Georgia must get permanent or temporarily residence permission. The foreigners authorized to stay more than 90 days in Georgia are people who:
a) work in Georgia legally (including free professionals)
b) arrive to Georgia for education or medical treatment;
c) are high profile professionals or cultural workers and are invited by sectoral authority according to state interest;
d) are trustees of the citizen of Georgia;
e) are under trusteeship of citizen of Georgia;
f) are spouses, children, parents, grandchildren, adopters, stepchildren, sisters, brothers, grandfathers or grandmothers of citizen of Georgia, or foreigner with permanent residence permission;
People authorized to get permanent residence permissions:
a) foreigners living in Georgia according to legal status for at least last 6 years (excluding education, medical treatment or diplomatic service);
a) spouses, parents, children, adopters, stepchildren, sisters, brothers, grandfathers or grandmothers of the citizen of Georgia;
b) high profile scientists, specialists, technicians, sportsmen and cultural workers whose stay is of state interest.
Applicants wishing to get permanent or temporarily residence permissions must apply to the Ministry of Justice of Georgia or Saburtalo and Vake branches of the Civil Register Agency.

Financial declaration of 16 officials demanded since July 1, 2006

The Information Bureau of Public Officials’ Property and Financial Declarations of the Ministry of Justice of Georgia announced about 10 inquiries accepted since July 1 to July 17. The income statements of 16 officials are required. One applicant inquired for data of declarants refrained from presenting statements. According to June data current figure has decreased. For the period June 1 - 15 bureau received 29 inquiries featuring 41 declarants.

The Delegation of the Ministry returned from Estonia

The Deputy Minister Mr Mikanadze, the head of the Training Center for the Penitentiary and Probation Service Mr Glonti and 5 trainers completed 6 day (July 10-16) visit to Estonia. The visit was financed by SIDA (Swedish International Development Agency) within the project “Assistance to the Training Center for the Penitentiary and Probation Service”.
The Delegation members met Deputy Minister of Justice of Estonia and heads of penitentiary and probation service. Got in depth information about syllabus of prison keepers and visited several penal facilities.
The Memorandum of Co-operation to be signed till the end of 2006 between the training Academy of the Ministry of Justice of Estonia and Training Center for the Penitentiary and Probation Service of the Ministry of Justice of Georgia.

Cardiopulmonary decompensation cause of prisoner’s death

Mr Merab Buquri (32) died at the Medical facility of the Department of Enforcement.
He was arrested on January 17, 2006 for robbery and was sentenced to 6 years of prison. After diagnose of disseminated tuberculosis he was transmitted to the medical facility on June 6, 2006. On July 15 Mr Buquri died from acute cardiopulmonary decompensation.

Prisoner committed suicide

Detainee Mr Giorgi Andiashvili (24) was found hung in #1 Prison of the Department of Enforcement of the Ministry of Justice of Georgia.
According to preliminary information the prisoner hung himself and died from mechanical asphyxia.
Mr Andiashvili was arrested on October 14, 2005. He was convicted for thievery and sentenced to 3 years of prison.
Legal proceedings are instituted on the fact of the suicide by the Department of Investigation of the Ministry of Justice of Georgia.

The Penitentiary System Reform, Monitoring and Medical Supervision Department reported to the Minister

The staff of the Penitentiary System Reform, Monitoring and Medical Supervision Department met Mr Kavtaradze and performed 5 months accountability report. Deputy Head of the Department Mr Arsoshvili informed about draft project of “Penitentiary Code” currently forwarded for legal expertise. The project to be discussed with staff involved in the system. The Department prepared about 20 draft projects according to Minister’s order.
The Department arranged comments and remarks concerning various amendments including: “Criminal Procedural Code of Georgia”, law on “Prosecution”, law on “Imprisonment”.
Creation of Public Monitoring Commissions of Penitentiary System are under way; commissions already work in Batumi, Kutaisi and Zugdidi prisons.
1143 detainees are examined by expert team of doctors during 5 months of 2006. According to their conclusions 527 prisoners were transmitted to the medical facility for prisoners and probationers. 108 urgent and scheduled surgical operations were held. 172 detainees transmitted to the tuberculosis medical facility, 136 of them joined the treatment program.
During the period from January 1 to June 1 2006, 106 prisoners were transmitted to civil hospitals and specialized clinics.
During the first quarter of 2006 in the penitentiary system 23 884 preventive outpatient examinations were held. For instance, the same figure during the first quarter of 2005 was 14 608.
34 prisoners have died since January 2006.
Mr Kavtaradze noted the joint efforts of the Ministries of Justice and Labor, Social affairs and Healthcare of Georgia in order to improve medical service in penal system.
The staff of division of Penitentiary reform and monitoring performs permanent control administration and meet prisoners.
The Department has close partnership with various non-governmental and international organizations (“International Prison Reform”, “Global Psychiatry Initiative” “Peon”, “UGT”, Rehabilitation center for Torture victims “Empathy”, USAID, NORLAG, UNICEF, ICRC, UNDP) and performs rehabilitation projects such as: employment, education and treatment of chemical substance dependent prisoners.

New Head of Shida-Kartli Enforcement Bureau

Mr Bidzina Samniashvili to become head of Shida-Kartli Enforcement Bureau of the Enforcement Department of the Ministry of Justice of Georgia. Mr Samniashvili has been introduced to the staff today by Mr Elisabedashvili – head of the Enforcement Department and his Deputy Ms Barbakadze.

The July 15, 2006 deadline for soviet passports

The soviet passports to expire tomorrow. The Identity Card will become the necessary document for citizens of Georgia. Those citizens who have not received IDs yet could swap their soviet passports at Civil Register Agency regional offices according to address during the 10 day period from application date. The service is free of fee. The levy has been eliminated since July 2005.
The majority of people still using soviet passports are pensioners residing in regions. The lack of age hinders them to travel to local center and receive new ID. According to the data more 840 000 pensioners are registered, 92% of them have already got the IDs. Nearly 70 000 pensioners use passports with soviet symbols. The Ministries of Justice of Georgia, of Health, Labor and Social Affairs, local governments and “People’s Bank”, have implemented the joint program of technical and legal assistance. The “People’s Bank” will provide the list of pensioners using Soviet passports, the Civil Register Agency and local governments will arrange the delivery of IDs directly to their home address.
During recent years the Civil Register Agency made serious efforts and issued 1 861 759 identity cards in 2004-2006. This amount is 48 % of all IDs issued since 1994 (3 856 850). In all more than 3 million IDs are issued nationwide.

Mr Kavtaradze met representatives the Center for Effective Governance System and Territorial Arrangement Reform

 

Mr Kavtaradze – the Minister of Justice of Georgia met representatives of the legal entity - the Center for effective Governance System and Territorial Arrangement Reform. The Center was created several months ago according to President’s decree. The main objective of the Center is to coordinate state commission and ad hoc committees on Effective Governance System and Territorial Arrangement Reform, also provide technical and informational assistance, as well as with advisory service. They are aimed to plan and support the implementation of local government reform.

Mr Kavtaradze expressed hope the state commission to reach decision soon concerning such crucial issue as territorial arrangement. Mr Kavtaradze also promised technical and organizational assistance to the Center.

102 candidates to participate in notary qualification exam

The submission of applications for notary qualification exam to civil reception completed yesterday. 102 candidates applied. The Exam to be held on July 19, 2006 according to the Minister’s order. The financial support of the exam is provided by the OSCE mission to Georgia.
The candidates permitted to apply must have:
· Citizenship of Georgia and speak state language;
· Higher Education in Law;
· According to the Law of Georgia on “Notary” have passed probation;
· Also candidates who have experience of working as notary, secretary of notary or consultant of notary for at least one year.

Apartment sold at the auction

Tbilisi Enforcement Bureau of the Enforcement Department of the Ministry of Justice of Georgia held an auction on July 13, 2006. Apartment in #22 Chavchavadze Ave. was sold to private citizen for 51 330 GEL.
The public auction basis was enforcement list issued by Chamber of Arbitration and Dispute settlement. The flat area is 29 square meters, corridor system house, 2nd floor. 32 000 USD equivalent in GEL was the price estimated by auditor.

11970 law enforcements held since January 2006

Territorial entities of the Enforcement Department of the Ministry of Justice of Georgia managed enforcement of 11970 cases.
The Department had 15 103 unenforced cases in January 2006, the figure accelerated to 47 817 (32 714 additional cases). The levy from enforcement proceeding is 2 842 812 GEL.
The statistical data of past years: 8373 unenforced cases at the beginning of 2005, 11093 additional, though 4189 law enforcements fulfilled. 4428 unenforced cases at the beginning of 2004, 12 714 additional though 4718 enforced. Levies during the first half of 2005 were 605 141 GEL, while the amount for the same period of 2004 was 799 023 GEL.

1226 documents examined so far this year

The Legal Expertise Department presented performance and accountability report to the Minister of Justice. The report covered the work fulfilled since January 2006.
Mr Nozadze – the head of Department informed on 1226 examined documents since January, the majority of papers were draft normative acts.
Since January the Department examined documents from variety of state bodies: 96 president’s decrees and orders, 1005 ministers’ orders; 57 government’s decrees and 1 draft law.
The department verified 67 files issued by public authorities.
According to data of past years the number of documents submitted for expertise has significantly increased. During the first half of 2005 the Department examined 908 papers, while the figure for same period in 2004 was 874.

Agreement signed between the Tbilisi State University and the Ministry of Justice of Georgia

Mr Kavtaradze - the Minister of Justice of Georgia and Mr Khubua – the University Chancellor have signed joint agreement on co-operation, at the David Agmashenebeli assembly hall of the Tbilisi State University. Mr Kavtaradze pointed out the importance of an event - “collaboration is vital for both parties – the Ministry requires intellectual assets, while the University needs practical experience”.
Both sides will co-operate in establishment of legal education law, also research ancient legal texts kept in state archives of Georgia; the collaboration to imply legislation and legal expertise. The agreement envisages probation system arrangement for students and joint seminars to be implemented for retraining of Ministry employees.
Within the agreement framework manuals and periodicals to be published and comments on adopted normative acts to be submitted.
Mr Khubua marked that the agreement is the basis of further active reciprocal partnership - “I’d like to appreciate Mr Kavtaradze - author of this idea and promise the university to be worthy partner”.

The 500 000th birth-certificate issued by Civil Register Agency to be of Mr Johannes Davitashvili

The birth-certificate of Johannes Davitashvili (born on July 7, 2006) was issued to his father Nikoloz by Mr Gia Kavtaradze – Minister of Justice of Georgia. The event took place at Vake branch of the Agency. The birth-certificate was 500 000th document issued by the Civil Register Agency this year.
The Civil Register Agency presented baby carriage and photo album for new born baby to Mr Davitashvili. While Mr Gogichaishvili, director general of “BCI” - insurance company and board chairman Mr Davitaia granted 3 year insurance policy to little Johannes.
Mr Kavtaradze found symbolic that Johannes was born on the day of birthday of Johannes the Baptist and received the birth-certificate on the day of St. Paul and St. Peter. Mr Kavtaradze wished happiness to new born child. “The Civil Register Agency served 500 000 people. It must be emphasized that current figures show acceleration of birth-certificates in comparison with those of death. This fact is really of great importance” – the Minister of Justice stated.
Significant information: the Agency has registered 29 047 new born children since January 2006 nationwide.

15 normative acts prepared so far this year

The Legislative Drafting Department has reported to the Minister today. The work of half year was assumed.
Mr Koiava informed about 6 by-laws and 9 legal acts arranged in the Department since January 2006.
131 legislative packages and acts were proposed to the Department. 27 draft projects received favorable consideration, in 104 cases the Department proposed remarks.
The Legislative Drafting Department during the accountability period received and answered 72 letters from state authorities and 16 from citizens.
The following draft projects were arranged this year: “Restitution and rehabilitation of fortune of conflict victims in former South Ossetian autonomy” and outgoing draft legal acts; draft law on “General Inspection”; draft law on “Enforcement proceedings”; draft law on “Arbitration” also outgoing draft legal acts and amendments; draft normative acts related to legal entities in charge and etc.
By-laws prepared since January 2006: president’s draft statute of “Legalization of official documents with apostille”; President’s decree on approval of “Preliminary registration of real estate located in Abkhazian Autonomy and Tskhinvali Region”; arrangements featuring adoption of president’s decree #155 from March 28, 2006 on approval of statute of “Georgian national anticorruption action plan” and etc.
Mr Koiava informed about active co-operation with legal services of other state bodies due to better coordination of legislative work.

2360 law enforcements fulfilled in June

The bailiffs of the Enforcement Bureau performed 2360 law enforcement procedures during June 2006 and completed fact-finding on 1378 cases.
33415 law enforcement cases were in Bureau in June and 6725 enforcement lists were transmitted to bailiffs during the same month.
During June 2006 233 694 GEL and 388 080 USD extracted from private and legal entities, while 972 613 GEL and 16 951 USD from state budget.
For the same period in 2005 there were 11 875 law enforcement cases, only 710 were completed. 451 909 GEL and 125 871 USD extracted from private and legal entities, while 55 048 GEL and 200 USD from state budget.
In June 2004, 9548 law enforcement cases and only 823 completed. 149 497 GEL and 141 188 USD extracted from private and legal entities, while 37 038 from state budget.

The number of registered legal acts to increase

 

The Systematization of Normative Acts and Relations with Local Bodies Department reported to the Minister on fulfilled work during the 6 months period.

Mr Macharadze – the Head of Department informed about 4548 registered normative acts so far. Including: 2997 acts of local government; 22 international treaties and agreements; 195 amendments in organic laws, laws and parliamentary rule; 248 president’s decree; 71 resolutions of parliament; 120 resolutions of government; 895 various acts of entities in charge. The registration of 101 acts was cancelled according to different circumstances, including 96 acts of local government.

The rejection of registration is caused by violation of law on “Normative Acts”; the necessary qualifications (signature of entitled person, date of reception, type of normative act, title and etc.) are not maintained.

For example, the resolution of Signagi local body #63 from May 11, 2006 on “The Statute of Supervisory Service on Architectural-constructing Activity” was rejected due to violation of the law on “Normative Acts” (the content of legal act is the same as of normative act, but is adopted as individual act) and organic law on “Local Government” (the normative act of local government (Gamgeoba) is decision and not resolution).

Due to reduction of procedural errors in applied normative acts, the number of registered acts has significantly increased during past several years. The tendency usually refers local authorities. In 2003 the Ministry of Justice of Georgia registered 1643 acts of local government, in 2004 the figure rose to 2664 and in 2005 was 5444.

The Minister of Justice met Commissioner for Human Rights

The Commissioner for Human Rights of the Council of Europe Mr Thomas Hammamberg met Mr Gia Kavtaradze. The meeting was held within the official visit framework.
Mr Hammamberg expressed interest in legal reforms and situation in penitentiary system. Mr Kavtaradze introduced Criminal Justice Legislation reform strategy and draft law on “Restitution and rehabilitation of fortune of conflict victims in former South Ossetian autonomy”.
The Commissioner emphasized human rights violations in breakaway regions of Georgia. Mr Kavtaradze referred the lack of judicial cognizance and inability to react to human rights violations. The Minister asked the guest to visit conflict regions in order to research situation, also he stressed the importance of international involvement.
Mr Hammamberg considered the possibility of such visit early next year.
The Minister, the Deputy Minister Mr Mikanadze, the head of the Department of Enforcement Mr Akhalaia accompanied Mr Hammamberg to the Medical Facility for Convicts, prison #5 in Tbilisi and prison #6 in Rustavi. Special representative to Georgia Mr Igor Gaon attended the meeting too.

The delegation of the Ministry of Justice of Georgia to visit Estonia

The Deputy Minister Mr Mikanadze, the head of the Training Center for the Penitentiary and Probation Service Mr Glonti and 5 trainers are leaving for Estonia for one week business trip.
The visit is supported by “Swedish International Development Agency” within the “Assistance to the Training Center for the Penitentiary and Probation Service” project.
The Delegation members to meet Deputy Minister of Justice of Estonia and heads of penitentiary and probation service. They will also get up to date with syllabus of prison keepers and visit several penal facilities.
The representatives of the Training Center for the Penitentiary and Probation Service had already visited Norway, Poland and Lithuania. Foreign colleagues introduced their work to Georgian counterparts and outlined the plans of future co-operation.

Convoy training has began

The Training Center for the Penitentiary and Probation Service began retraining of convoy. Mr Glonti – head of the Training Center, opened the first seminar, he wished good luck to all participants.
167 guards are divided into 5 groups. Three trainers to conduct practical and theoretical trainings. 18 hours provided for each group. The training to finish on July 23.
After completion of training the participant will pass tests and the certificates of qualification to be issued.

Cardiopulmonary decompensation reason of convict’s death

 

Genadi Karchava, convict died at the Medical Facility of the Penitentiary Department of the Ministry of Justice of Georgia on July 7, 2006.

According to doctors’ diagnosis the prisoner suffered lung cavity tuberculosis Preliminary reason of Mr. Karchava’s death was cardiopulmonary decompensation developed after sharp tuberculous intoxication.

Mr. Karchava (32) was detained on September 2, 2005 for thievery.

Citizenship and Migration procedures to facilitate

The representatives of the Department of Citizens and Migration reported to the Minister about performed work.
Since January 2006 the department accomplished work on 8591 cases. According to statistical data 1026 applicants were granted citizenship, 71 – naturalizations, 12 – restorations, 5055 – definitions, 955 – denaturalizations and 704 abandonments of citizenship.
Simultaneously, the Migration Division has granted immigrant status to 39 applicants; 240 emigration and 489 foreign country citizens’ deportation cases are completed.
The Ministry of Justice initiated amendments prepared by the Department concerning civil statute, which facilitated proceedings. The terms of case examinations reduced – preliminary examination of denaturalization shrank from 6 months to 2 weeks. The abandonment procedure reduced thrice and is 2 months. The 6 month term of naturalization and restoration decreased twice.
As a result of reforms the citizens are free from collection of a range of documents (certificate of conviction, budget debt report, report from the information bureau, Civil Registry Agency local office record) from variety of bodies. The Department sends inquiries to corresponding authority itself. Currently the Department of Citizens and Migration holds negotiations with the Ministry of Internal Affairs on access to the database of wanted people in order to facilitate proceedings.
The Department actively participated in work on the law on “Legal position of foreigners in Georgia” and on “Issuing, extending and suspending of visas”, elaborated regulations on “Rules of deportation of foreign citizens from Georgia” and on “Rules of examination/decision of granting residence permission in Georgia”.
According to enumerated amendments since July 1, 2006 the visa extension procedure has been suspended, permanent or temporarily residence permissions are issued instead. The Migration Division provides coordination of abovementioned issues. All interested persons must apply to Vake and Saburtalo District branches of the Civil Registry Agency.

The Deputy Minister of Justice met Extraordinary and Plenipotentiary Ambassador of Romania to Georgia

The Deputy Minister Mr Givi Mikanadze met Extraordinary and Plenipotentiary Ambassador of Romania to Georgia His Excellency Dan Mihai Barliba.
The parties discussed opportunity to sign Memorandum of Understanding between the Ministries of Justice of Georgia and Romania.
Mr Mikanadze offered His Excellency bilateral co-operation in penal system. Mr Mikanadze talked about advantages of collaboration between probation services; interest of Georgian side to share experience of Romanian counterparts in case of penal reform, intensification of bilateral relations between training centers.
His Excellency has welcomed the opportunity to strengthen relations of the Ministries of Justice, and pointed out the possibility Georgian experts of probation service to visit Romania in September 2006.

Special program to support pensioners to receive identity cards

The soviet passports to expire on July 15, 2006. The Deputy Minister Mr Konstantine Vardzelashvili held press conference concerning the issue. He announced the implementation of new joint project of the Ministry of Justice of Georgia, the Ministry of Labor, Health and Social Affairs, local governments and “People’s Bank” which is aimed to assist socially unsecured people to receive identity cards.
“Despite the fact of collapse of the Soviet Union number of people still uses the passports of null state. During recent years the Civil Register Agency made serious efforts and issued 1 861 759 identity cards in 2004-2006. This amount is 48 % of all IDs issued since 1994 (3 856 850). Georgian notaries to meet international standards

The Minister of Justice assumed the work of the Notary Department of the Ministry during the first half of 2006.
Ms Inga Kometiani – head of the Notary Department reported about 5226 certified documents to be submitted abroad since January 2006.
According to the Department efforts disciplinary actions were lodged against four notaries. 3 notaries got light and average penalties, one case was dismissed; authorities of two notaries were temporarily dismissed and in 2006 they were reinstated.
One notary quit due to retirement age and two notaries were released after own inquiries. 9 notaries from Ajara Autonomous Republic and 4 from Abkhazeti deserved verbal warnings.
In order to improve the legal acts the department works on amendments of laws on “Levies for notary Service” and on “Notary Law”. The Minister considered that the amendments must imply every detail of notaries’ rights and liabilities also organizational issues related to their function. The department elaborated President’s Decree on “Abolishing the Requirement for Legalization for Foreign Public Documents” (Apostille) and prepared package of amendments related to Apostille.
The Department examined approximetely 100 inquiries including 65 from citizens. 5 citizens applied in order to get public information.
Currently, the Department provides preparatory work for notary qualification exam. The exam is on July 19 according to Minister’s order.

405 non-governmental organizations and 2 political parties registered so far this year

 

The Department of State Registration and Licensing presented performance and accountability report (first half of 2006) to the Minister of Justice of Georgia Mr Gia Kavtaradze.

Mr Gogiberidze reported about registration of 405 private nonprofit legal entities and their branches (non-governmental organizations); 42 foundations and their branches; 6 branches of foreign nonprofit legal entities. Two new political parties were registered and three political groups made changes in registration documents. 10 controlling bodies are registered during the mentioned period.

The Department arranged the data to appropriate legal entities registry. The legal entities paid as levy more than 24 000 GEL.

During the first half of 2006 the Department examined 38 permissions and licenses inquiries. Three licenses and 26 permissions are issued. The amount of levy exceeded 431 000 GEL. The Department issued more than 900 public information records from state registries. More than 1600 data entered the Registry of Permission and Licenses concerning information about licenses and permissions issued by various state authorities.

The Department currently works on Civil Code amendments, implying facilitation of registration procedures for nonprofit legal entities.

Two day meeting dedicated to penal system reform

Mr Givi Mikanadze- Deputy Minister of Justice of Georgia has opened the two day meeting of experts dedicated to penal reform and prison management. The meeting is hosted by hotel “Soplis Sakhli” in Tsavkisi. The European experts participate in the forum:
Ms Luljeta Kasa – Criminal justice Division, Crime Problems Department, Directorate General I – Legal Affairs;
Mr Bertel Osterdahl – Former Director General of the Swedish National Prison and Probation Administration;
Mr Hans-Jurg Buhlmann – International Prison Expert, Switzerland;
Mr Rannoch Daly – Prison Governor, UK.
Penal administration members represented Georgian side.
Mr Mikanadze stated that the visit of European experts is part of the joint action plan of the Ministry of Justice of Georgia and Council of Europe. The visit aims to boost awareness of Georgian penal administration, complete reforms and improve legal acts.
The members of the delegation arrived to Georgia on July 4, 2006, and visited #1 and #5 female and juvenile prisons. The experts specified poor conditions of #1 prison. They recommended to care about employment of convicts.
Mr Giorgi Arsoshvili – head of the Penitentiary System Reform, Monitoring and Medical Supervision Department informed experts about legal amendments and latest developments in the system.
The experts will provide the working group of the Ministry of Justice of Georgia with consultations concerning “Penal Code” and familiarize them with European rules. After completion the draft project will be send to Council of Europe for further examination.

The Ministry of Justice of Georgia publishes ancient Legal Manuscripts

The Ministry of Justice of Georgia publishes on the web-site ancient Georgian legal texts from the Division of Ancient Documents of the State Archives’ and Case Processing Management Department of the Ministry of Justice of Georgia. The texts are dated back to 15-18th centuries, the court decisions concern various issues including: dispute over real estate ownership, during this trial the bribery was disclosed; the dispute over village boarder and peasant serfdom, landowning dispute; criminal case and cause of health hazard and etc.

Two apartments sold at the auction

 

Two apartments have been sold at the auction held at the Tbilisi Enforcement Bureau of the Enforcement Department of the Ministry of Justice of Georgia today. At first enforced auction 3 room flat #11 Block Dolidze Street, was sold. The flat is located on the 8th floor, assessed value of the real property was 52 000 USD equivalent amount in GEL. The flat was sold for 26 400 USD equivalent amount in GEL.

The auction was based on the enforcement order issued by Permanent Arbitration of Georgia.

The house has been sold at first enforced auction located in #7 Gambashidze Street, Tbilisi. The auction was held according to the enforcement order issued by Permanent Arbitration of Civil Cases. The real estate is located on the 289 square meters plot, the living area of two storied house is 151.51 square meters and supplementary area 36.79 square meters.

The assessed value of the real property was 300 000 USD equivalent amount in GEL. The creditor bought the property for 210 000 USD equivalent amount in GEL.

On the July 3, 2006 at the Kvemo Kartli Enforcement Bureau mobile phones - the total price 47 190 GEL were bought by one person for 24 000 USD equivalent amount in GEL. The auction was based on enforcement order issued by Gardabani Regional Court.

Georgian experts attended the meeting in Vienna dedicated to combat terrorism

The delegation of the Ministry of Justice of Georgia and other law machinery representatives visited Vienna. Austrian capital hosted meeting of Georgian experts at the UN Office on Drugs and Crime to develop law against terrorism.
The members of delegation were First Deputy Minister of Justice Mr Konstantine Korkelia, Deputy Ministry of Justice Mr Dimitri Dzagnidze, and Head of the International Legal Relations Department Ms Rusudan Tushuri, along with representatives of the Ministry of Foreign Affairs, Office of Prosecutor General, the Ministry of Internal Affairs and the Security Council.
The participants discussed thirteen universal conventions and UN Security Council resolutions adopted to combat terrorism. It is significant that Georgia has already joined the majority of above-mentioned conventions.
The action plan was agreed, which aims to develop joint projects in order to fight terrorism. The plan includes legal appraisal of Georgian laws to harmonize them according to the international standards.

Attorneys for Public Attorney Service territorial bureaus selected in competition

The competition was held at the Ministry of Justice of Georgia today to fill vacancies of the territorial bureaus of Public Attorney Service.
The examining board included representatives of the Ministry of Justice, the Supreme Court, the Public Attorney Service and members of the Service Coordination Council. They interviewed the candidates, who applied for the vacancy announcement at the Public Reception of the Ministry from June 19 to 30, 2006.
Eight applicants applied for Tbilisi Bureau vacancy, and six candidates were competing for two vacancies in Zetaponi Bureau.
The examining board appointed Mr Imeda Beroshvili in Tbilisi Bureau, Ms Natia Tsertsvadze and Ms Patman Arzikian in Zestaponi. Therefore applicants Mr Mikheil Khuskivadze and Ms Nona Babuadze were nominated as probationers in Zestaponi Bureau.
The nominees will start job on July 10, 2006. Monthly wage at Tbilisi Bureau is USD 400 payable in GEL, while in Zestaponi the wage is USD 300 payable in GEL.
The Public Attorney Bureaus started their activity on July 1, 2005. Seven attorneys in Tbilisi and four in Zestaponi worked for the Service so far.

1638 officials have submitted income statements 

 

During the period from April 1 to July 1, 2006 1638 acting and 409 retired government officials submitted their income statements to the Information Bureau of Public Officials’ Property and Financial Declarations. 13 acting and 26 retired officials refused to present their income statements.

The Information Bureau of Public Officials’ Property and Financial Declarations currently works on data analysis and the public information will be available for soon (in several days).

According to the Bureau data during the period from June 19 to July 1 143 inquiries were received concerning 149 government officials. Altogether in June 172 inquiries received concerning 184 declarants.

Trainers of the Training Center for the Penitentiary and Probation Service improved skills in Poland

Representatives of the Training Center for the Penitentiary and Probation Service of the Ministry of Justice of Georgia Nato Gugava – head of studies, trainers Giorgi Arsoshvili and Anna Dzadzamia returned from Poland. They attended special courses at the Central Training Center of Prison Service of Poland.
During the visit Georgian trainers got acquainted with special methods and curriculum of Polish counterparts, and received appropriate certificate. The agreement was reached with Polish side that Georgian trainers will occasionally participate in probation at the Central Training Center of Prison Service of Poland.
The parties agreed Center directors to sign Memorandum of Understanding.
The visit was financially supported by Organization of Security and Cooperation of Europe (OSCE).

21 arrangements held this year by Training Center of Justice

Mr Gia Kavtaradze, the Minister of Justice of Georgia assumed the six months work of the Training Center of  Justice. The Center is independent legal entity.
Mr Sulkhan Gamkrelidze – Center Director- stated that the Center in collaboration with international organizations organized 5 arrangements with 122 participants attending. During the same period within the certifying studying framework 16 training courses were organized and 259 trainees received certificates.
The Training Center of  Justice organized training for Inspector General, human resources department and international legal relations department. The meeting of working group on enforcement system reform conception was arranged. Training “State and Media” was conducted for journalists.
The Center in co-operation with OSCE plans to arrange retraining for Civil Registry Agency workers, Center Director said concerning future plans. The certifying studying is under way. The trainings to be held on Labor Code amendments and enforcement (for bailiffs).

The Head of Enforcement of Non-custodial Punishments and Probation Department to visit Moldova

The Head of Enforcement of Non-custodial Punishments and Probation Department of the Ministry of Justice of Georgia Mr Alexander Arakishvili departs to Chisinau, Moldova today.
The probation department is a newly established authority in Moldova, therefore to share Georgian experience is important for further development.
During the visit Mr Arakishvili will give in-depth information about the reform of the system in Georgia. The reciprocal relations and further partnership are also at the top of agenda. Mr Arakishvili to return on July 6, 2006

The public attorney service of the Ministry of Justice of Georgia gained public confidence

The Public Attorney Service of the Ministry of Justice of Georgia assumed annual work at the press conference held by the Deputy Minister of Justice Mr. Konstantine Vardzelashvili and Head of the Public Attorney Service Ms Tamta Kochakidze.
On July 1, 2005 two territorial bureaus of Public Attorney Service – Tbilisi Gldani-Nadzaladevi District and Zestaponi Region opened. The pilot project was within the framework of free Legal Assistance System reform. “The main goal of the reform is to provide qualified assistance to socially unsecured citizens. Currently, the government commission on coordination of legal reforms works on the draft law on “Free Legal Assistance”; arranged by Coordination Council of Public Attorney Service. The project is aimed the Public Attorney Service to cover whole Georgia” – the Deputy Minister said.
According to Ms Kochakidze’s information 987 applications were examined during the year. The interested citizens were provided with free legal assistance, in case of 274 criminal actions the Public Attorney’s Service arranged legal defense, during both preliminary investigation and trial. The number of applicant increased from February 1, 2006, since the jurisdiction of Tbilisi Gldani-Nadzaladevi Bureau has extended to Didube-Chugureti and Vake-Saburtalo districts; and Zestaponi Bureau authority spreaded to Terjola and Kharagauli regions.
The Public Attorney Service managed to quit criminal prosecution towards 8 defendants, 32 plea bargainings and 59 favorable legal resolutions came into force.
The public Attorney Service solicitation helped 37 defendants to get non-custodial penalty: 22 released on bail, 4 under police supervision, 10 put under recognizance and one juvenile under police observation.
Ms Kochakidze spoke of growing public confidence according to the statistical data during the year of activity.
Currently, the Service defends interests of 119 applicants.
