Six cases investigated in April thanks to DNA

The DNA lab of the Levan Samkharauli National Bureau of Forensic Science of the Ministry of Justice has performed eight DNA tests in April. The Bureau supported investigation of six cases, while other two were affiliations ordered by private customers.
The examination proved involvement of criminal group in several crimes. The gang leader was accused of murder of old people and grabbing their real property. The hair of a victim was found on the spectators of a suspect. The DNA test proved crime of suspects.
The DNA test helped to discharge a suspect. The serological test proved that the blood groups of a suspect and those found on the site were identical. But the DNA test did not confirm the similarity of blood tests. A suspect was acquitted.

The LAS maintained release of a suspect

Gia Paradashvili, an attorney from the Legal Aid Service of the Ministry of Justice helped to release a detainee. Emzar T. was arrested for hooliganism. Mr Paradashvili managed to prove innocence of Mr T. and he was released from the custody.

Meeting of subcommittee of Georgia- EU cooperation

Shalva Kvinikhidze, Head of the Department of International Public Law of the Ministry of Justice of Georgia and Giorgi Vashadze, Chairman of the Civil Registry Agency of the Ministry of Justice of Georgia to attend first meeting of the subcommittee of the Georgia - European Union cooperation in Belgium, Brussels.
Two-day meeting is dedicated to freedom of justice and security issues.

413 699 applications are registered in the NAPR data base

Overall 87 110 applications have been registered by the Rights Registration and Application filing software of the Public Registry Agency of the Ministry of Justice of Georgia in the first quarter of 2008.
This data is 130% more, than registered application in first quarter of 2007.
Totally the Rights Registration and Application filing software registered 413 699 applications.
The software was launched in Tbilisi Registration Office in September 8, 2006. The software has been installed in 18 regional offices since July, 2007.

An inmate died

Jimsher S. died in the Medical Facility of the Penitentiary Department of the Ministry of Justice.
Mr S. suffered from lung tuberculosis and cardiopulmonary decompensation 2-3 phase. The death was caused by cardiopulmonary decompensation developed after tuberculous intoxication.
Jumber S. was accused of murder and thievery. He was arrested on March 7.

A convict died

Mamuka N. died in the Medical Facility of the Penitentiary Department of the Ministry of Justice.
The patient suffered from tuberculosis.
According to the doctors’ report the death was caused by cardiovascular collapse.
Mr N. was arrested on April 14, 2008 for drug related offence.

The President pardoned convicts solicited by Patriarch

The convicts pardoned due to the Easter Holiday have visited the Patriarchate of Georgia today. Ilia II, Patriarch of All Georgia has met the guests. Nika Gvaramia, Minister of Justice has attended the event as well. Ilia II blessed the guests and granted sum of money, sweets and wine to newly released convicts.
Mr Gvaramia congratulated the guests and wished them happy Easter.
“It is important that you meet Easter at home with your family, I think you realize the responsibility before your country and his Beatitude. You have a chance to serve your country thanks to Patriarch and President” – Mr Gvaramia said.
President of Georgia has pardoned 165 detainees, including 80 solicited by Patriarch. There are 23 women and several juveniles in the list as well.

An event in the juvenile facility

The Penitentiary Department of the Ministry of Justice along with the Department of Sport of the Ministry of Culture, Sport and Monument Protection has organized an arrangement in the juvenile facility – “A Healthy Lifestyle”.
The representatives of the Department of Sport and celebrities have played football with detainees.
The children got presents including ping-pong, basketball and football balls, training apparatuses and Easter cakes.
The juveniles in football club of the facility have a professional coach.

The restoration of Anchi Gospel completed

The restoration works of the Anchi Gospel have been completed in the National Archives of the Ministry of Justice of Georgia. The Gospel is dated back to 11-12 centuries.
The restoration works were financed by the International Charity Foundation of the Catholicos –Patriarch of All Georgia.
The restoration works were held in the lab of manuscripts and microfilms of the National Archives and consisted of three phases. The first step included determination of quality of damage. The disinfection of pages was held, also the engravings were intensified and pages cleaned.
The second phase included stretch of pages, the artificial parchment was made for filling the omitted pages. The artificial parchment was pasted into the book and book cover restored during the third step of works.
The National Bureau of Forensic Science has examined the Anchi Gospel and the date of re-write of the book and green eye type on the cover was defined.
The Gospel is written on the parchment with nuskhuri script. The book is silver plated. The manuscript has an engraving of Matthew Evangelist. The cover and paintings are fulfilled by Beka Opizari. The Gospel has 269 pages including 3 empty ones.
The book has an inscription by the Archbishop Tevdore of Anchi who remembers David Soslani, Queen Tamara, Lasha-Giorgi and goldsmith Beka.
The Gospel of Anchi was contributed to the National Archives in 1923 by citizen from Tsalka.

The NBFS representatives participate in the ENFSI meeting

Levan Gvidiani, deputy head of the Levan Samkharauli National Bureau of Forensic Science of the Ministry of Justice; Irina Tandilashvili, head of the DNA lab of the Bureau; Nino Kochiashvili, the DNA expert and Teimuraz Magradze, representative of the quality control division participate in the meeting of the European Network of Forensic Science Institutes in Prague, Czech Republic.
The DNA lab of the Bureau of Forensic Science has joined the network last year. The ENFSI unites almost all DNA labs of Europe. The representatives of the labs meet biannually and discuss 6-month results. The parties also plan bilateral visits in order to foster co-operation.
The DNA lab in Georgia has been working since March 2007. The meetings of colleagues is very important for DNA experts, the gatherings support implementation of the up-to-date technologies and development of the forensic science in Georgia.
The toxicological lab of the National Bureau of Forensic Science will join the European club in nearest future as well. The NBFS has already received the approval from the network.

A convict died

Badri P. died in the medical facility of the Penitentiary Department of the Ministry of Justice.
He suffered from the cerebral blood supply disturbance and hemi paresis. According to the doctors’ information the death was caused by cardiovascular failure developed after cerebral blood supply disturbance.
Mr P. was arrested on October 15, 2006. He was accused of calculated homicide and sentenced to 16.5 years of imprisonment.

Students attended internship in the National Archives

The students of the Ilia Chavchavadze State University have completed internship in the National Archives of the Ministry of Justice of Georgia today. Seventeen students from the Humanitarian and Cultural research faculty have attended 3-months internship.
The special syllabus was developed for students in the National Archives. The students increased awareness in documents keeping including biological protection, restoration and conservation technologies, principals of registration, methods of use of documents and arrangement of social and legal requests of citizens, also organization of insurance of most important documents and basics of case management.
All interns got positive evaluations after final tests.

The ownership certificates online

The number of consumers of the online services of the National Agency of Public Registry of the Ministry of Justice is increasing significantly. Up to 300 citizens have enjoyed online service at www.napr.gov.ge during the recent month; while more than 800 customers used the service since December 2007.
A special application available online can be sent to the NAPR from any location. The Agency will return a certificate also online. The document will be valid without signature or seal for all public or private agencies.
The charge could also be paid online. The service is available in all cities (Tbilisi, Batumi, Kutaisi, Mtskheta, Gori, Telavi, Rustavi, Gardabani, Borjomi, Khelvachauri, Kobuleti, Zestaponi, Ozurgeti, Senaki, Poti and Khashuri) connected to the united system of the NAPR.

Didgori district residents to enjoy facilitated CRA service

The Civil Registry Agency of the Ministry of Justice continues documentation of citizens. The CRA representatives have visited Tabakhmela village today. The village has become part of the capital recently. The Agency staff delivered necessary documents for IDs from up to 80 citizens.
Eter Kamarauli, deputy chairperson of the CRA attended the event.
The Civil Registry employees have shot free photos of residents of Kojori, Shindisi, Tsavkisi and Tabakhmela. They will receive ID cards after ten days.
The same undertakings are held countrywide. More than 3000 people have already received ID cards within the initiative. Up to 17000 citizens to receive the identification documents during one month period in order to realize their civil rights.

10 457 cases enforced in first quarter of 2008

10 457 cases have been enforced by the Enforcement Department of the Ministry of Justice in the first quarter of 2008.
According to the statistics and analytical division of the Department the current figure is 1 025 more than the same of last year. In the first quarter of 2007 the Department bailiffs enforced 9 252 cases countrywide.

The LAS released a suspect from the court

Omar B. a suspect was released from the court thanks to the attorney of the Legal Aid Service.
Mr B. was accused of thievery. Beqar Rogava, the attorney of the Samegrelo bureau of the Service has applied to the regional office of the Prosecutor General and requested a plea bargaining for the suspect. Mr B. was released without bail, he was sentenced to 5 years of non-custodial punishment.

The 48-page passport is cheaper

The 48-page passport is available for reduced price.
The amendments to the law on Charges for the Service provided by the Civil Registry Agency have entered into force today. The state due has reduced from GEL 60 to GEL 40.
The 48-page passport was launched in June 2007 and was created for active travelers. The CRA has also 32-page passport which costs GEL 35.
The World War veterans; fighters for territorial integrity of Georgia; disabled veterans and foreign citizens who were granted Georgian citizenship by the President of Georgia are exempted from state due.
Also 50 percent benefits are fixed for war and army veterans, exiled people, disabled people of I and II groups and citizens under 16.

The CRA representative to attend conference in London

Giorgi Vashadze, Chairman of the Civil Registry Agency of the Ministry of Justice to attend the Security Document World & Identity Loop 2008 conference and exhibition in London, UK.
The delegates from 200 countries and more than 1000 registered participants to take part in the conference organized by the Security Document World.
The meeting to address the e-passports, security threats, and regulating standards for the e-identification cards.
The parties to discuss protection of the electronic and biometric documents, also ways to solve problems during the customs procedures.
Up to 40 international organizations will introduce products and services including samples of e-travel documents, e-ID cards and e-visas.

The Marriage Bureau in Signagi to work twenty-four hours a day

The Civil Registry Agency of the Ministry of Justice has implemented new service for couples. The CRA has arranged 24 hour service in the Signangi Marriage Bureau which has been launched several months ago. All interested parties can contact the office: 895 247777 and order the ceremony. It is necessary to inform the Bureau at least an hour before the event.
The state due for the registration of marriage and certificate is GEL 9. The charge for service is GEL 50.
The reconstructed Marriage Bureau in Signagi, 10 Kostava Street, was part of the urban development plan. The house was built in second part of 19th century and is part of the cultural heritage.

Erekle II’s judgment about disputed land

An e-version of the judgment of King Erekle II has been posted at www.justice.gov.ge today.
The verdict is dated back to July 11, 1788. Zakaria Endronikashvili, Mouravi of Kiziki and David Abkhazi disputed over land in Kardenakhi and Bakurtsikhe and both appealed to the King.
Erekle II held hearing along with judges. Mr Abkhazi submitted a Book of Deed issued by King Konstantine which proved ownership of land. The disputed property was awarded to David Abkhazi.
Mr Endronikashvili was given five months period to prove ownership orelse he had no right to appeal.
The judgment is sealed by Metropolitan Anton of Alaverdi, Queen Darejan, Princes Giorgi and Vakhtangi.

The CRA facilitated death registration

The death registration procedure has been facilitated in the Civil Registry Agency of the Ministry of Justice. The facilitation to solve problems related to the proceedings.
The amendments of the law on Registration of Civil Acts have entered into force. According to the changes all medical facilities must inform the CRA offices about death of citizen. The death certificate will be issued regarding the information of the healthcare organization and the family members of the deceased person are not able to go to the Registry office.
In case of rural areas the local authorities must inform the Civil Registry about death, and the Registry to register the act.
For instance, the death registration used to be difficult procedure; the family members of deceased person were able to submit reference from the medical facility. If the family could not present a reference it was obliged to appeal to the court and require verification of jural fact.

Socially useful work was discussed in Kutaisi

The Imereti Bureau of the National Service of Non-custodial Punishments and Probation, Kutaisi Municipality and the Norwegian Rule of Law Mission to Georgia have discussed opportunities of employment of parolees and use of socially useful work in Kutaisi.
The National Service of Non-custodial Punishments and Probation enforces the control of socially useful work as an alternative punishment. According to the Information of the Imereti Bureau of the Service all alternative punishments concerning the useful work have been enforced so far. The Bureau intends to receive other probationers with similar punishments. The Kutaisi accomplishment service has expressed interest to employ parolees.
The Kutaisi city authorities and the Probation Bureau will continue cooperation to employ probationers.

The CRA employees to shape up jural fact verification skills

The EU funded project "Support to the Reform of the Ministry of Justice" has organized 5-day training for the employees of the Civil Registry Agency of the Ministry of Justice of Georgia concerning the procedures of verification of jural fact.
The experts to discuss administrative procedures, oral hearings, invitation of parties, decision making and appealing rules with representatives of the CRA. The event is first from planned five seminars dedicated to the jural fact determination. Overall, 100 CRA employees to take part in the workshops.
Due to the legislative amendments the Civil Registry will be eligible to determine jural facts instead of the Court in case of birth, death, birth registration, death registration. These facts were verified by the court so far and the people were able to pay state levies for long term procedure (2-6 months).
After the CRA territorial offices launch verification of jural facts the procedure will be free of charge and the terms to be reduced to 1-2 months.
For instance, the determination of jural facts such as birth, death, and/or birth registration, death registration is required for people who lack the prove of abovementioned documents in case when it is missing or unavailable in records of the archives and etc.

The LAS announced job openings

The Legal Aid Service of the Ministry of Justice of Georgia is announcing job openings in two newly established consulting centers in Ozurgeti and Ambrolauri. The Service to employ four consultants in both bureaus (two in each). The consultants to provide local population with free legal aid and help them to prepare appropriate documents.
All interested parties can submit applications until April 30, 2008 from 11 a.m. to 5 p.m. address: 1 Kostava Street, Ozurgeti; 24 Agmashenebeli Street, Ambrolauri.
The LAS will inform candidates about date and place of interview.

Seminar for probationer women

The National Service of Non-custodial Punishments and Probation, associations "Junior Achievement" and "Woman and Business" have arranged joint training for 16 probationer women in Imereti. The seminar was dedicated to business management issues.
The project "Arrange Own Business" is aimed to support employment and vocational training of probationers.
The workshop in Kutaisi addressed majorly most requested professions on the labor market.
The "Arrange Own Business" had been already implemented in Kakheti in June 2007. The initiative maintained re-training of 21 probationers. The program to cover other regions as well.

A convict died

Suleiman A. 52; died in # 8 prison of the Penitentiary Department of the Ministry of Justice.
According to preliminary information the death was caused by infarcts.
Mr A.'s health conditions deteriorated on April 15, 2008. Despite the measures of emergency doctors the inmate died.
Suleiman A. was arrested on August 10, 2007. He was accused of thievery and sentenced to 1 year of imprisonment.

The rights registration software launched in Samtredia, Senaki and Zestaponi

The National Agency of Public Registry of the Ministry of Justice continues implementation of the rights registration and application filing software in the regions. The Samtredia, Senaki and Zestaponi offices have joined the network recently. The personnel have attended two-week training before the implementation.
As a result of the software implementation the registration offices have e-turnover of documents. The program has facilitated the service significantly. The network allows distance service as well. The citizens can request documents from other cities.
The software to make available the NAPR information online for banks, realtors, real estate agencies and notaries. All private companies, which sign memorandum with the NAPR, could become authorized users of the program. The contractor companies are eligible to perform the registration procedure and receive required documents of their consumers.
The software already works in Tbilisi, Mtskheta, Kutaisi, Batumi, Rustavi, Gardabani, Khelvachauri, Gori, Telavi, Poti, Borjomi, Marneuli and Ozurgeti registration offices.
The Agency plans to implement the software in up to 30 offices by the end of 2008.

5-day training to be held for registrars of governmental agencies

The 5-day seminar has been launched in the National Archives of the Ministry of Justice of Georgia for registrars of archives of governmental agencies.
The archivists of the Ministry of Culture, Sport and Protection of Cultural Heritage, including museums, theatres, National Musical Center, V. Sarajishvili Tbilisi State Conservatory; A. Kutateladze Tbilisi State Academy of Arts; V. Chabukiani College of Ballet and other organizations overall 41 participants attend the seminar. The single rules of case management and principles of co-operation of archives are at the top of seminar agenda.
The workshop to address several issues including: preparation of administrative documents; organization of paperwork; formation of cases and arrangement of nomenclature; assessment of documents; provision of security of archive records; scientific data system and utilization of documents. The simulation to be held during the seminar.

Eight accused citizens released

The public attorneys of the Legal Aid Service of the Ministry of Justice have taken part in 2 396 criminal and 280 administrative cases in first quarter of 2008. Meanwhile they consulted up to 1000 people and helped them to prepare documents.
The public attorneys have supported release of eights suspects including 3 juveniles. Currently, the LAS bureaus work on 1 410 cases.
The Legal Aid Service was launched in the Ministry in July 2007. The public attorneys arrange defence of suspected citizens at all phases of an investigation.
The LAS bureaus have consulting centers where all interested parties could get legal aid.
Currently, there are LAS offices in Tbilisi, Mtskheta-Mtianeti, Kakheti, Kvemo-Kartli, Shida-Kartli, Imereti, Samegrelo and Ajara. The special contest was held to select staff members.

Job openings in Zugdidi notaries

The job openings announced for three vacancies in Zugdidi notaries according to the order of Nika Gvaramia, Minister of Justice to close on April 14, 2008.
The interviews to be held on April 22-23, 2008 in the Ministry of Justice. All interested parties who have been interns; and have experience of working as notary, secretary of notary or consultant of notary for at least one year and have passed notary exams are welcomed. The applications must be submitted to the civil reception of the Ministry of Justice until April 14, 2008.

57 723 passports and 101 794 IDs issued in three months

The territorial offices of the Civil Registry Agency of the Ministry of Justice have issued 57 723 passports and 101 794 IDs in first quarter of 2008.
According to the data analysis the majority of passports - 21 278 were issued in March; while January is leading by number of issued IDs - 35 842 citizens have applied for the document.
All 16 years old citizens of Georgia are obliged to receive ID cards. The document is free of charge on the 10th day from submission of an application.

DNA test helped to investigate criminal cases

The biological lab of the Levan Samkharauli National Bureau of Forensic Science has held 689 examinations since January 2008 including 36 DNA tests.
According to the Bureau DNA tests were appointed due to criminal investigation or court demand. The cases included 5 calculated homicides; 4 sexual harassment facts; 1 traffic accident; 2 body identifications; 1 suicide; 13 affiliations; 1 injury; 4 personal identifications and 5 thievery facts. The DNA test helped to investigate the abovementioned cases.
Most significant was the test which helped to uncover the banditry fact in Sachkhere. Two suspects were detained and their fault was proved. The primary serologic examination showed that both suspect and victim had similar blood groups. The DNA test identified suspects exactly. The lab examined the jacket of two suspects. The blood spots of both accused and victim were discovered on one jacket while the spots of both suspects were on cloths of another one.
The Isani-Samgori police asked for DNA test in order to identify biological mother of kidnapped child. A neighbor kidnapped kid and mother has found the child herself. She proved the motherhood thanks to the DNA test.

Internship contest in the National Archives

The National Archives of the Ministry of Justice has announced internship contest. The deadline for submission of an application is April 23, 2008; address: 1 Vazha-Pshavela Ave. Tbilisi, Georgia.
All interested parties with higher education and/or students of graduate course are eligible to participate in the contest. The candidates must submit an application, copy of diploma or appropriate document, autobiography, copy of an ID card and two photos (size 3X4).
The contest to have three phases including evaluation and discussion of applications; interview the candidates must demonstrate knowledge of Constitution of Georgia, law on “National Backlog and National Archives of Georgia”, statute of the National Archives an #71 order from March 12, 2007 of the Minister of Justice of Georgia; and computer skills including MS Word, MS Excel, Windows.
The selected candidates to pass 6-month internship in the National Archives and its five Central Archives.
All successful interns will get special certificates.

The MOJ registered all statutory acts submitted

The Department of Systematization of Normative Acts and Relations with Local Bodies of the Ministry of Justice has registered 761 statutory acts submitted during the first quarter of 2008.
The Department did not reject any act during this period while last year 58 acts were discarded due to procedural violations.
The Department has issued positive opinions on 281 acts while 480 acts were returned to local authorities with remarks. The majority of violations – 119 were from Samegrelo and Zemo Svaneti region.
The Ministry is not authorized to reject the act due to content errors even in case of incompatibility with higher normative act. The MOJ sends special remarks to the authorities about mistakes and errors.

The MOJ responds to the Ministry of Justice of Russian Federation

Nika Gvaramia, Minister of Justice of Georgia has responded to the letter from Russian colleagues.
The Russian counterparts demand extradition of 35 citizens who are in custody in Abkhazia, Georgia. The Russian side desires close cooperation with Abkhazia’s de-facto authorities.
Mr Gvaramia called politically and legally incorrect several phrases of the letter such as “Abkhazian authorities” or “Abkhazian-Russian relations”.
Mr Gvaramia called the letter extremely unfriendly which violates all recognized basic international legal principles. According to the Justice Minister the action is aimed at recognition of sovereignty of “unrecognized territory”. He also marked that the Russian authorities intend to conduct official relations with Abkhazia and attempt to copy North Cyprus model there. Minister assessed the action as continuation of recent developments such as withdrawal from the CIS agreement about sanctions on Abkhazia.
Consequently, the Ministry of Justice of Georgia invoking Constitution of Georgia and principles of territorial integrity based on international acts and agreements states that the Russian Federation must contact Georgia as full member and subject of international community. Other else Georgia will appraise any other action as intervention into internal affairs of the state and violation of sovereignty and territorial integrity.

The NAPR delegation to participate in UNECE seminar

The delegation of the National Agency of Public Registry of the Ministry of Justice to visit Norway on April 9, 2008 for one week trip. The NAPR representatives will attend seminar about Legal Support of Socially Vulnerable Population in UNECE (UN Economic Commission for Europe) member states.
The UNECE land administration work group organized the seminar to discuss the role of member states in legal support of socially vulnerable people, future plans in land administration and other issues.
Jaba Ebanoidze, chairman of the NAPR; Guranda Goglidze, deputy chairperson and Eka Meskhidze, head of the Department of Relations with International Organizations are among the members of delegation. The SIDA project “Registration and Cadastre Management and Training Support Program” sponsored the trip.

The governmental task force elaborated recommendations

The Interagency Task Force for Fair and Free Elections has held first meeting in the Ministry of Justice today. The representatives of NGOs and international organizations participated in the event as well.
According to Nika Gvaramia, Minister of Justice and task force member the meetings are aimed at improving electoral environment. The parties have elaborated several recommendations.
“We appealed to the Central Electoral Commission to accept special measures in order to prohibit involvement of administrative resource during the campaign. The document must be distributed among all public officials” – Mr Gvaramia said.
The task force discussed issues indicated in the Ombudsman’s report concerning Presidential elections.
“The documents prepared by the Public Defender have not been delivered by the group yet; but we intend to send the case to the Prosecutor General’s Office for further investigation” – Justice Minister said.

The TCPPS trainers attend workshop

The trainers of the Training Center of the Penitentiary and Probation Service with financial support of the United Nations and under the aegis of the Center have attended 3-day course about international and regional standards of human rights protection rules and procedures in penitentiary facilities.

A wanted citizen detained

A wanted citizen has been detained in the Samgori office of the Civil Registry Agency of the Ministry of Justice.
According to the information of the Internal Control and Audit division of Dali T. 43, submitted application for an ID card and required the same day premium service.
The verification procedure revealed that Ms T. has been wanted since 2001 for fraud.
The CRA informed the Isani-Samgori police and Ms T. was detained.

The CRA employees attended two-day training

The Training Center of Justice and the Department of the International Public Law of the Ministry of Justice have organized training course for the employees of the Civil Registry Agency of the MOJ.
The course covered development of the system of civil and family law issues for international legal aid.
Nino Kilasonia, advisor of the International Legal Aid Division of the Department of the International Public Law conducted the seminar.
The employees got special certificates. The staff of regional offices of the CRA to pass the similar trainings in nearest future as well.

Church blessed in #2 Rustavi prison

Metropolitan Teodore of Akhaltsikhe and Tao Klarjeti and Metropolitan David of Amba Alavderdi have blessed new Saint Giorgi church in #2 Rustavi prison of the Penitentiary Department of the Ministry of Justice. Nika Gvaramia, Minister of Justice and inmates of the prison have attended the event. The church was built with financial support of the Penitentiary Department.
“The church very important for the inmates of this facility, the convicts will have an opportunity to participate in the divine service. We’ll do our best to create such conditions in all detention facilities. The Easter service will be held here as well” – Mr Gvaramia said. He appreciated Metropolitans Teodore and David and Orthodox Church of Georgia for provided support.
The divine service to be held weekly in #2 prison.

“Let’s Create Future of Georgia Together” has been held in the juveniles facility

The concert “Let’s Create Future of Georgia Together” has been held in the Juveniles Educational Facility of the Penitentiary Department of the Ministry of Justice today.
The event was held under the aegis of Gigi Tsereteli, chairman of the Healthcare and Social Security Committee of the Parliament of Georgia, Children’s City Council of Tbilisi and the Penitentiary Department.
The dancers from “Egrisi” ensemble performed for coevals.
The juvenile inmates got film collection of 116 comedies and popular science films within the undertaking.
The “Kolkhi” company presented sports equipment and sweets to young convicts.

Giorgi and Mariam top the popular names

Giorgi and Mariam lead the names of newborn children during recent three months in Georgia.
The analytical division of the Civil Registry Agency of the Ministry of Justice has performed research based on issued birth certificates. As a result the names of saints are very popular in Georgia.
The research became available since the e-database was created in the Agency.
Regarding the study Giorgi remains leading boy’s name. The quintuple looks as follows: Giorgi – 307; Luka – 287; Nikoloz – 207; Saba – 203; David – 117.
Andria, Lazare, Danieli, Mate and Demetre are also very popular.
Mariam is leading name among girls. The feminine quintuple: Mariam – 404; Nino – 220; Ana – 177; Lizi (Liza) – 168; Elene – 127.
Foreign names are also popular among girls including Victoria, Alexandra, Anastasia, Sophia and Elizabeth.
For instance, according to the birth certificates issued in 1990-ies Giorgi, David, Irakli, Levan and Lasha were leading the list. Female names leading during the same period were Nino, Tamara, Mariam, Natia and Teona.
6 123 primary birth certificates were issued since January 2008. There are 3 163 boys and 2 960 girls among newborns.

The TCPPS trainers attend workshop

The trainers of the Training Center of the Penitentiary and Probation Service with financial support of the United Nations and under the aegis of the Center to attend 3-day course about international and regional standards of human rights protection rules and procedures in penitentiary facilities.
Fifteen trainers to take part in the seminar. Giorgi Chkheidze, chairman of the Young Lawyers Association; Levan Labauri, UN expert and Giorgi Giorgadze from the Ombudsman’s office will conduct the workshop.

MOJ employees attend seminar about labor law

The employees of the human resources and legal department of the Ministry of Justice; staff of the Inspection General and entities in charge of the Ministry to participate in the seminar dedicated to the labor law. The Training Center of Justice of the Ministry to host the event during April 4-11.
The labor code, the laws on interest conflict and corruption, public service, legal entities, also directives of the Council of Europe and international conventions concerning labor to top the workshop agenda.

Meeting dedicated to the penitentiary and probation system reform

The advisory board of the EU supported project “Penitentiary and Probation System Reform” have held meeting in the Ministry of Justice of Georgia. Tina Burjaliani, First Deputy Minister of Justice chaired the meeting. Gunhild Fridh, team leader of the project; experts from the program, Jan-Eric Josefsson, deputy chairman of the Swedish Prison and Probation Service; representatives of the EU Commission; judiciary; Prosecutor General’s Office; Public Defender; non-governmental and international organizations participated in the event.
The Swedish Prison and Probation Service has been implementing the “Penitentiary and Probation System Reform” in Georgia since August 2006. The parties featured arrangements implemented so far; the future plans were discussed as well including study tours, seminars and support in development of management principles.
Ms Burjaliani emphasized that the penal system development is key objective of the Ministry. According to the First Deputy Minister the priority must become advance of probation system.
She appreciated the Swedish Prison and Probation Service for provided assistance of reform.

The National Agency of Public Registry of the Ministry of Justice of Georgia has posted cadastral map of Tbilisi at www.napr.gov.ge
As a result all interested parties could access the database online including in-depth information about landed estate borders and immovable property. All authorized users can download the interesting parts of map as well.

Old document’s renovation is underway in the NA

The National Archives of the Ministry of Justice of Georgia is performing restoration of endowment book dated back to 1675.
According to the document a man bokaultukhutsesi (a senior bailiff) Gorjaspi who had no children or other relatives or descendants asked the King Erekle I to allow him to endow all his fortune to the Saint George Church of Alaverdi. The King satisfied Gorjaspi’s appeal and granted him to Alaverdi.
The document has attached latter provings by Teimuraz II and Queen Tamara (daughter of Vakhtang VI) in 1739; also the endowment text is approved by King Erekle II in 1774.
The document is a scroll 225 cm length and the text is written on both sides.
The manuscript had been restored decades ago but some damages remained so far.
Along with this manuscript the National Archives’ lab works on restoration of documents dated back to 17-18th centuries including acts issued by King Archil, Giorgi XII and Erekle II.

The LAS attorneys provided legal consulting to Mtskheta-Mtianeti residents

The representatives of the Mtskheta-Mtianeti Bureau of the Legal Aid Service of the Ministry of Justice have provided on-site legal consulting of residents from nine rural areas of the region.
Levan Jorbenadze, the consultant of the LAS and attorneys Dimitri Bebia, Aluda Buchukuri and Gvanca Gugeshashvili have visited Ananuri, Tsikhisdziri, Tsivtskaro, Chartali, Khanda, Pasanauri, Kvesheti, Mleta and Gudauri and provided local residents with legal aid.
They also introduced the activity of the Service and spread brochures about the activity of the LAS.

Ponichala residents to receive new ID cards

The Civil Registry Agency of the Ministry of Justice continues on site service of citizens in order to maintain their identification process.
The CRA representatives have received documents of citizens experiencing problems with identification documents in Ponichala. The undertaking is part of President’s and Justice Minister’s joint initiative. The CRA representatives received documents of up to 300 applicants and took digital photos necessary for an ID card.
Giorgi Vashadze, chairman of the Civil Registry Agency and Merab Rapava, head of the apparatus of the Didgori administration. The employees of the Mtatsminda-Krtsanisi office of the CRA to provide Ponichala residents will issue the ID cards in 10 days.
According to Mr Vashadze up to 3000 people have already got an ID cards within the initiative. The project to cover whole Georgia; up to 17 000 people will get IDs countrywide.

2 923 declarations demanded since January 2008

The Information Bureau of Public Officials’ Property and Financial Statements of the Ministry of Justice received applications of 81 citizens since January 2008. The applicants demanded financial statements of 2 923 public officials.
The interest increased in March when statements of 2 418 declarants were requested. The public interest has increased in comparison with same figures of last year when during three months 103 applicants requested 372 declarations.

The task force against torture and inhuman treat works on action plan

The meeting of the interactive task force for prevention of torture and inhuman or degrading or punishment has met in the Ministry of Justice of Georgia.
The task force works on action plan for prevention of torture and inhuman or degrading or punishment which to be implemented by the end of 2009.
Giorgi Bokeria, chairman of the task force, deputy chairman of the Legal Affairs Committee of the Parliament; Tina Burjaliani, First Deputy Minister of Justice; Mary Murphy, regional director of the Prison Reform International; and Giorgi Chkheidze, chairman of the Association of the Young Lawyers of Georgia; also representatives of Ombudsman’s office, non-governmental and international organizations participated in the meeting. The parties discussed issues concerning the action plan.
The plan implies improvement of conditions in penitentiary facilities, protection of human rights and advance of healthcare system in prisons.
The task force was founded by President and consists of seventeen members.

An inmate died

Ambrosi B. died in the Medical Facility of the Penitentiary Department of the Ministry of Justice.
The patient suffered from hypertension, blood supply disturbance and hemiplegia.
According to the doctors’ report the death was caused by cardiovascular collapse.
Mr B. was arrested on April 10, 2008 for calculated homicide and was sentenced to 20 years of imprisonment.

Probationers helped to settle yard of house of virtue

The probationers of the Imereti Bureau of the National Penitentiary and Probation Service of the Ministry of Justice have participated in works to settle yard of a house of virtue in Samtredia.
Fifteen parolees including four juveniles participated in renovation of the yard.
Green plants were provided by the Samtredia Service of the West Georgia Railway and columns for fence were provided by one probationer.
