Retraining of personnel completed

 

The Training Center for the Penitentiary and Probation Service completed retraining of personnel of #5 Women and Juvenile Prison. 165 staff members were involved in the event and final tests were held. 157 participants received certificates, while 8 failed to obtain qualification proofs.

Sandro Iashvili was granted Georgian citizenship

 

Mikheil Saakashvili, President of Georgia granted Georgian citizenship to Mr Sandro Iashvili, according to the conclusion of the Department of Citizens and Migration of the Ministry of Justice of Georgia. Sandro Iashvili is 13 and currently lives in Greece.

Mr Iashvili applied for citizenship last month and asked President’s support. The representatives of the Ministry explained advantage of granting citizenship, due to lack of determination requirements.

The Department of Citizens and Migration took into consideration that Sandro Iashvili is orphan; he has achievements in sport and education, therefore special board granted citizenship to Mr Iashvili and transmitted to President for approval.

President of Georgia signed the order on August 30, 2006. Sandro Iashvili will get Georgian passport soon.

36 candidates to participate in notary competition

The Minister of Justice set September 7, 2006 to be date of notary competition.
The submission of documents started on August 7 and August 30 was deadline; 36 applicants have submitted applications.
Following documents were required for submission:
1. Application form (available at the reception);
2. Autobiography;
3. Legalized abstract of record from a work-book;
4. Notary qualification Exam certificate.

Deputy Minister to meet directors of penal facilities

Mr Mikanadze, Deputy Minister; Mr Arsoshvili, head of Penitentiary System Reform, Monitoring and Medical Supervision Department and Mr Glonti, head of Training Center for the Penitentiary and Probation Service have left for Kutaisi today. The delegation to meet and discuss draft Code on Imprisonment with directors of Kutaisi #2 and Geguti #8 penal facilities and heads of Batumi #3 and Zugdidi #4 prisons.
Currently the Ministry is working on the draft Code; also consultations are held with acting professionals. Later the draft law would be examined by the governmental task force on facilitation of legal reforms, supervised by the Prime Minister.
The task force will transmit the draft project to the Government and later the Parliament will discuss it.

Project financed by the European Commission has started today

The project launched in the Ministry of Justice of Georgia is aimed to support legal and administrative reform in Georgia, through implementation of new management system. During 18 months ad hoc team to arrange special recommendations in order to foster efficiency of the Ministry.
The budget is EUR 1 500 000. Six foreign experts are involved in the project, their recommendations to facilitate creation of initial strategy and policy of the ministry, also improve human resources management and increase institutional efficiency of budget planning and assist Civil Registry reform.
The project implies evaluation of the management system of the Ministry, personnel training, investing activity and etc.

Imereti Enforcement Bureau did not violate law

“The eviction of the TV Company “Rioni” was legal act. Neither the company staff nor foreign citizen (neighbor of Company) were victims of violence.” - Mr Kharabadze, head of the Imereti Enforcement Bureau has announced today at the press conference. The incident took place in 6/2a Bukhaidze Street in Kutaisi yesterday.
The eviction was based on enforcement order issued by the Kutaisi City Court on January 30, 2002. The court satisfied Mr Kobuladze’s claim to evict TV Company from abovementioned address.
Due to incorrect interpretation of the enforcement procedure the Bureau administration has held press conference today.

Illegal garages demounted

 

Bailiffs of the Tbilisi Enforcement Bureau have overseen demounting of illegal garages in 16 Kazbegi Street. Garages’ owner “Zimo” Ltd began demounting voluntarily, the parking facility lacked permission and project.

The Supervision Body of Tbilisi City Hall issued the enforcement order on August 11, 2006. The Tbilisi Enforcement Bureau was ordered to demount illegal garages and fine “Zimo” Ltd for GEL 6000. The company already transferred the fine to the budget.

Demounting process was free of outrage.

GEL 805 432 budget income

36 676 law enforcement cases were under way at bureaus of the Enforcement Department in July 2006. 1462 cases were dismissed, 3103 completed 11 of them in budget favor.
The total amount transferred to the state budget was GEL 805 432.18 including: GEL 143754.49 from Tbilisi Enforcement Bureau; GEL 31716.6 - Kakheti Enforcement Bureau; GEL 71899.16 – Kvemo Kartli; GEL 3778 – Samtskhe-Javakheti; GEL 15783 Mtskheta-Mtianeti; GEL 467 787 - Imereti; GEL 1796.6 – Guria; GEL 26742 – Racha-Lechkhumi and Kvemo Svaneti; GEL 18250.33 – Samegrelo and Zemo Svaneti and GEL 23925 from Ajara.

Detainee died in TSMU clinic

 

Mr Maisurdze (29) died on August 22 in the clinic of the Tbilisi State Medical University. He was hospitalized to the medical facility of the Department of Execution of Punishment on July 4, 2006. After deterioration he was transmitted to the clinic of the Tbilisi State Medical University. The medical examination diagnosed neurocirculatory dystonia, cardiac depression and drug coma of unknown etiology; also asphyxia, Mendelson's syndrome and respiratory failure.

The Operative Department of the Ministry of Internal Affairs arrested Mr Maisurdze on February 21, 2006 for drug related offence.

Test samples published for penitentiary system staff

The Training Centre of Penitentiary and Probation with support of the OSCE has published test samples of the qualification exams for penitentiary system staff.
The tests to be held after the staff attends basic training program.
The tests are composed according to syllabus and include both Georgian and international regulations of the penitentiary system.

Nadzaladevi Branch of Civil Register Agency opened

The Nadzaladevi Branch of the Civil Register Agency has opened today. The Minister of Justice, representatives of the Ministry and the Embassy of Greece in Georgia attended the event.
The office is located in 3a Block, #34 Tsotne Dadiani Street and was launched and equipped with financial support of the Government of Greece.
Mr Kavtaradze emphasized the importance of high-level service of citizens. The Nadzaladevi Branch is third modernly equipped office in Tbilisi after Vake and Saburtalo. He also noted that modernized offices are already launched in Rustavi, Batumi, Kutaisi, Marneuli and Bolnisi. Similar offices to cover every district of Tbilisi, also the implementation of the Palaces of Justice planned nationwide. The Palace to unite all bodies acting under the supervision of the Ministry of Justice.
The first stage of the Civil Register Reform focused on service improvement; now it is aimed to unite all bodies into single building.
The facilitation of proceedings also important; the Ministry managed to abolish territorial restrictions.
Therefore, short-terms are established for IDs and passports. According to levy the documents could be received on the day of submission, in 24 hours term, third or fifth day. 10 days - the ordinary term for passport; while the ID is free of charge. Citizens are allowed to own several passports; 48 page passports to be available soon.

Courier service available in Guria, Shida and Kvemo Kartli

The Civil Register Agency launched courier service in Guria, Shida and Kvemo Kartli territorial entities.
Similar service already operates in Kakheti, Ajara, Imereti and Samegrelo.
The service allows citizens to get IDs and passports locally. There is no need to travel to regional centers.
Mr Kavtaradze initiated the implementation of service after regional monitoring.
Kakheti was the first region to launch service in April 2006.

Convict died at National Center of Oncology

Ms Jikia (60) died at the National Center of Oncology on August 18, 2006. She was hospitalized from Women and Juvenile prison of the Department of Execution and Punishment on August 4, 2006. The diagnoses were diabetes, III level obesity, cardiac decompensation and cancer.
Ms Jikia underwent surgery on August 14, 2006. Death was caused by post surgical pulmonary thromboembolism.

Peace Corps volunteers granted temporary residence permissions

 

 

The official ceremony to swear in 47 volunteers of Peace Corps Georgia held today in Theatre Rustaveli. Representatives of the Department of Citizens and Migration of the Ministry of Justice of Georgia have granted them temporary residence permissions.

Peace Corps volunteers arrived for the first time to Georgia in 2001. This group is the sixth in Georgia to swear in.

The temporary residence permissions are granted to foreigners since July 1, 2006. More than 400 foreign citizens got the permissions so far.

The manual of normative acts concerning penal system is published


The Training Center for the Penitentiary and Probation Service of the Ministry of Justice of Georgia with support of NORLAG published almanac of normative acts of penal system.
The manual contains all local and international acts concerning penal system, according to Mr Glonti’s information.
1000 copies of edition are published. The almanac was distributed to the personnel of #3 Batumi, #4 Zugdidi, and #5 Tbilisi women and juvenile prisons; prison-keepers have attended special basic trainings at the Center.

Task force of the Ministry of Justice of Georgia approved by the Minister is checking notaries in Guria and Samegrelo. The monitoring is aimed to reveal infringements; in case of violations disciplinary liability to be claimed.

13 income statements demanded from the Information Bureau of Public Officials’ Property and Financial Declarations from August 1 to 15.
For instance the figure of the same period last month was 10 inquiries concerning 16 declarants.

Mr Kavtaradze and Deputy Minister Mr Mikanadze were rewarded by the Professional Association of Public Officials.
The Honorable Certificate was awarded to Mr Kavtaradze and Mr Mikanadze for contribution to social partnership improvement, innovations in public service and arrangement of additional social guarantees for public officials.
The Certificate is signed by Professional Association Chairman Mr Mgeladze.

Seminar for Notaries opened in Zugdudi

Two day seminar concerning co-operation between notaries, Public Register and Tax Department has opened in Zugdidi.
Ms Khoperia, head of the Chamber of Notary opened the event. Ms Kometiani, head of Notary Department of the Ministry of Justice of Georgia, 30 notaries from Guria and Samegrelo regions along with representatives of Public Register and Tax Department take part in the seminar.
The notarial registration of ownership and competences of Public Register and Tax Department and other related problems are at the top of seminar agenda.

Mr Tskhviravashvili (24) died in the Center of Sepsis; he was hospitalized on August 11, 2006 from #5 prison.

Cardiovascular collapse caused fatality.

Mr Tskhviravashvili was detained on July 22, 2006.

Tbilisi Bureau of Technical Inventory to move to Agmashenebeli Avenue

Tbilisi Bureau of Technical Inventory will move to 89/24 Agmashenebeli Avenue, to the Tbilisi Registration Office.
Regarding President’s Decree of October 4, 2004 all acting bureaus of technical inventory in Georgia were eliminated. The information store and archive was transmitted to National Agency of Public Registry.
New location of the Bureau will facilitate the service of Tbilisi Registration Office both for natural persons and legal entities.
The electronic database of information store and archive to be created within the USAID financed “Business Climate Reform Project”. The modernization will complete next year.
After accomplishment of Tbilisi Bureau the electronic database of information store and archive to be created nationwide.

Recommendations elaborated for heat wave

Mr Kavtaradze, Minister; Mr Mikanadze, Deputy Minister and Mr Arsoshvili head of the Penitentiary System Reform, Monitoring and Medical Supervision Department elaborated and discussed special recommendations during the special meeting in the Ministry of Justice of Georgia. Mr Arsoshvili offered recommendations concerning cell aeration, also to allow inmates to have frequent showers and etc. The proposals are sent to prison administrations.
According to the Department representatives the iron shutters are already removed, ventilators distributed. The authorities manage to provide permanent water-supply for prisons.

Medical Examination completed in Batumi

The results of medical examination held in #3 Batumi prison to be identified in 2 weeks. The Ministry of Justice and the Ministry of Labor, Social Security and Healthcare of Georgia along with International Red Cross Committee had launched medical examination in order of early detection of tuberculosis on August 2. The procedure has completed have been opened. The medical facility was built and repaired with joint efforts of the Ministry of Justice and International Red Cross Committee.
The first stage of examination implied about 600 detainees to complete questionnaires. According to test analysis doctors found 97 suspicious cases. All these cases to be rechecked using bacterioscopy.
The DOTS strategy of World Health Organization to be adopted for treatment of all consumptives.

Several important draft laws to be completed soon

The Ministry of Justice of Georgia to complete several important draft projects in August. The projects to be sent to the Judicial Reforms task force headed by the Prime Minister.
The list includes following draft laws on: “Rules of Non-custodial Punishment and Probation”; “Custodial Code”; “National Archive and Backlog”; “Conflict of Interests among Government Officials and Corruption”; also amendments to Law of Georgia on “Agricultural quarantine”; “Law on Notary”; “Law on Enforcement Proceedings”.
After task force conclusion the draft laws will be examined by government and then Parliament to discuss them.

The majority of decedent convicts suffered from cardiovascular diseases

9 convicts died in facilities of the Department of Execution of Punishment in August.
Majority of them suffered from cardiovascular diseases - said Mr Mikanadze, Deputy Minister during the press briefing in the Ministry.
According to his information age of deceased detainees was from 40 to 50. The Ministry of Justice of Georgia provides detailed examination of every fact, also forensic expertise to be held in every case. Deputy Minister condemned speculations regarding casualties.
Mr Mikanadze informed about emergency measures taken in case of high temperature. Every ward of #1 and #5 prisons in Tbilisi is equipped with 2 ventilators. The Department of Execution of Punishment manages 24 hour medical monitoring and water supply. Iron shutters are removed from windows in order to improve air distribution. The administration works to combat overloading problem in wards. The launch of new #2 facility in Rustavi is planned soon. The prison can hold 1000 convicts. Also the prison construction is underway in Tbilisi suburb.
Therefore, extraordinary meeting concerning penal system problems has been held at the Ministry of Justice of Georgia. Mr Kavtaradze, Minister; Mr Mikanadze, Deputy Minister and Mr Arsoshvili head of the Penitentiary System Reform, Monitoring and Medical Supervision Department discussed several problems.
The Minister ordered Mr Arsoshvili to assess situation and investigate the effectiveness of adopted measures and implement additional arrangements.
The daily meetings to continue until hot weather conditions remain in country; also the reason of increased death rate in penal facilities to be analyzed.

Tbilisi office of National Public Register Agency has new head. Mr Ebanoidze, head of National Public Register Agency has introduced Ms Genrieta Mumladze to staff of Tbilisi office of National Public Register Agency.
Former head Ms Bakhtadze resigned several days ago.

The activity of Guria territorial entities assessed as “normal”

Mr Mikanadze, Deputy Minister of Justice completed monitoring of territorial entities of Ministry in Ozurgeti, Lanchkhuti and Chokhatauri.
Deputy Minister met local population and authorities. The service of territorial entities contents citizens. Mr Mikanadze pointed to absence of queues in offices despite the large number of citizens using the service.
Local authorities assured Deputy Minister to find appropriate building for the Palace of Justice in the region.
Following bodies are under supervision of the Ministry of Justice: Civil Register Agency; Enforcement Department; Department of Enforcement of Non-custodial Punishment and Probation and Notary.

The submission of applications is underway at Ministry of Justice of candidates interested in Monitoring Commission membership. Commissions to be adopted in every penal facility, including:

Deadline for submission is August 20, 2006.
The monitoring commissions have been already launched in Kutaisi, Batumi and Zugdidi prisons. Among 10 members of each commission are representatives of human rights watchdog non-governmental organizations, local authorities and clerics.

Emergency measures to be adopted in prisons

 

Extraordinary meeting concerning penal system problems has been held at the Ministry of Justice of Georgia. Mr Kavtaradze, Minister; Mr Mikanadze, Deputy Minister and Mr Arsoshvili head of the Penitentiary System Reform, Monitoring and Medical Supervision Department discussed emergency measures to be adopted in punishment facilities due to high temperature; also the increased death rate among convicts was considered.

The Minister ordered Mr Arsoshvili to assess situation and investigate the effectiveness of adopted measures and implement additional arrangements.

The daily meetings to continue until hot weather conditions remain in country; also the reason of increased death rate in penal facilities is analyzed.

The record number of passports issued in July

According to the Civil Register Agency statistical data 62 237 passports and 30 160 IDs are issued in July. The figures are all-time high, the fluctuations were from 8 000 to 26 000 so far.
10 days – new term for both IDs and passports. Many citizens benefited from short-term service implementation, since February 2006. This service was used by following number of citizens in order to obtain IDs: 3560 received the document on day of submission, 1897 after 24 hours, 7419 after 3 days, 4666 after 5 days; meanwhile 687 passports issued on the day of submission, 337 after 24 hours, 1593 after 3 days and 5129 citizens paid extra state due for 5 day term.

Zugdidi to host Notary Seminar

 

The Chamber of Notary of Georgia to arrange seminar on August 12 in Zugdidi; the event is aimed to improve coordination between Public Register, Tax Department and Notaries.

The notarial registration of ownership and competences of Public Register and Tax Department and other related problems are at the top of seminar agenda.

Approximately 30 notaries from Samegrelo and Guria regions along with representatives of Ministry of Justice of Georgia, Chamber of Notary, Public Register and Tax Department to take part in the seminar.

Cardiovascular collapse caused detainees death

Mr Ianikov (71) died in medical facility of the Department of Execution of Punishment.
Convict was hospitalized from #7 Ksani prison on May 9, 2006. The diagnosis was enteric infection and atherosclerotic encephalitis. Medical examination showed soft tissues in brain.
According to preliminary information Mr Ianikov’s death was caused by cardiovascular collapse.
Convict was detained on December 5, 2003 and was imprisoned for 15 years for calculated homicide.

Convict victim of internal hemorrhage

Mr Chichua (54) died in the ambulance on the way to medical facility of the Department of Execution of Punishment; after state of coma he was hospitalized from #5 prison.
Temur Chichua was detained for drug related offensive on August 4, 2006.

Detainee died in medical facility

Mr Shavshishvili (41) died on August 8, 2006 at 23:00 in the medical facility of the Department of Execution of Punishment. He was urgently hospitalized from #5 prison on August 8.
The medical examination showed brain tumefaction and unknown etiology state of coma. According to preliminary information death was caused by cardiovascular collapse.
Kakhaber Shavshishvili was detained by field service of the Ministry of Internal Affairs for drug related offensive on June 13, 2006.

Minister of Justice met Ambassador of the Islamic Republic of Iran

Mr Kavtaradze has met Extraordinary and Plenipotentiary Ambassador of Islamic Republic of Iran to Georgia H.E. Mojtaba Dameerchilu.
Parties discussed importance of bilateral agreement in field of legal relations. H.E. Dameerchilu talked about legal obstacles Iranian citizens face in Georgia; Mr Kavtaradze assured to provide assistance in clarification of the issue.
Minister of Justice introduced main directions of activity and the importance of the Ministry.

The Minister of Justice met OSCE officials

Mr Kavtaradze, Ministry of Justice and Mr Korkelia, Deputy Minister met Mr Reeve, head of OSCE Mission to Georgia and Ms Marshan, Mission representative.
The Civil Register system reform, outcomes of notary qualification exam and draft law on “Free Legal Assistance” were at the top of the meeting agenda.
Mr Kavtaradze appreciated guests for close co-operation and emphasized the importance of assistance provided in organization of notary qualification exam. He expressed hope of further reciprocal collaboration.
Mr Kavtaradze considered that draft law on “Free Legal Assistance” will be examined by the Parliament soon.
OSCE Financial assistance in creation of Palaces of Justice was also discussed.
Mr Reeve offered to organize conference concerning human rights situation in breakaway regions of Georgia. The initiative was supported by both parties.

Officer of probation detained for bribery

Mr Ramziashvili was detained during joint operation of the Ministry of Justice and Constitutional Security Department of the Ministry of Internal Affairs. Detainee is representative of the Department of Non-custodial Punishment and Probation of the Ministry of Justice of Georgia.
According to investigation officer of probation of Kareli bureau was arrested for bribery. He drew out money from probationer instead of facilitations.
Mr Arakishvili, head of the Department of Non-custodial Punishment and Probation noted the vital role of co-operation between Ministries in case of combating corruption. Every staff member involved in illegal actions to be punished rigidly, he added.

Inspection of territorial entities underway

 

The Ministry of Justice of Georgia continues inspection of territorial entities. Mr Mikanadze, Deputy Minister has left for Guria today to hold 3 day inspection and get acquainted to local problems.

Local population will meet Deputy Minister and assess work of territorial entities.

The Ministry already provided inspection of several entities in Samegrelo, Kakheti, Shida Kartli, Kvemo Kartli, Mtskheta-Mtianeti, Samtskhe-Javakheti and Ajara. Inspections helped to solve number of technical problems in various regions. In case of maladministration several officials were discharged.

Following bodies are under subordination of the Ministry of Justice of Georgia:

The Civil Register Agency, the National Agency of Public Register, the Enforcement Department, the Department of Non-custodial Punishment and Probation, State Registration Bodies and Notaries.

Attempt of escape from Kutaisi prison restrained

Personnel of #2 Kutaisi prison of high security of the Department of Enforcement discovered 8 meters length tunnel in ward #211.
According to sources in Department four convicts of ward #211 were planning to escape through 35 meters length tunnel. They already dug 8 meters tunnel using effluent disposal line of their water closet.
All four inmates of the ward #211 are suspected in escape attempt: Besik Gogolashvili, Mikheil Gelashvili, Nugzar Lazarishvili and Alexander Kiknadze (the latter is sentenced for calculated homicide). According to preliminary information table fragments were used for digging and 25 convicts planned to escape along with diggers.
The investigative action is launched for escape attempt by the Department of Investigation of the Ministry of Justice of Georgia.

The Ministry of Justice to inspect notaries

Mr Kavtaradze, the Minister of Justice of Georgia approved task force to inspect notaries; currently Tbilisi bureaus are inspected.
The Notary Department of the Ministry informed inspections in Guria and Samegrelo regions to start on August 14.
The monitoring is aimed to reveal possible legal abuses during proceedings. In case of delicts disciplinary actions to be lodged.

Lungs hyperinflation cause of fatality

Mr Vepkhia Shukakidze (31) died in the Medical Facility of the Department of Enforcement.
Mr Shukakidze was hospitalized on July 7, 2006 in state of coma. The death was caused by unidentified aetiology cardiovascular collapse and lungs hyperinflation.
Mr Shukakidze was detained on June 26, 2006 for shipment of excisable products without excise by financial police.

Detainee victim of tuberculosis

Mr Kakha Benashvili (32) died on August 7, 2006 in National Center for Tuberculosis and Lung Diseases. The diagnosis was infiltrative tuberculosis along with tuberculous meningoencephalitis.
Mr Benashvili was detained for thievery and illegal possession of weapons. In June 2006 consumptive was hospitalized to medical facility of the Department of Enforcement, and later to National Center for Tuberculosis and Lung Diseases.

Palace of Justice to be launched in Kodori in September

Mr Kavtaradze, Minister of Justice of Georgia and Mr Akishbaia, head of Government of Autonomous Republic of Abkhazia have held joint press-conference today concerning issues of Palace of Justice implementation in Kodori. First Palace of Justice will be launched in Kodori in September 2006.
According to Mr Kavtaradze territorial entities of the Civil and Public Registers’; also bureau of Registration of Normative Acts and Notary service to be opened. The Departments of Non-custodial Punishment and Probation and Enforcement to be opened in case of need.
Mr Akishbaia considered that implementation of this project would encourage social and economic development in gorge; moreover local population to be employed in the Palace of Justice.
Mr Kavtaradze hopes the state institutions to function at their full capacity in Kodori soon.

Detainee died in Batumi prison

Mr Anzor Chkhaidze (46) died in #3 Batumi prison on August 6.
Cardiovascular collapse caused death according to expert’s preliminary report.
Mr Chkhaidze detained for thievery was transmitted to #3 Batumi prison on August 3, 2006.

Express delivery launched in Samegrelo

Samegrelo Regional bureau of the Civil Register Agency has launched currier service in order to facilitate passport delivery system in region.
Before innovation the citizens were obliged to travel to regional center in order to get passports.
The analogous arrangement is already underway in Kakheti, Imereti and Ajara. The Civil Register Agency to implement express delivery nationwide.
The Agency is aimed to facilitate service and already arranged several innovations; citizens can obtain documents in short-term; territorial and quantitative restrictions are abolished and etc.

Detainee injured during offensive died

Convict, Mr Jabanishvili (16) has died this morning in the center of emergency medicine “ALSS”. The death was caused by gunshot wound in lung area during offensive.
According to preliminary information Mr Jabanishvili was detained in Borjomi on July 21, 2006 after offering resistance to police. He was sentenced to pretrial incarceration on July 22 and hospitalized to Tbilisi for further treatment.
Mr Jabanishvili was detained for thievery.

Sports t-shirts for juvenile detainees

The Penitentiary Reform, Monitoring and Medical Supervision Department of the Ministry of Justice of Georgia delivered presents from UNICEF to juvenile inmates of the #5 women and juvenile prison.
107 detainees of juvenile prison and 57 inmates of juvenile correctional facility received sports t-shirts.
Mr Arsoshvili, head of the Penitentiary Reform, Monitoring and Medical Supervision Department noted that co-operation with UNICEF will continue and similar arrangements to be held.

Convict became victim of cancer

Mr Mamaulashvili has died this morning in the medical facility of the Department of Enforcement.
He was detained on December 14, 2005 and was hospitalized on December 18. Mr Mamaulashvili suffered from IV level cancer; according to preliminary information sharp carcinogenic intoxication brought on cardiovascular collapse and caused the death.
He was detained for drug related offence.

September 7, 2006 set to be date of notary competition

Mr Kavtaradze, Minister of Justice of Georgia approved September 7 to be date of notary competition. 17 job vacancies announced.
All candidates who passed notary qualification exams are entitled to participate. Submission of documents to start on August 7 from 11:00 a.m. to 17:00 p.m. (break 13:00 p.m. to 14:00 p.m.) everyday except weekends.
Deadline for applications is August 30, 2006.

New prison to be launched in Rustavi

 

Former #2 Rustavi prison to be renovated. Mr Kavtaradze – Minister of Justice, Deputy Ministers Mr Mikanadze and Mr Gelovani along with Mr Akhalaia – head of Department of Enforcement visited the building yard of new prison.

Building activities began several months ago. The facility assigned for 2000 convicts will be ready to receive 1000 inmates in the end of August; although the whole activities to be completed until the end of 2006. An old facility was colonial while the new one to be cell-like.

Mr Kavtaradze expressed satisfaction “#2 Kutaisi and #6 Rustavi facilities already meet international requirements” he stated “the work to continue and every prison in Georgia to be rehabilitated according to the international standards”.

Mr Akhalaia noted to improved security standards of new facility.

Convicts undergo medical examination in Batumi

 

Joint conference of the Ministry of Justice and the Ministry of Labor, Social Security and Healthcare of Georgia along with International Red Cross Committee has launched medical examination in #3 Batumi prison, in order of early detection of tuberculosis.

The first stage of examination implies all 610 detainees to fill special questionnaires. All suspicious cases will be checked under bacterioscopy. The DOTS strategy of World Health Organization to be adopted for treatment of all consumptives.

After the completion of examination isolation wards will open. The medical facility was built and repaired with joint efforts of the Ministry of Justice and International Red Cross Committee.

Drug intoxication reason of death

Mr Geliashvili (42) died at the I. Javakhishvili TSU hospital yesterday. Drug intoxication caused fatality. On July 14, 2006 detainee was urgently hospitalized to the medical facility of the Department of Enforcement from #5 Prison, but on July 16 due to deterioration he was transferred to I. Javakhishvili TSU hospital.
Mr Geliashvili was detained on June 12, 2006 for drug related offence by patrol force.

Apartments sold at auction

Apartment in 4 Didube Street sold for 19 760 GEL via reiterated enforced auction at the Tbilisi Enforcement Bureau. The property has 300 square meters plot; 5 rooms in one storied house with total area 73.44 square meters including 26.46 square meters living area. The reserve price was estimated by “M.S. Consulting” – 49 000 USD (equivalent in GEL).
Three-room flat in 16 Krtsanisi street was sold for 48 150 USD (equivalent in GEL) via the reiterated enforced auction at the Tbilisi Enforcement Bureau. The reserve price estimated by private audit was 50 500 USD (equivalent in GEL).

Income statements of 36 officials are inquired in Tbilisi

12 inquiries submitted to the Information Bureau of Public Officials’ Property and Financial Declarations since July 17. 12 inquiries demanded income statements of 25 officials. During July 22 applications requiring 36 statements registered.
In comparison with June the figure decreased, since 172 inquiries demanded 184 declarations.
