The Civil Registry Agency to launch territorial unit in Tigvi Folk of Tskhinvali region

The Civil Registry Agency of the Ministry of Justice of Georgia to issue Identification Cards in Tigvi Folk of Tskhinvali region.
Giorgi Vashadze, Chairman of the Civil Registry Agency of the Ministry of Justice along with Deputy Chairman Zaza Sukhishvili has visited Tskhinvali region and surveyed issues concerning Identification Cards.
The Agency issues ID cards in Kurta and Eredvi. The demand for IDs in Tskhinvali region has significantly increased. Therefore the Ministry of Justice and Tigvi Folk (14 villages) administration came to a decision to open the Civil Registry territorial office in the Folk. The Tigvi residents have to travel to Kareli in order to get identification documents.
Mr Vashadze and Mr Sukhishvili met local authorities and residents in Avnevi, Tigvi Folk. They surveyed the Sakrebulo (Council) building were the Agency office is to locate.
The Agency administration has visited Kurta and Eredvi; they have surveyed the activity of territorial offices. The Kurta and Eredvi offices to issue identification documents for Tskhinvali residents as well; they have to travel to Gori so far.
The Agency will manage the Eredvi office to issue passports for residents of Tskhinvali region.

Poland’s State Representative to the European Court of Human Rights visited the Ministry of Justice

 

Besarion Bokhashvili, Mikheil Kekenadze and Irina Bartaia Government Agents to the European Court of Human Rights and Tamar Kobakhidze head of the Division of Georgian Law Harmonization with European Convention on Human Rights of the Ministry of Justice of Georgia have met Yakub Volonshevich Poland’s representative to the ECHR today.

The specific issues related to the activity of agents and problems faced were discussed during the meeting. Polish guest was interested in figures of cases filed against Georgia in the ECHR. Georgian counterparts provided him with in-depth information. Mr Volonshevich has shared Poland’s experience of co-operation with European Court of Human Rights with Georgian colleagues.

The parties agreed on Intensive Co-operation in order to share experience in sphere of judiciary law. At the first phase of collaboration workshops to be arranged for the staff of the Office of State Representative to the ECHR of the Ministry of Justice of Georgia in Warsaw, Poland.

The administration of the Civil Registry Agency visits Tskhinvali region

 

Giorgi Vashadze, Chairman of the Civil Registry Agency of the Ministry of Justice along with Deputy Chairman Zaza Sukhishvili are visiting Tskhinvali region. The Agency administration surveys issues concerning Identification Cards.

The demand for IDs in Tskhinvali region has significantly increased. The Agency has been issuing IDs in Kurta and Eredvi Folk so far. But implementation of new unit in Avnevi, Tigvi Folk is to be discussed with local authorities today.

Mr Vashadze and Mr Sukhishvili to visit Kurta and Eredvi as well. They will survey activity of the territorial unit of the Civil Registry Agency.

Draft law on “Non-custodial Punishments and Probation” sent to the Parliament

The law on “Rules of Non-custodial Punishment and Probation” drafted in the Ministry of Justice was approved by the Government and is sent to the Parliament for further consideration.
The draft law is aimed to combat shortcomings and develop effective system.
The draft law contemplates transformation of the Department of Non-custodial Punishments and Probation of the Ministry of Justice into the National Probation Service, but still under the supervision of the Ministry. Therefore the initiative is to foster level of independence of the entity.
The draft law regulates rights and liabilities of probationers, legal status of personnel of the National Probation Service including social guarantees and legal safeguard measures; and other issues linked to the enforcement of non-custodial punishments as well.

Personnel of # 6 Rustavi prison attend training

 

 

The Training Center for Penitentiary and Probation Service of the Ministry of Justice with support of medical and psychological center “Tanadgoma” arranged re-training of 10 employees of medical, social and psychological profile of #6 Rustavi prison. Koba Glonti the Center Director opened the event.

The seminar agenda covers following issues: prevention of viral hepatitis, sexual infections including HIV/AIDS and biomedical legislation.

The training to end on February 28, 2007.

Minister of Justice held check up meeting in the Tbilisi Registration Office of the NAPR

 

 

Gia Kavtaradze, Minister of Justice of Georgia arranged check up visit to the Tbilisi Registration Office of the National Agency of Public Registry.

Mr Kavtaradze surveyed quality of provided service. He met applicants for the registration procedure. Minister emphasized the recent progress; but noted importance of further improvement. “Applicants must avoid any inconvenience in this agency, we are able to respond to their request in time, even if the application is rejected” – Mr Kavtaradze marked addressing the employees of the Office.

Enrollees must get IDs in time

 

Giorgi Vashadze, chairman of the Civil Registry Agency of the Ministry of Justice personally gave IDs to 8 enrollees in the Vake territorial bureau and called others to get cards in time. 

The enrollees are able to submit Identification Documents while registration for Initial State Examination. Mr Vashadze reminds enrollees that the ID cards are free of charge on the 10th day of submission. In case to avoid any additional expenditures university entrants must apply for cards in time.

Therefore, all citizens at 16 who overdue applications for IDs during 6 months from birth date to be charged for violating registration rules.

The heads of territorial bureaus of the Civil Registry Agency have arranged several meetings with directors of schools in order to provide assistance to entrants.

Minister of Justice visited Marriage Bureau

 

Gia Kavtaradze, Minister of Justice has surveyed Marriage Bureau in 2 Uznadze Street. The location was returned to the Civil Registry Agency and is to regain its main function.

Mr Kavtaradze met employees of the specialized house (Marriage Bureau). Minister called for assistance of experienced staff to create new model of wedding ceremonies.

The Bureau in Uznadze Street acted until 1991. The Bureau managed to register more than 125 000 wedlocks. The location was in temporary occupation of non governmental organization, but in 2006 according to government order the area was returned to the Agency.

Pupils of # 130 School visited juvenile detainees

Dozens of books added to the library of the Juvenile Educational Facility of the Penitentiary Department of the Ministry of Justice within the Department initiative “Bring Book to the Prison”.
Pupils of # 130 School have also visited juvenile inmates today. Young detainees got balls and sweets from coevals. The pupils of # 130 School surveyed juveniles last year too.

Gia Kavtaradze congratulated newly appointed judges

 

Gia Kavtaradze, Minister of Justice of Georgia has met judges. Badri Kochlamazashvili, Nino Eleishvili and Irakli Abshilava had been employees of the Ministry before appointment. Konstantine Kublashvili, Chairman of Supreme Court participated in the event as well.

“I have an opportunity to welcome employees of the Ministry and congratulate their new occupation”- Mr Kavtaradze noted; Minister presented souvenir – mallets to the judges.

“I hope the experience gained in the Ministry of Justice will support their activity”- Mr Kublashvili said.

Newly appointed judges appreciated the Minister for kind attention; they emphasized the experience gained during their activity in the Ministry.

Badri Kochlamazashvili 31, Judge of the Criminal Panel of the Tbilisi City Court was deputy editor of the Publishing House of the Law Books of Georgia and Sakanonmdeblo Matsne (Legislative Herald) before current occupation.

Nino Eleishvili 29, Judge of the Criminal Panel of the Tbilisi City Court was attorney in the Tbilisi Bureau of the Public Attorney Service of the Ministry of Justice.

Irakli Abshilava 29, Judge of the Zugdidi Circuit Court was councilor in Division of Material and Technical Provision of the Economic Department of the Ministry.

Convict died

Levan A. has died in the Medical Facility of the Penitentiary Department of the Ministry of Justice.
Inmate suffered from infiltrative tuberculosis, MGB (+) resistant form, appendicitis, peritonitis and empyema.
According to preliminary information the death was caused by cardiopulmonary decompensation developed after tuberculous intoxication.
Mr A was arrested on July 18, 2005. He was sentenced to 9 years of imprisonment for thievery.

The rules of submission of the financial statements to change

 

The outcomes of the reform of the Information Bureau of Public Officials’ Property and Financial Declarations of the Ministry of Justice were presented in the “Tbilisi Marriott” hotel.

The modification was supported by the UN Development Program and the Development and Reform Fund of the President of Georgia.

According to Alexi Batiashvili the reform was launched in March 2006 and covered several issues. The draft law on “Interest Conflict and Corruption of Government Officials” was developed. The law contemplates facilitation of declarant’s obligation but the new form to better represent property of the declarant.

The draft law contemplates 3 categories of government officials. Some officials will be able to submit declarations multi-annually. The declarant is obliged to present annual declaration and the terms to depend on appointment date. Meanwhile, officials will avoid presentation of similar figures annually. The declaration to represent changes only.

The reform implies enhancement of functions of the Bureau of Public Officials’ Property and Financial Declarations. The Bureau will be eligible to request further details of statement from government officials.

The project supported design of the web-site of the Bureau www.declaration.telenet.ge in order to improve openness and transparency.  The web resource contains structure of the body, legislation about the activity; also terms and conditions of submission of declarations. The site provides information on possible sanctions and fines; other ongoing news are presented as well. The link is available at www.justice.gov.ge

New Deputy Minister appointed

 

Prime Minister of Georgia has signed the appointment of Nato Gagnidze as the Deputy Minister of Justice.

Gia Kavtaradze, Minister of Justice has introduced Ms Gagnidze to employees.

Ms Gagnidze to supervise the spheres mostly oriented on service of citizens. “We’ve chosen her candidacy due to experience and professional skills” – Mr Kavtaradze noted.

Nato Gagnidze was born in 1981. She graduated from the I. Javakhishvili Tbilisi State University in 2003, specialty - jurisprudence.

Ms Gagnidze worked in non-governmental sector since 2000. In January 2004 she became head of the Division of Civil Affairs of the Department of Citizenship, Civil Registration and Migration Affairs of the Ministry of Justice of Georgia. Ms Gagnidze was Deputy Chairperson of the Civil Registry Agency of the Ministry of Justice from 2004 to February 2006, before new occupation.

Inmate – victim of HIV/AIDS

Zurab K. 30, has died in the Medical Facility of the Penitentiary Department of the Ministry of Justice.
Inmate suffered from HIV/AIDS and osteosynthesis. Mr K was hospitalized from #8 Geguti detention facility on May 22, 2006.
According to preliminary information death was caused by cardiovascular collapse developed after HIV/AIDS.
Mr K was accused of thievery in 2005 and sentenced to 2.5 years of imprisonment.

New instructions for land cadastre companies

 

The National Agency of Public Registry of the Ministry of Justice has held meeting with representatives of cadastral companies in “Sheraton Metekhi Palace” hotel. The Agency introduced cadastral rules of new registration procedures.

According to Jaba Ebanoidze, the NAPR Chairman the cadastral requirements have changed since implementation of new registration procedures. “The main objective of the Agency is to design initial registration and cadastral database. The records of registration units must conform to initial data” – Mr Ebanoidze noted.

The representatives of cadastral companies received digital base of Tbilisi for free from Mr Ebanoidze. The digital model to become basis of new principles of collaboration between the Agency and companies. The initial e-database of cadastral drafts will minimize lacks in plot area calculations and location surveys.

The Agency has introduced new models of regulations of cadastral activity today. The model implies certification of cadastral evaluators; accredited associations will be eligible to arrange qualification exams and issue certificates. Only the cadastral surveys of certified specialists to be accepted by the NAPR in future.  

The meeting is sponsored by the Swedish International Development Agency (SIDA) within the project “Assistance of Registration, Cadastral Management and Training in Georgia”.

Aged man died in the Medical Facility

Bidzina E. 72, has died in the Medical Facility of the Penitentiary Department of the Ministry of Justice.
Inmate was hospitalized from Prison #5 and diagnosed senile psychosis on January 29, 2007.
According to doctors’ information death was caused by cardiovascular collapse.
Mr E was accused of calculated homicide and detained on January 24, 2007.

Detainee died

Romeo M. has died in the Medical Facility of the Penitentiary Department of the Ministry of Justice.
Mr M suffered from brain fever, post craniocerebral injury period and intracranial hypertension.
According to preliminary information the death was caused by multiple organ failure developed after brain fever.
Mr M was accused of calculated homicide and illegal weapons’ bearing on August 29, 2006.

Marriage Bureau to recover function

 

The former Marriage Bureau in 2 Uznadze Street to return its main function. The Civil Registry Agency to renovate the returned location in nearest future.

The former Bureau has lost function in 1991 and was under temporary occupation of non-governmental organization according to Zaza Sukhishvili, Deputy Chairman of the Civil Registry Agency. Old function to the location was returned after Government’s decision and was handed over to the Civil Registry Agency of the Ministry of Justice.

The Agency acts to arrange new up-to-date wedding ceremonies. The couples will enjoy wide range of options.

The Bureau in Uznadze Street was opened in 1964 and acted until 1991. The Bureau managed to register 125 429 wedlocks.

For instance there are 3 Marriage Bureaus in Tbilisi including 28/21 Chakhrukhadze Street (Konka); 6 Rkinis Rigi (Meidan); 4 G. Abashidze Street (close to Sameba Cathedral).

First Deputy Minister of Justice met Estonian guest

Konstantine Korkelia, first deputy Minister of Justice met Keit Kasemets, Strategy Director of State Chancellery of the Republic of Estonia.
The parties discussed issues of assistance within the European Neighborhood Policy strategy. The law harmonization process to EU standards is significant for the Government of Georgia; therefore the Estonian experience is significant for the country, according to Mr Korkelia.
Mr Kasemets expressed readiness for bilateral cooperation. Estonian colleagues can arrange support of reforms of penitentiary, probation and enforcement systems. The support could be provided both within GEPLAC program and bilateral collaboration.

Consumptive died

 

Alexander G. has died in the Medical Facility of the Penitentiary Department of the Ministry of Justice.

Mr G suffered from left lung cavity tuberculosis, tuberculous pyopneumothorax of right lung and respiratory failure of II-III level.

According to preliminary information the death was caused by cardiopulmonary decompensation developed after tuberculous intoxication.

Mr G. was accused of thievery and illegal weapons’ bearing in 2005. He was sentenced to 6 years of imprisonment.

Temur K. has died in the Medical Facility of the Penitentiary Department of the Ministry of Justice.

Mr K suffered from duodenal ulcer and peritonitis.

Inmate was hospitalized from Prison #5 on February 11, 2007.

According to preliminary information the death was caused by cardiovascular collapse developed after general intoxication.

Identification documents’ reform facilitation is successful

 

The Ministry of Justice of Georgia has hosted presentation of the first phase of the “Civil Registry and Identification Documents’ Reform Facilitation Project”.

Administration of the Civil Registry Agency of the Ministry of Justice and representatives of the USAID, DFID and OSCE Mission to Georgia attended the event.

The project was launched in October 2005 and accomplishment of the first stage is planned on April 17, 2007. The Civil Registry Agency and OSCE Mission to Georgia are implementing the initiative.

According to Giorgi Vashakidze, manager of the “Civil Registry and Identification Documents’ Reform Facilitation Project”; the meeting featured work performed during the first stage of the implementation. Four main groups work for project including informational technologies, design consultants, digitalization and lawyers.

“The presentation addressed improvement of informational technologies, process of digitalization which implies creation of e-databases of civil acts and network between territorial bureaus; also renovating activity within the first stage of project” –Mr Vashakidze said.

The first phase of initiative implies trainings for the Agency employees and fostering public relations as well.

The reform consists of 4 phases and is to complete in 2009.

The National Archive launched restoration of Eucharist Prayer Book

The National Archive of the Ministry of Justice has launched restoration of Eucharist Prayer Book. The manuscript is dated back to 18th century and is unique document.
The dook has small format and is fulfilled on paper. The book has velvet cover. The Khutsuri script is used in text and Signuri in titles, but several pages are missing.
The manuscript has inscription with Mkhedruli: “David (Nicolas) Orbeliani little boy was born on September 18, Tuesday”. Regarding the inscription the book was property of the Orbeliani’s.
The document entered the National Archive in 1945 but it has never been restored. Currently the manuscript has 1st category damage. The velvet cover is harmed and injured.
The disinfection works have began in the lab of the Archive; the experts will process pages and cover later. The restoration works to take 10 months.

11 auctions to be held in Tbilisi Enforcement Bureau tomorrow

The Tbilisi Enforcement Bureau of the Enforcement Department of the Ministry of Justice to host 11 auctions on February 20, 2007 from 11 a.m. to 4 p.m.
In accordance with court verdicts lots include 10 houses and property of joint stock company ~Tbilisi Paper Mill”.

The Mtskheta bureau of the NAPR located in the Palace of Justice
 

The Mtskheta Registration Office of the National Agency of Public Registry has moved to newly renovated location. The building is allotted by local authorities to the Ministry of Justice for allocation of the Palace of Justice.

The office was restructured with support of German Reconstruction Bank (KfW) within the “Cadastre and Land Registration Project”. The office is equipped with up-to-date technologies.

The service has been improved in Mtskheta Office as well. The technical and software support has been arranged. The front office was separated from back one and citizens’ intervention in the working process was eliminated.

The KfW project implies renovation of 52 registration offices during the year 2007. New hardware and software to be installed; databases of documents will be created as well.

The project has already covered renovation of registration offices in Lagodekhi, Kvareli, Sagarejo, Telavi, Signagi, Gurjaani, Dedoplistskaro, Rustavi, Bolnisi, Gardabani and Tsalka.

The Public Reception of the Ministry of Justice to start receiving of applications on February 19. The Public Attorney Service of the Ministry of Justice of Georgia has made 19 vacancy announcements in Tbilisi Bureau.

The citizens with higher legal or appropriate education are eligible to participate in the contest. The candidates must have certificate of Attorneys’ Qualification Exam in criminal law and have minimum 1 year of working experience.

The deadline for submission of applications is March 2, 2007. The estimated monthly wage for attorneys is GEL 900.

Thomas Hammarberg surveyed detention facilities

Thomas Hammarberg, the Council of Europe Commissioner for Human Rights; Givi Mikanadze, Deputy Minister of Justice and Sozar Subari, the Ombudsman have visited Juvenile Educational and Medical facilities of the Penitentiary Department of the Ministry of Justice and #2 Rustavi prison.
Mr Mikanadze informed the Commissioner about fulfilled reforms in the penitentiary system and introduced upcoming developments.
“#2 Rustavi Prison was closed in spring 2006 due to requirements of the Council of Europe Anti-Torture Committee. The facility was renovated and I am happy that conditions are improved. I do hope the government will manage the same standards to be adhered in every penitentiary institution.” – Mr Hammarberg said.
The Commissioner has surveyed the shop where convicts can purchase various commodities.

“Mr Hammarberg has chosen the institutions himself. He was interested to call on juvenile and medical facilities” – Mr Mikanadze noted.
Mr Hammarberg arrived to Georgia for six day visit on February 12. His itinerary includes assessment of the human rights situation in the country.

The training of the NAPR employees continue

The employees of the territorial registration offices of Kaspi, Kareli, Khashuri, Gori, Kurta and Eredvi of the National Agency of Public Registry attended training in hotel “Kolkhi” in Tbilisi.
The training is aimed to introduce registration proceedings, land cadastre and new rules of record keeping.
The NAPR launched training on January 27, 2007 and employees of Sagarajo, Lagodekhi, Dedoplistskaro, Kvareli, Gurjaani, Telavi, Akhmeta, Marneuli, Kazbegi, Mtskheta, Akhalgori, Dusheti and Tianeti have already passed the courses.
The similar training will be arranged nationwide for staff of registration offices.
The seminar is supported by SIDA (Swedish International Development Agency) project “Assistance of Registration, Cadastral Management and Training in Georgia”.

The Public Attorney Service has announced contest

The Public Attorney Service of the Ministry of Justice of Georgia has made 19 vacancy announcements in Tbilisi Bureau.
The citizens with higher legal or appropriate education are eligible to participate in the contest. The candidates must have certificate of Attorneys’ Qualification Exam in criminal law and have minimum 1 year of working experience.
All interested candidates must apply to the Public Reception of the Ministry of Justice from February 19, 2007. The deadline for submission of applications is March 2, 2007. The estimated monthly wage for attorneys is GEL 900.
The contest to have one phase, according to Nino Tsukhishvili, Head of the Service the interviews will be held. The candidates to be evaluated due to professional education, qualifications and working experience.

About 400 000 records entered the e-data of the Civil Registry Agency

The Civil Registry Agency of the Ministry of Justice has arranged active work to create e-database of citizens’ photos. Currently the database contains about 400 000 records. The records used by the Agency so far have lacked the photo data.
According to Giorgi Vashadze, the Agency Chairman the design of e-data was launched in February 2006; while the new types of passports were implemented. The new passport allows the Agency to keep the record in the e-database during the document preparation process.
The Civil Registry Agency plans to complete the e-database in 2008 and the archive will contain 4 500 000 photos. The database is to ease the procedure of person identification and the process will take few seconds.

Administrative procedure implemented in the Civil Registry Agency

The Legal Office of the Civil Registry Agency has implemented administrative procedure in order to manage administrative claims of citizens.
In case of refusal from territorial units of the Agency citizens can appeal to the Legal Office. The claim can be recited and applicants are eligible to prove their requests.
According to Giorgi Gabrielashvili, head of the Legal Office the administrative procedure is smarter than court and is more useful.
The activity of the Civil Registry Agency covers passport service and registration of civil acts including certificates of birth, marriage, divorce, child adoption, death and etc.

Polish officials visited the National Archive

 

Anna Laszuk representative of the Ministry of Culture and National Heritage of Poland along with staff of the Polish Embassy in Georgia visited the National Archive of the Ministry of Justice of Georgia. Polish guests held meeting with Teona Iashvili, Head of the Archive. Parties discussed opportunities of bolstering bilateral relations and draft agreement between the archive bodies of two countries.

Georgian archive contains unique polish manuscripts and polish scholars have intention to explore them. The guests surveyed records dated back to XVI-XX centuries about Poland. The documents of XVI-XVII centuries invoked special interest; the manuscripts have never been translated or published in Georgia.

According to Ms Laszuk the joint projects could be implemented in research, restoration and publication areas.

The project to re-train female probationers

The Department of Non-custodial Punishments and Probation along with association “Junior Achievement Georgia” and “Woman and Business” perform joint project aimed to maintain socio-economic integration of female probationers. The project funded by the European Commission covers Tbilisi, Imereti and Kakheti.
According to the Department the objective of the initiative is support of female probationers and assistance of their professional re-training.
100 women to start special training “Start Your Business” in March. 80 women will participate in program starting in May and study for cook; barmen; waitress; stylist and hotel manager. 12 candidates will pass special tests and attend internationally recognized book-keeping courses.

First Deputy Minister of Justice met Greek Ambassador

Konstantine Korkelia, First Deputy Minister of Justice met Eleftherios Anghelopoulos, Extraordinary and Plenipotentiary Ambassador of Greece to Georgia.
Parties discussed issues of bilateral co-operation while implementation of the Criminal Justice Reform Strategy.
Mr Anghelopoulos talked about four year plan which implies support of Georgia. The program to be developed by Greek party in nearest future.
Mr Korkelia introduced details of the Criminal Justice Reform Strategy to the Ambassador. Deputy Minister addressed penitentiary reform and free legal service system development program during the meeting as well.

Georgian President visited DNA lab

 

Mikheil Saakashvili, President of Georgia visited the L. Samkharauli National Bureau of Forensic Expertise of the Ministry of Justice. He surveyed newly opened laboratories of DNA; Laboratory of General Chemistry and Oil Products’ Quality Control including narcotics test using hair; Auto-technical laboratory; Ballistic and fingerprint databases.
“We couldn’t even dream about such lab two years ago, today our dreams come true; we bridge over retardation, Georgia will be country to implement all state-of-the-art technologies soon.” Mr Saakashvili noted.
President of Georgia got in-depth information about the laboratories. “The DNA tests could be used to investigate old suspicious cases”. President mentioned examples of rechecked cases and released detainees.
Gia Kavtaradze, Minister of Justice has emphasized the importance of the DNA lab for criminalists in Georgia. “DNA never lies; the test guarantees 100 percent identification. The modern expertise is to become basis of judicial system”- Mr. Kavtaradze said.
The foreign experts participated in the establishment of the laboratory which was opened on January 30, 2007. The lab staff passed special curriculum in “Applied Biosystems” in the United Kingdom. The US Government supported Georgia to equip the laboratory.

The Chairman of the International Court of Arbitration visited the Ministry of Justice

Konstantine Korkelia, First Deputy Minister of Justice and Natia Mikeladze, head of the Department of Expertise of Agreements and Public Debt met professor Pierre Tercier, chairman of the International Court of Arbitration of the International Chamber of Commerce.
Parties discussed opportunities to enhance co-operation between the Ministry of Justice and the International Chamber of Commerce; issues of upgrading arbitration legislation were addressed during the meeting as well. The parties expressed desire to launch arbitration in Georgia with high investor confidence. Mr Tercier expressed readiness of the Chamber to support such initiative. The employees of the Ministry of Justice could pass special courses in the ICC.
The Chairman of the International Court of Arbitration of the International Chamber of Commerce will complete the visit on February 14.

The Information Bureau of Public Officials’ Property and Financial Declarations of the Ministry of Justice has launched web-site

The information about the Bureau of Public Officials’ Property and Financial Declarations of the Ministry of Justice is available at the internet resource of the body www.declaration.telenet.ge. The link is accessible from www.justice.gov.ge.
The web resource is aimed to improve openness and transparency of the Bureau. The site contains structure of the body, legislation about the activity; also terms and conditions of submission of declarations. The site provides information on possible sanctions and fines; other ongoing news are presented as well.
The forms of financial statements are available online. Government officials can print them and submit to the Bureau.

Probation trainers met Swedish expert

 

Jakob Glonti, head of the Training Center for Penitentiary and Probation and Per Bjorkgren, project coordinator from Swedish International Development Agency met trainers of the Center.
The participants summed up 2006 and discussed future plans.
The SIDA has launched 2 year project in March 2006 which supported re-training of penitentiary system personnel and the Center staff.
The Center maintained seven publications and arranged visits to Sweden, Lithuania, Estonia. Mr. Glonti introduced to Swedish expert newly renovated building were the up-to-date training center will start activity in September. The trainings will be held and cover entire staff of the penitentiary system; the Center will continue publishing activity as well.
Mr. Bjorkgren was pleased by achievements and expressed hope the Center to form as one of the leading educational institutions.

Detainee died

Igor S has died in the Medical Facility of Consumptives of the Penitentiary Department of the Ministry of Justice.
According to doctors’ preliminary information the death was caused by cardiovascular collapse developed after tuberculous intoxication.
Mr S was accused of creating unlawful assembly and attempted rape. He was sentenced to 11 years of imprisonment.

The Shida Kartli Probation Bureau managed to employee parolee

The Shida Kartli Bureau of the Department of Execution of Non-custodial Punishments and Probation of the Ministry of Justice supported employment of parolee.
The Bureau chief recommended Tengiz Jikaev, 55 to “Pulsi” enterprise in Gori. Mr Jikaev’s parole term is 3 years.

The Ministry of Justice bolstered international cooperation

The Department of International Legal Relations of the Ministry of Justice organized several international visits and fostered relations with foreign counterparts and international organizations in 2006.
According to Rusudan Tushuri, Head of the Department, 4048 letters were received concerning mutual legal assistance and the Department prepared 5023 answers during 2006.
The Department is responsible to answer requests of foreign countries/citizens concerning legal documents (civil acts, judicial requests and etc.) and in case of need request similar information from foreign countries.
For instance, the number of correspondence concerning mutual legal assistance has increased in comparison with 2005 (2973 requests and 1856 answers).
The boost in inquiries could be linked to procedure facilitation, according to Ms Tushuri. The Department elaborated new form of request in 2006; which covers all necessary requisites but does not need any further definitions.
The Department arranged more than ten international visits in 2006 including Minister’s visit to the Federal Republic of Germany; visit of the Delegation of the Venice Commission of the CoE to Georgia; visit of the Delegation of the Ministry of Justice of Latvia to Georgia; visit of the Minister of Justice of Georgia to Yerevan to attend the conference of Justice Ministers of the Council of Europe member States; visit of the Minister of Justice of Georgia to Moscow to attend conference of the Ministers of Justice and Internal Affairs of the CoE member States; the official visit of the Delegation of the Ministry to Romania; official visit of the Minister of Justice of Armenia to Georgia and etc.
The Memorandum of Understanding was concluded with The Ministries of Justice of Latvia and Armenian. The Ministry strengthened bilateral relations with Germany, Armenia and Romania (the Cooperation Agreements have been signed earlier).
The Ministry actively collaborated with international organizations in 2006. The Department elaborated the action plan (Rule of Law) within the European Neighborhood Policy; the projects “Support of the Reform of the Ministry of Justice” and “Penitentiary and Probation Reform” was started with the support of the Delegation of the European Commission to Georgia. The project “Support of the Civil and Administrative Legislation Reform” was launched. In 2006 the project “Assisstance to the Planing of the Strategy on Criminal Justice Reforms in Georgia” has completed activity.
Four round-table discussions with donor organizations were held in the Ministry in 2006. The meetings were aimed to foster cooperation, ensure transparency and improve project coordination.
The Department prepared legal opinion on 360 international treaties.

The Ministry of Justice of Georgia hosted seminar dedicated to equal rights and opportunities of disabled people. The meeting was organized by the Ministry in association with Georgian non-governmental Coalition for “Independent Living” and “Save the Children”. The USAID funded the seminar.
The arrangement was aimed to introduce and improve awareness of employees of the Ministry in problems of citizens with limited capacities.

The seminar dedicated to people with limited capacities to be held in the Ministry of Justice

Georgian Coalition for “Independent Living” in association with “Save the Children” to hold seminar for employees of the Ministry of Justice on February 10, 2007. Rights of people with disabilities are at the top of the seminar agenda.
The meeting is funded by the USAID.

Minister of Justice completed visit to Baku

Gia Kavtaradze, Minister of Justice of Georgia has completed his 2 day official visit to Azerbaijan.
The Delegation of the Ministry of Justice of Georgia held meetings with Ilham Aliev President of Azerbaijan; Justice Minister Fikret Mamedov; Chairman of the Supreme Court Ramiz Rzaev and Zakir Garalov Attorney General.
Mr Kavtaradze and Mr Aliev talked about trilateral agreement of Azerbaijan Georgia and Turkey concerning Baku-Tbilisi-Akhalkalaki-Kars railway. Parties emphasized the importance of bilateral co-operation on level of governmental agencies.
Ministers of Justice of two countries have signed the 2007 Co-operation Plan within bilateral agreement. The Plan contemplates arrangement of joint programs; sharing experience and fostering relations in penitentiary and forensic spheres.
Azeri counterparts have expressed interest to the newly launched biological (DNA) lab; Minister of Justice of Georgia has offered the service of researchers to foreign colleagues.

The Civil Registry Agency supports enrollees to get IDs

Heads of the territorial bureaus of the Civil Registry Agency of the Ministry of Justice hold intensive meetings with school directors and pupils of graduate classes. The Agency offers enrollees to receive IDs in time.
The Agency offers school directors to prepare list of graduating pupils. The Civil Registry is ready to provide schools with necessary forms and allow pupils to fill them on-site. The directors can prove photos of enrollees themselves. The resource centers of the Ministry of Education and Science maintains the meetings.
The special arrangements are aimed to ease ID receiving procedures for applicants of higher educational institutions. The IDs are necessary for registration for the Initial National Exams. The deadline of registration is March 25, 2007.
The IDs are free of charge on the 10th day of submission.

Justice Minister of Georgia met Ilham Aliev

Minister of Justice of Georgia met Ilham Aliev President of Azerbaijan within the official visit to Baku. Mr Kavtaradze held meetings with Justice Minister of Azerbaijan Fikret Mamedov; Chairman of the Supreme Court Ramiz Rzaev and Zakir Garalov Attorney General as well.
Mr Kavtaradze and Mr Aliev discussed bilateral legal relations. Ministers of Justice have signed 2007 Co-operation Programme within the bilateral agreement. The Programme contemplates implementation of joint projects; sharing experience and collaboration in penitentiary and forensic spheres.
Mr Kavtaradze has introduced ongoing reforms in the National Bureau of Forensic Expertise to Azeri counterparts, especially the newly implemented DNA lab and offered the service of criminalists to foreign partners. Justice Minister of Georgia informed his Azeri colleague about the Training Center of Penitentiary and Probation Service. In case of interest, he offered retraining courses for employees of the penal system of Azerbaijan.

189 conscripts to serve in guard of detention facility

The Department of Execution of Punishments of the Ministry of Justice has arranged special guard for 189 conscripts. The inductees have been sworn in today in #2 Rustavi prison. Orthodox priest took part in the ceremony and blessed conscripts.

Detainee died in the Medical Facility of the DEP

 

Ushangi G. 65, has died in the Medical Facility of the Department of Execution of Punishments of the Ministry of Justice of Georgia. He was hospitalized from #1 Rustavi prison on February 1, 2007.

Inmate suffered from cancer, cachexy, aphagia and carcinogenic intoxication. According to doctors the death was caused by cardiovascular collapse developed after carcinogenic intoxication.

Mr G. was accused of calculated homicide and sentenced to 15 years of imprisonment.

160 000 new records added to the archive of the Civil Registry Agency

The Civil Registry Agency of the Ministry of Justice of Georgia added about 160 000 records to e-database.
The implementation of the e-database of the Agency was launched in July 2006. The data already contains part of death certificates and records from Tbilisi archive dated from 1989 to 2004 and regional archives’ figures of 1994.
The e-database is aimed to cover civil acts back to 1921 from Tbilisi archive and back to 1928 from regions.
The birth certificates are next to enter the database. The civil acts on affiliations; child adoptions; marriages and divorces; change of name, surname and patronymic will be coordinated in the database as well.
The archive digitalization is part of the "Civil Registry and Identification Documents Reform Facilitation” project supported by the OSCE Mission to Georgia.

Minister of Justice visits Baku

The Delegation of the Ministry of Justice of Georgia headed by Minister Gia Kavtaradze is in Azerbaijan today. The official visit is initiated by the Azeri Minister of Justice.

The number of citizens changing name, family name and patronymic has increased

The number of citizens changing name, family name and patronymic has increased according to the data of the Civil Registry Agency of the Ministry of Justice.
1405 applications were submitted to the Agency with request to change name, last name or patronymic during 2006. The figure has increased on 439 in comparison with 2005 as Gvantsa Abesadze, head of the Division of Registration of Civil Acts of the Agency reported.
The boost of last name changes could be determined by significant facilitation of procedures. The procedure implied Minister of Justice to sign the order, while according to new rules the eligible person is the Chairman of the Civil Registry Agency. Meanwhile the Agency managed to implement courier service; which improved record keeping within the Agency units. The Civil Registry used postal service before and proceedings required much more time.
Few trends have marked out including citizens wishing to get family names of step-parents or direct relatives (mother, grandmother or grandfather); also citizens wishing to receive family name of spouse or have joint name, if procedure was not held during the marriage registration. The majority of citizens choosing spouse’s surname are women, but in 2006 ten men applied to get surnames of female spouses.
The name changing procedure does not require renovation of personal number of the citizen as Ms Abesadze noted. The personal number is issued to the citizen at 16 and remains unchanged until the death.

Informational service room operates in the Tbilisi Registration Office

The Tbilisi Registration Office of the National Agency of Public Registry of the Ministry of Justice has launched the service room 3 months ago. About 6000 consumers enjoyed the service since.
The service room is mainly focused on support of any applicant filed a registration application in the NAPR, but the registration process is suspended.
The citizens could meet registrars personally and request information about the case. The registrars provide consumers with in-depth information concerning procedural obstacles and offer ways of problem solving in order to complete registration process successfully.

Justice Minister met UNICEF representatives

 

Minister of Justice Gia Kavtaradze met representatives of the United Nations Children’s Fund (UNICEF) Johanna Barberries and Maia Kuparadze.

The juvenile justice issues were at the top of the meeting agenda.

Mr Kavtaradze offered to discuss juvenile justice projects in the Criminal Justice Reform Strategy. The strategy is supervised by the governmental Commission chaired by PM Zurab Nogaideli.

Minister of Justice to visit Baku

The Delegation of the Ministry of Justice of Georgia headed by Minister Gia Kavtaradze to visit Azerbaijan on February 8, 2007. The official visit is initiated by the Azeri Minister of Justice.
Deputy Minister Givi Mikanadze; Mamuka Mamaladze, head of the Levan Samkharauli National Forensics Bureau and Tea Kimeridze head of the Press and Public Relations Department are among members of the Delegation.
The meetings with Justice Minister of Azerbaijan Fikret Mamedov; Chairman of the Supreme Court Ramiz Rzaev and Zakir Garalov Attorney General of the Republic of Azerbaijan top the visit agenda on February 8.
Minister Kavtaradze and Minister Mamadov will sign the cooperation programme in order to implement the Agreement on Cooperation between the Ministry of Justice of Georgia and the Ministry of Justice of the Republic of Azerbaijan done on 22 March 2000.

The Ministry of Justice held sum up meeting in Bakuriani

The Ministry of Justice along with European Commission sponsored projects “Support of the Reform of the MoJ” and “Penitentiary and Probation Reform” organized field-trip in Bakuriani during February 1-4.
Justice Minister Gia Kavtaradze chaired the meeting. Heads of each structural units and legal entities of the Ministry summed up the activity performed during 2006 and introduced plans for 2007 year.
The meeting showed that the main priorities of the MoJ in 2006 were facilitation of procedures for citizens, activation of lawmaking process, fostering reforms of penitentiary, enforcement and non-custodial punishment systems. Significant reforms were launched in the National Archive and National Bureau of Forensic Expertise. The Ministry managed to activate co-operation with donor organizations and foreign counterparts as well.
Increased budget of the Ministry of Justice will support sustainable maintenance of launched reforms in 2007. The Justice Palaces  (first Palace was launched in Azhara, Zemo Abkhazia in September 2006) to remain as part of rural area initiative. The structural reorganization of the Ministry is planned to be completed during 2007 within the EC project “Support of the Reform of the MoJ”.

About 3500 citizens used the NAPR telephone sevice


About 3500 citizens used the telephone service of the National Agency of Public Registry in January.
The line was launched in December 2006 and has served 7500 interested parties so far.
The new service reduced the number of people to the Tbilisi Registration Office and somewhat solved queue problems.
Any physical and legal person, who has filed a registration application in NAPR and is interested to obtain information regarding its status, may call on 48333 and get the needed information, namely, whether the ownership right is already registered, or registration is suspended or is refused. He also is informed about the reason for suspension of refusal.
After completion of registration proceedings the operator provides citizens with information.
The similar information is available through the “Application Filing and Rights Registration” software at www.reestri.gov.ge or www.napr.gov.ge.

Juvenile inmates to attend match Georgia vs. Turkey

Minister of Justice Gia Kavtaradze; Nodar Akhalkatsi, President of Georgian Football Federation; Klaus Toppmoller coach of Georgia’s National squad; footballers Zurab Khizanishvili and David Mujiri have visited Juvenile Educational Facility of the Penitentiary Department of the Ministry of Justice.
Juvenile detainees received tickets for international friendly match, balls, t-shirts and books about football from the Federation.
10 inmates from the Facility to visit Georgia’s friendly on February 7, 2007. Ten young detainees attended the match Georgia vs. Italy on October 11, 2006.
Mr Kavtaradze appreciated the Federation for “contribution to re-socialization of juveniles”. Mr Toppmoller was excited with playing ground he marked that “even squad members dreamed of such field in childhood. I hope you to return to society and may be play the big football”.
Footballers Zurab Khizanishvili and David Mujiri organized symbolic match. The score was  1:0 in favour of Zurab Khizanishvili team.

E-record keeping implemented in the NAPR

The newly developed software was implemented in the National Agency of Public Registry of the Ministry of Justice. The software developed by the IT service facilitates record keeping procedures, including distribution and redirection of documents to appropriate structural units. The software is also supported with storing and search system.
The innovation facilitated record keeping procedures according to NAPR experts. The software eased to define monthly statistical data of provided service and improved Agency management as well.

The convict found hung

Levan Alelishvili was found hung in prison #6 in Rustavi. The monitoring officer of the prison was the first to discover casualty. According to preliminary investigation Mr. Alelishvili committed suicide.
The Investigation office of the Penitentiary Department investigated the case. The forensic expertise of the corps and site of incident was carried out.
Mr. Alelishvili was arrested on February 1, 2007 and was accused of drug related offence (Criminal code of Georgia, Article 260, part II). He was sentenced to 2 month pre-trial detention.

About 50 probationers employed in 2006

The Department of Non-custodial Punishments and Probation of the Ministry of Justice through its regional bureaus employed about 50 probationers during 2006.
The Kvemo Kartli probation bureau placed homeless person in old people’s home in Rustavi. The Samegrelo Zemo-Svaneti bureau managed to provide parolee with living area in Zugdidi.
The Ministry of Justice signed Agreement with the Orthodox Church of Georgia on March 1, 2006. The Agreement implies co-operation in order to foster re-socialization and rehabilitation of non-custodial convicts. Dozens of probationers were involved in construction activities of churches and are employed in farms attached to churches.
According to the information submitted by the Department in 2006 there were 9 558 probationers including 8 668 convicted, 558 parolees, 10 respites, and 322 released convicts with probation terms.
